Representation of SC/STs in Central Ministries/ Departments

Scheduled Castes (SCs) get 15% reservation in case of direct recruitment on all India basis by open competition and 16.66% in case of direct recruitment on all India basis, otherwise, than by open competition. In case of direct recruitment to Group C and D posts which normally attract candidates from a locality or a region, SCs get reservation generally in proportion to their population in the respective States/UTs.
Statements showing the Group-wise representation of SCs and STs in the services of the Central Government as on 1.1.2011 (calendar year 2010) is as under:

Various policy decisions have been taken to ensure that vacancies reserved for SCs and STs are filled up by SC and ST candidates and to ensure their better representation in all grades. For example:-
(i) SC and ST candidates appointed on merit are adjusted against unreserved vacancies and reservation is given in addition.
(ii) In order to ensure that posts reserved for SCs and STs are filled by SC and ST candidates only, a ban has been imposed on de-reservation of reserved vacancies in direct recruitment.
(iii) Special Recruitment Drives are launched from time to time for filling up the backlog reserved vacancies etc.
This was stated by Minister of State in the Ministry of Personnel, Public Grievances and Pensions and PMO, Shri V. Narayanasamy in written reply to a question in the Lok Sabha on 09.05.2012.
