The issue of upgradation of GP of IPs

It is quite evident from the comments posted by visitors of this blog that every IP /ASP is anxious to know the present position of the proposal for upgrdation of GP of IPs. Quite naturally, every IP/ASP is expecting the CHQ to move fast to get the proposal implemented at any cost. Strangely, the blog of CHQ which ought to keep us updated on such a serious issue does not provide any information on this and deals with almost outdated issues like who got promoted 1-2 years ago through PS Gr.B Exam out of turn because of the wrong policy of the Dept. Issues of this type keep us divided rather than creating unity contrary to the motto of the Association. I don't think this matter creates any interest among majority of IPs /ASPs. I get the feeling that the very subject of promotion to PS Gr.B Cadre through examination or through seniority-cum-fitness has now lost its sheen because of the non-alluring financial benefit it provides vis-a-vis a high degree of responsibility and workload the promotional post carries. The burning issue is, therefore, the proposal for upgradtion of IPs and ASPs which will benefit the masses and not the PS Gr.B Examination. Many Circles have already requested the CHQ to go ahead with the proposal for merger of IP and ASP cadres for the purpose of getting upgraded GP for IPs which will also indirectly benefit ASPs through MACPS. Through posting in this blog and through comments posted in the blog of the CHQ, Orissa Circle Branch Association of AIAIASP once again urges CHQ functionaries to act fast with the proposal of upgradation of GP of IPs. We need not wait for the AIC's resolution which will be nothing but a formality.

I would request visitors to post their comments mentioning their (genuine)identity. In one case I found that one anonymous member has gone mad in opposing merger of IP and ASP cadres as he has got promotion to ASP cadre within three years' of becoming IP for which the proposed merger will not bring any financial benefit to him . It is quite natural on the part of such an official to oppose the proposed merger. For me, such comments are intended to overlook the mass benefit for sheer personal gain. Being a CS of a Circle I represent the majority opinion of the members which was also ratified in the CWC held at Bhubaneswar on 21.03.2010. I am under no obligation to publish uncharitable comments of anonymous persons which are against majority opinion and full of criticism guided by malice and self interest. Everybody is free to offer his/her comments and I am ready to take any comment whether it is good or bad, for or against as long as such comments are based on reasons and the person making the comments discloses his/her identity. If a person only indulges in criticism coming down to personal level and wants to hide his her identity I think I have to ignore such comments.

GS has used the quotation'Justice delayed is jutice denied' in the context of PS group-B exam held earlier.In fact his moves on the upgradation of GP has denied justice to the association.
Comments posted in the blog of CHQ are not published generously.
Only one thing is getable, i.e. implementation of the order changing GP of pre revised scale of 6500-10500, others are mirage. Don't run after that or else it will be proved fatal

As found in the Karnataka ip/asp association blog, it is clear that DOPT has given clear cut clarification about grant of grade pay of Rs.4600/- in the case of upgradation (for Ministry of Petroleum and Natural gas). Let this may be perused for getting GP of Rs.4600/- to IPs.

Please request the GS to immediately discuss with the DG and implement the merger of IP and ASP cadre. Instead of waiting for the dept to call him, Mr Samuel should pro-actively meet the Directorate officials and get the merger proposal implemented as fast as possible. Most of the circles have already expressed their approval for the merger of IP/ASP cadre. So what is the GS waiting for? Grade pay hike is the most crucial issue for all IPs right now and everyone is anxiously waiting for it. But to our surprise as correctly pointed out by Orissa circle GS, the CHQ does not contain any information about it ! Since the up gradation of grade pay of Ip/ASP/PS-Group-B all is out of question now, hence the GS should immediately pursue the merger proposal. Some of our friends are already planning to file a case in CAT. It is preferable to solve the issue by merging the cadre rather than going for a lengthy legal battle.

The GS has taken cognizance of the matter. It is learnt from him that many Circles have not communicated their definite views about the merger. As learnt from him, one major Circle has opposed the view of merger while many others are totally silent on the issue. GS says, he has no option but to wait for the decision at AIC on an important issue like this.In such circumstances, let us wait for the AIC which is now not far away.

Such an important decision which is beneficial for all is pending for the silence of few circles. I really appreciate your quick response to the merger proposal of GS. We need pro-active people like you at the helm of All India Association. The merger proposal is beneficial for both Ips and ASPs. Instead of being silent, such circles should clearly come up with their views. If anybody is against this proposal, then he/she should clearly spell out the reason for objection. Ultimately the benefits of the majority should be ensured. If circles remain silent then i think we should consider it as their tacit support for the merger proposal. The issue is pending for a long time and all IPs are being deprived of justice.

GS is not heading a school of fools. Why he is not speaking his mind? As a leader what is his opinion on the issue? Or is he so democratic that he is mum only to listen to others and act? Diplomatic reply brings irritation.
Where is the point of merger or other wise?. Non implementation of a clear cut order is the point. Up gradation of GP of ASP cadre can be taken up subsequently.

We must get the merger proposal passed in the AIC and get that imlemented by the dept as soon as possible. We should look into the interests of the majority. The merger proposal is undoubtedly benefecial for both IPs and ASPs.
