Civil Services aspirants to be rated on human values too

Will you act against your most hard-working subordinate in case a woman employee accuses him of making undue advances? What will you do if you see your best friend cheating in an examination? How have you benefitted in your own life by taking inspiration from a role model? 

The Union Public Services Commission (UPSC) has put out such sample questions citing case studies which may be posed to wannabe officers in the Civil Services Examination later this year as part of a new 250-marks paper on 'Ethics, Integrity and Aptitude' that will try to ascertain the moral compass of candidates who plan to be initiated into the country's bureaucracy which presently seems besotted with questions of corruption and conflict of interest. The new paper, as part of the mains examination that carries a total of 2075 marks spread over seven papers and a personality test, was announced this March leaving many candidates flummoxed on what kind of subjective questions they could face in what will be a significant paper carrying 250 marks. 

"The paper could be make-or-break for prospective candidates aiming for the top rankings. Hence, UPSC was flooded with queries in the last five months on what could be the kind of questions that could be posed to test the candidate's ethics and integrity. Hence, UPSC has now put out a sample paper," a government official told ET. 

Leading IAS coaching institutes are also warming themselves up to the task of fine-tuning their candidates' ethical mindset. Ved Prakash Gupta, the Chairman of Rau's IAS Study Circle in Delhi, said the interesting aspect of the new paper was to cite hypothetical scenarios before candidates which have no one solution or a single answer.
