CS writes to GS on Restructuring of Inspector Posts cadre

Sub:- Views of Odisha Circle Branch on “Revised Recruitment Rules for PS Gr. B cadre” and “Restructuring of Inspector Posts cadre”.

Dear Shri Ingale Ji,

           The CWC of this Association of Odisha Circle Branch met on 06.05.2012. The above mentioned two issues were included in the agenda for discussion along with the main issue viz. Grade Pay  and some other issues.

 The details of discussion and views of Odisha Circle Branch are as follows:-

·         Revised Recruitment Rules for PS Gr. B cadre


Presently there are 866 PS Group-B posts [650(75%) earmarked for promotional quota on seniority from IP Line, 164(19%) posts belong to Examination quota from IP Line and 52(6%) posts belong to Examination quota from General Line. Out of these 866 Posts, 116 Posts have been carried out for Senior Postmaster cadre.

After introduction of a separate cadre of Senior Postmaster having 116 Posts, 29 (25 % of 116) Posts belongs to promotional quota on seniority from General Line and remaining 87 Posts belong to examination quota from IP Line.

In the changing scenario, Odisha Circle proposes to maintain the status quo on number of posts for promotional quota on seniority from IP Line, Examination quota from IP Line and posts for General Line as a whole. That means the number of posts for general line should not be more than 52 in any case including the Posts of Sr. Postmaster from General line.

·         Restructuring of Inspector Posts cadre

All the members of Odisha Circle Branch expressed their concern in the CWC on inter- Circle anomaly in promotion of IPs to the post of ASPs. In some Circles Inspector of Posts are getting their promotion to ASP cadre in 3 to 6 years of service in IP cadre. On the other hand, in some Circles which includes Odisha, Inspector of Posts are getting their promotion to ASP cadre in 10 to 14 years of service in IP cadre.

All the Office bearers and CWC members of Odisha Circle Branch have unanimously passed the following resolutions.

·         That the IPs be promoted to ASPs on completion of required probation period in IP cadre delinking from the present system of promotion on availability of vacancy in ASP Cadre or the ratio between the posts of IPs and ASPs should be fixed in such a way (say at the ratio of 40:60 in the pattern that was prevalent in erstwhile JAO & AAO Cadres) in each Circle so that the time taken by an IP to get promotion to ASP cadre becomes uniform throughout the country.

·         That required number of ASP posts should be upgraded to PS Group-B Posts so that the promotion of IPs to PS Group-B will be possible within a span of 12 to 15 years of service from IP cadre.

·         That a committee be formed to revisit the norms for creation of new Postal Sub-Division and to study the need for creation of the posts IPs in CO/RO/DO in view of increased work load on account of introduction of a variety of new services and increase of work load for PLI/RPLI.

·          That one post of Postal Assistant be included in the establishment of Sub-Divisions to assist the Sub-Divisional Head in Official work.

·         There should be provision of MTS by sanction of post or by outsourcing on sanction of a fixed allowance for taking care of the nature of work with Sub-Divisional Office which are meant to be done by the erstwhile Group-D staff.

     It is hoped that CHQ will sincerely consider the above views of Odisha Circle Branch particularly the need of uniformity throughout the country in getting promotion of IPs to ASPs to uphold the justice and equality so that the resentment growing in the minds of members in the Circle due to above disparity in getting promotion to ASP cadre can be subsided.

Dear CS

1 All the points discussed /raised in the CWC are genuine. There is delay in promotion to ASP cadre in most of circles . Second point is more crucial and this was raised by Shri Harimohan ji during the meeting of cadre restructuring committee at Delhi few month back what happen thereafter is not known . Central leadership should take up these points with Dte.

All are conveniently forgetting the status quo in the mode of selection to Sr PM Cadre. Odisha wants to maintain the status quo on number of posts for promotional quota on seniority from IP Line, Examination quota from IP Line and posts for General Line as a whole. That means the number of posts for general line should not be more than 52 in any case including the Posts of Sr. Postmaster from General line. In the same analogy, there should be quota for IP line officials through seniority (like 75% quota in PS Gp B Cadre) where on senior IP/ASP can become a Sr PM. This provision should also be made in the recruitment rules for Sr PM so that equilibrium can be maintained and there will not be any differences between us. My argument is little bit confusing......> In a nutshel, it should be proposed that the 116 posts of Sr PM should be bifurcated in 75,19 & 6% quota for IP seniority, LDCE & General. ASP from Tamilnadu.

A very good proposal and central leadership should take into account of these points besides practical approach of upgradation of G.P. of I.P.

Sir,
Where is file of GP? Please send some postman to inquire the matter in the MOF. I feel some IPOs/ASPOs think that they are in powerful cadre but can not inquire simple matter with MOF. But I feel postman can do this work easily.
