The issue of Inter-Circle Transfer of Surplus IPs of 2007 to 2009 batches and Direct Recruit IPs was discussed at length in the meeting held with Member (P) on 27/11/2013. DDG (P) and Director (Staff) were also attended the meeting. Association has strongly demanded for transfer of all the surplus IPs to their home circle and also brought to the notice of administration that, request applications of the applicants have already been forwarded to the concerned circle for consideration in the light of Directorates guidelines issued under No. 141-177/2009-SPB.II dated 14th December 2010. It was told by administration that CPMsG of the Circle where the IPs are working would be competent to permit such transfer in consultation with the CPMsG of the Circle where the transfer is sought for by the individual. It was further told that CPMsG should take a considerate view in consultation with their counterpart while considering the request of IPs candidates for transfer to their Home/nearby Circle under Rule 38. Association has brought few examples of non-consideration of cases by Circles, despite having vacancies in the Circle. After a long discussion it was agreed by the administration that transfer cases of surplus qualified IPs would be considered only against the vacancies of departmental quota on merit and after receipt of details of such candidates.
In view of the discussion had in the meeting, all Circle Secretaries or any one of the candidates of circle are requested to furnish the details of surplus IPs whose Inter-Circle transfer case is pending in the following format to General Secretary by email. The consolidated list will be submitted to Directorate as desired for consideration of requests of IPs.
