CS writes to CPMG, Odisha on recruitment procedure for GDSBPM / Other GDSs devised in CMC Meeting.

Sub:-  Recruitment procedure for GDSBPM / Other GDS.

Respected Sir,

This has a kind reference to C.O. letter No.EST/1-3/19/GDS/2010 dated 26/04/2012 wherein the new recruitment method for the post of GDS BPM and other GDS, devised as per the decision of the CMC meeting held on 20.04.2012, to make the recruitment process more transparent is circulated.

In the said method it has been prescribed that:-

 “At the Divisional level all the RLs containing application forms shall be opened and scrutinized in presence of the applicants on prior intimation to the applicants who desire to be present on the date of scrutiny.

The applications shall be scrutinized by the Appointing Authority who may take the help of two more Members/Officers for scrutiny of the applications by constituting a committee of following officers

i.             Composition of committee for GDS BPM

SSPOs/SPOs of parent Division, one SSPOs/SPOs of the neighbouring Division and one ASPOs of neighbouring Division out of which one member must belong to SC/ST community. 

ii.            For other category GDS

IP/ASP I/c of the parent Sub-Division, two IP/ASP of neighbouring Sub-Division out of which one member must belong to SC/ST community.


This Association strongly protest the above method devised in the CMC Meeting without taking the practical viability into consideration due to following reasons.


i.              No such provision exists in the recruitment rule for GDSs in the “GDS (Conduct & Engagement) Rules, 2011”. It has no sanctity as no such provision has been approved by Directorate.

ii.             The authority under which the CMC devised such method is not mentioned, and the CMC has no authority to decide such thing in a matter which will violate the uniformity in Recruitment process of GDSs through- out the Country.

iii.            The instruction, if implemented, will create a mess as it is not practically possible to handle a situation where the number of Applicants is large who are required to be present in the selection process. It will create a situation like the people in Fish Market. Further, influence of muscle power and political pressure on the spot can not be ruled out.

iv.           It will create accommodation problem to make arrangement for the large number of candidates.

v.            Involving candidates directly in the selection process is something un-heard of and unusual.



This Association, therefore, urges that the aforesaid decision taken by the CMC which is irrational and illogical should be withdrawn immediately.

Copy to Sri Vilas Ingale, General Secretary, AI Assn of Inspectors & ASPs, CHQ, New Delhi (ASP,Vashi Sub-Division, Sector 16A, Vashi, Navi Mumbai-400703) to take up the matter with the Directrorate as the afore said instruction has been issued by the Chief PMG, Odisha Circle, Bhubaneswar-751001 which has no provision in GDS (Conduct & Engagement) Rules, 2011.

In the next CMC meeting this novel idea can be refined. Why calling for application?. Notify and call interested candidates to assemble at the desired spot with required certificates and testimonials.Issue appointment orders on the spot and finish the recuitment process in one day.

This practice was once upon a time(2001) tried and tested in TN Circle(CC Region)by Madam Noorjahan when she was PMG. ASP from TN Circle
