Brief on CWC held at Bhubaneswar on 01-12-2013

Sk. Md. Noman, President of the Association presided over the meeting. Shri G.C. Mohanty, Circle Secretary, Officers Association, Odisha Circle Branch attended the meeting as an invitee. The CWC meeting started with two minutes silent prayer for departed soul of Late Banamali Ch. Mohanty, Ex SSPOs, Cuttack City Division who passed away on 09-10-2013 late night.

Shri Pitabasa Jena, Circle Secretary of the Association apprised on development of various issues / agendas taken at Circle and Regional level. A significant time was spent discussing various  Circle issues like difficulties in holding of frequent PLI/RPLI Melas specially the Melas scheduled to be held in the month of December, planned restriction on motor cycle mileage /Auto fare being imposed by a few Divisional Heads, adherence of Time-schedule for preparation / completion/ disclosure of APARs of IPs/ASPs, release of remaining 10% PLI incentive for which 90% was paid form PLI Section of Circle Office etc. and All India Issues like Up-gradation of Grade Pay, Cadre restructuring, proposal submitted by the General Secretary.

All the members expressed their solidarity behind the views of Odisha Circle which is in favour of accepting merger of Inspector Posts and Assistant Superintendent of Posts cadre with Head of the Circle as appointing authority for merged cadre to get the Grade Pay of Rs.4600/- for Inspector Posts and to place the demands for creation of new Postal Sub-Divisions, new Postal Divisions and up-gradation of IP/ASP posts to PS Group-B Posts for better promotional avenues of IPs in cadre restructuring.

[The GS in his proposal dated 20/11/2013 to the Secretary Posts has proposed vide para-F for up-gradation 1197 ASP Posts to PS Group-B Posts and down-gradation of 627 ASP Posts to IP showing a net saving of Rs.3 Lac per annum to the Govt on the basis of present GP of Rs.4,200/-, Rs.4,600/- and  Rs.4,800/- for IPs, ASPs, and PS Group-B Officers respectively. It is surprising to see the conclusion part of the said letter that the GS has not demanded the GP of Rs.4,600/- for IPs. Is the GS suggesting that the Grade Pay of Rs.4,200/- to IPs is acceptable if the up-gradation and down-gradation of ASP Posts as suggested in the proposal is accepted by the Department? ]

As decided in the CWC at Bhadrak on 15/09/2013, the next Biennial Circle Conference will be held at Balasore. The Circle Secretary suggested for holding the Biennial Circle Conference on Sunday the 2^nd February, 2014 and it was unanimously accepted by the CWC. The CWC has unanimously confirmed the decision taken at Bhadrak CWC for special donation of ₹700/- (Rupees Seven Hundred) only by each member of the Association for Biennial Circle Conference and forthcoming All India Conference. Some amount from the Special Donation will be contributed to the host Circle of forthcoming All India Conference.
