CS writes to Chief PMG on rotational transfer

It is learnt from the blog of Andra IP/ASP that dept has re-submitted the file for upgradation of IP/ASP/Group_b to MOF on 2nd March. Is the merger of IP/ASP cadre been proposed by the dept in this file?
