As a result a huge number of GDS Posts are lying vacant and the responsibility lies with Sub-Divisional Heads for managing the vacant Posts by combination of duties or allowing substitutes in deserving cases. A lot of difficulties are being experienced by the Sub-Divisional Heads apart from resentment among GDSs against combination of duties. Therefore, Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to consider for early initiation and completion GDS recruitment preferably in all Circles at a time so that the candidates will apply for their choice Circle only.”

                As per para-12 of Inspection Questionnaire of CBS SO issued vide Department of Posts (Inspection Unit) No.16-1/2017-inspn dated 21-08-2017, SB-46 is to be issued for all TD Accounts in “C “class offices. The time allotted for inspection of “C” Class NDSO isone day and for “C” class DSO it is two days. It is time consuming to find out the Account No., balance, full address of the TD Account holders in Finacle and issuing of SB-46 thereafter. It is, therefore, practically not possible to complete the inspection in the allotted time for “C” class SOs. Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to revisit the above Inspection Questionnaire and to limit the number of TD Accounts to be verified / SB-46 to be issued in ‘C’ Class offices”.

PM launches India Post Payments Bank – a major initiative towards financial inclusion

The Prime Minister, Shri Narendra Modi, launched the India Post Payments Bank (IPPB) on 01-09-2018 at Talkatora Stadium in New Delhi. The function was witnessed at over 3000 locations across the country, which were connected to the main event in Delhi.
Speaking on the occasion, the Prime Minister said that through the India Post Payments Bank, banking services will conveniently reach the remotest places in the country, and the people living there.
He recalled that the Union Government had earlier rolled out the Jan Dhan Yojana to establish financial inclusion. He said that today’s launch of IPPB is one more step to achieve this objective. He said IPPB branches have opened across 650 districts today.
The Prime Minister said that the postman has long been a respected and accepted person in the villages. He said the trust on the postman remains, despite the advent of modern technology. He said that the Government’s approach is to reform existing frameworks and structures, and hence, transform them in accordance with the changing times. He said that there are over 1.5 lakh post offices and over three lakh postmen or “grameen dak sevaks” who are connected to the people of the country. Now they shall be empowered with smartphones and digital devices to provide financial services.
Enumerating the benefits of IPPB, he said it will enable money transfer, transfer of government benefits, bill payments and other services such as investment and insurance. He added that postmen would deliver these services at the doorstep. He said that IPPB will also facilitate digital transactions, and help deliver the benefits of schemes such as Pradhan Mantri Fasal Bima Yojana, which provide assistance to farmers.
The Prime Minister said that since 2014, the Union Government has been dealing firmly with the distortions and problems that had arisen in India’s banking sector due to indiscriminate loan advances. He said existing loans have been reviewed and a professional approach has been taken with regard to the banking sector. He mentioned other measures such as the Fugitive Economic Offenders Bill, which have been taken to ensure that the guilty are punished.
The Prime Minister said that now Mudra loans worth over 13 lakh crore rupees have been given to the poor and middle class, for creating self-employment opportunities. He said that today, as India achieves its best ever Asian Games performance, and the economy shows excellent growth numbers, the entire country is full of new self-confidence. He said this is the result of the collective efforts of the people. He said today India is not just the fastest growing economy in the world, but also the country that is eradicating poverty the fastest.
The Prime Minister said that 3 lakh “dak sevaks” would be the key to provide financial services to every home, every farmer and every small enterprise in the villages. He mentioned that in recent months, several steps have been taken for the welfare of “dak sevaks” and to meet their long pending demand. These have led to a substantial increase in their salary, he added. He expressed confidence that IPPB shall reach over 1.5 lakh post offices across the country within the next few months.

RBI ban: Fino Payments Bank eyes new streams to make up for revenue loss

After being barred from opening new accounts by the RBI, Fino Payments Bank is looking at alternative streams to make up for revenue loss and also fears a delay in a planned capital raising exercise, a top official said today. 

The Reserve Bank of India (RBI) in May had directed the Mumbai-based payments bank to halt account opening functions till it modifies its processes to adhere to the regulator's rules on deposit limit, which mandates payments banks to restrict deposits to Rs 1 lakh. 

"The purpose of the bank is to open accounts. There is some losses because of that. But we are trying to do other things to compensate that loss like becoming more active in CMS (cash management services) activities, business correspondent activities and remittances," its managing director and chief executive Rishi Gupta told reporters here. 

He said remittances will grow to Rs 1,700 crore this month and will touch Rs 2,000 crore. 

Gupta said the bank was opening an average of over one lakh accounts per month, which have been stopped since May because of the RBI action. 

He said the bank has been penalised by the RBI because balance in some of the accounts had crossed Rs 1 lakh, which is the cap for a payments bank. 


Acknowledging that the bank's systems could not cap the account balances, Gupta claimed the necessary changes to the systems have been done to avoid a repeat. 

He said receipt of pension money and interest were among the reasons why the account balances had gone up. 

However, when asked about the timeline for the RBI to revert back to normal operations where it is allowed to open new accounts, he could not answer. 

The bank's Rs 300-crore capital infusion plan through a share sale to either a financial or strategic investor is still on, he said, adding that the impact "from an optics point of view" may result in a delay in the plans. 

The bank was aiming to complete the transaction by September or October initially.
