Change in P.S.S. Group B Examination Pattern

Question papers will be objective types including paper IV except précis writing.
• Answer should be marked in Ball point pen.
• All work for the preparation, printing of Hall tickets, Invigilation, preparation of question paper and correction will be done thro out sourcing

In future all the Departmental promotional examination Inspector Posts, LGO etc and Direct recruitment examination for PA/SA will be conducted in the said manner

The Department called for sealed bids from the eligible bidders who conducted several examinations. The Tender will be opened on 28.04.2010 at 16.00 hrs. The earnest money is 22 Lakhs. The contract is valid for 2 years.

The bidder shall:
• Design application with barcode ICR/OMR, process the application, printing and distribution of hall tickets, preparation of question papers, correction of answer sheet, prepare the All India merit list
• Make arrangement of distribution of question paper throughout the centers, hiring halls, making arrangement for invigilation.

NB: The change is not likely to be applicable to the Exam notified to be held in May 2010.

In my personal capacity I had advocated for change in the Exam pattern as I had found the existing pattern faulty. I had a chance to meet DDG(Trg) at Bhubaneswar during ASPs' Rural Management Training and had suggested to bring in objective type questions for ensuring uniform evaluation throughout the country. The question of outsourcing invokes some thought before a concrete opinion for or against it. I would request inspectorial colleagues to offer their comments for forming a collective opinion on this important matter.

Both are welcome moves since

1. When the questions are of objective type there will be no scope for graded marks. ie. if an answer is correct then full marks has to be given to it and if it is wrong "zero". This would facilitate in curbing bias etc..

2. Secondly, outsourcing would ensure there is no interference in any way, because the evaluating officials will not be under the control of our admin. Therefore it is not possible to influence.

What is that out source which will prepare objective questions from a vast range of Departmental volumes?It is again Departmental links having comprehensive knowledge on different volumes.Same problem!

To bring transparency,a question bank with balance in thousands, prepared by Training Cetres/Colleges and knowledgable Officers of the Dept. may be left with the out source which will choose and pick the questions for exams.
