Subject: Request for repatriation of PS Group B officers.
Respected Madam,
Madam, Department of Post under your dynamic leadership is very eagerly and keenly transforming all the Post Offices into a vital network capable of serving the customer with all sophisticated services. Your kind honour policy decisions relating to core banking beside others are being faithfully implemented in the field by key level managers’ i.e IP/ASP or S/SPOs.
But at the same time department is not moderately solving problems of the cadre. There is acute shortage of IP/ASP/JTS/STS manpower in almost all the Postal Circle and every cadre man is overburdened. This is adversely effecting the implementations of many upcoming projects in Department of Posts. In many Circles upto 80% of Group “A” post are lying vacant and PS Group “B” officers are officiating against these posts constantly for several years creating resultant vacancies in Group “B” and imbalances upto IP/ASPs level. Apparently, shortage of head of the Divisions is being ignored altogether. Whereas IPoS officers are being given convenient postings even on adjusting them at leave vacancies. There is no reason that our cadreman may not be adjusted by downgrading JTS/STS post particularly when they have more convincing grounds.
It is therefore fervently requested to your kind honour to restore the lost ground of Circles by ordering to repatriate all Group “B” officers to their parent Circles, post them on vacant posts of Group “A” cadre by downgrading these to Group ‘B’ posts temporarily till eligible Group A officers are not made available so that they can function as effectively as ever and take active part in the process of quick transformation.

This is a retrograde step. We(those who are working outside home Circle) do not want repatriation at the cost of promotional prospects of our brothers and sisters who are getting the benefits of officiating in JTS Gr.A cadre.

This is entirely unwarranted and I don't think it is workable also. why our GS is putting such kind of pressure on the dept to repatriate the Gp B officers to their home circle? Deeply going in to the issue, following issues will elicit:-
1. if the JTS/STS posts are downgraded to PS Gp B temporarily, then there will be no chance for officiating arrangements in JTS/STS posts and only the regularly selected JTS officers can work against these posts- result, those who have completed 3 years service in Gp B cadre and nearing his/her retirement in 2 to 3 years would be deprived of their chances in officiating capacity as JTS which could seriously affect their pension. (normally Regular promotion to JTS cadre is happened only after 7-8 years in Gp B cadre as per present trend)
2. Unless more number of officials have been promoted to Gp B cadre (against existing Gp B vacancy+JTS/STS vacancy), there will be no solution for this imbalance. Repatriation to their own circle will not suffice as it would create big hollowness in their present circle of posting (like UP/Gujrat/HP/J&K/Assam etc) and there will be serious mess in these circles after losing out the regular Gp B officers to their own circles.
Hence I request the GS should think about all the aspects including circle administration and not project issues beneficial to some officers afterall he is common to all isn't it.
