UPU talks digital financial inclusion at WSIS

UPU experts participating in the annual World Summit on the Information Society (WSIS) Forum focused on sharing the organization’s partners-led approach on the digitization of postal financial services to foster financial inclusion.

Two billion people around the globe still have no access to financial services. For these individuals, as well as for micro, small and medium sized enterprises (MSMEs), lack of access means no security for their savings, and reduced ability to take part in the economy, e-commerce and the world’s growing digitalization. The result: crippling financial exclusion for small businesses and millions of people, many of them women, especially in rural areas.
Acknowledging this challenge’s severity, the 2030 Agenda for Sustainable Development included significant targets on financial inclusion. The Universal Postal Union is responding through its Financial Inclusion Technical Assistance Facility (FITAF), which is dedicated to supporting 20 postal operators to foster financial inclusion through digitization of their financial services by 2020.
A joint event organized by the UPU, the United Nations Conference on Trade and Development (UNCTAD) and International Trade Centre (ITC), held on 22 March at the WSIS Forum in Geneva, addressed those challenges and opportunities. Titled, “E-business and financial inclusion as a catalyst for the formalization and growth of micro, small and medium enterprises (MSMEs) in developing countries”, the session considered the importance of access to digital financial services in order to foster both financial inclusion and the development of MSMEs.
Introducing the panel, Paul Donohoe, who leads UPU’s Digital Economy, E-Commerce and Trade Programme, quoted a report stating that 2 billion people and 200 million businesses lack access to savings and credit. Youssouf Sy, who spearheads UPU’s work on FITAF, described the postal network as a key actor in financial inclusion. He added, “Financial inclusion provides access to finances and enables individuals and businesses to build resilience and growth.”
In remarks via video teleconference, Jorge Ortega, Senior Director, Global Financial Inclusion at VISA Inc., stressed the importance of focusing on small merchant inclusion. Ortega underlined the need to change approaches, think differently and try new ideas.
“Posts won’t just deliver mail, they’ll also deliver digital payment services to neighbouring merchants, supporting business growth while bringing new revenue opportunities to post offices with technology and services that keep them vital in the digital age,” he explained. 
Other speakers included, Anir Chowdhury, a Project Advisor at a21, Bisi Adegbuyi, NIPOST Postmaster General in Nigeria, Mohamed Es Fih, the eSolutions for Business Advisor at the International Trade Centre and Scarlett Fondeur Gill at ICT Policy Section, UNCTAD. 
Panelists shared the view that important national infrastructures such as the postal network, which offers universal reach to the last mile, can increase financial inclusion in unbanked and underserved communities. This inclusion can then enable the formalization and growth of MSMEs.
The various cases presented by speakers and interventions made by participants demonstrated that suitable digital financial solutions could be a superior means of meeting needs of individuals and small businesses, compared to the informal financial tools they use today.

Agenda for the four-monthly meeting with Chief PMG

1.   Replacement of obsolete and outdated Laptops of Sub-Divisional Heads 

Brief:- As per Department of Post (Technology Division) letter No.40-8/2013-Tech dated 28-03-2015, the life period for Computer and Peripheral is fixed to 5 years. In the year-2010 Directorate had supplied Laptops through DGS & D order for all 94 Sub-Divisional Heads in Odisha Circle. The matter was taken up in the Four Monthly Meeting. Though the Head of the Circle has agreed in reply to Agenda No. 1-5/2015 in principle for replacement of obsolete and outdated Laptops wherever required, but it is not being materialized due to lack of clarity between the Divisions and Circle/Regions. The old and obsolete Laptops are to be condemned at Regional level.

This Association urges the Circle Administration for immediate condemnation of Laptops supplied to the Sub-Divisional Heads during the year-2010, to have a proper plan for replacement on priority and for issuance of a clear instruction from Circle/Regional Office(s) to the Divisions on this issue.

2.   Adherence of Time-schedule for preparation / completion and disclosure of APARs of IPs/ASPs. 

Brief:- It has become a practice to enquire about the APARs only at the time of DPC for promotion or convening of screening committee for MACP cases. This is definitely a matter of concern. Though the crucial date for disclosure of APARs to the officer reported upon is 1st September, the APARs for the year 2016-17 are yet to be disclosed in most cases.

This Association urges the Circle/Regional Administration for putting a system in place for monitoring on this issue.

3.   Circle Gradation List of Inspector Posts and Assistant Superintendents of Posts

Brief:- Circle Gradation Lists of Inspector Posts and Assistant Superintendents of Posts in Odisha Circle were last issued during the year-2012 corrected as on 1st July, 2012.

This Association urges for preparation and circulation of draft Circle Gradation list of Inspector Posts and Assistant Superintendents of Posts so that it could be issued corrected as on 1st July, 2018 on time.

Tax-free gratuity limit doubled to Rs 20 lakh, Parliament passes bill

Parliament on Thursday passed Payment of Gratuity(Amendment) Bill 2017 paving the way for doubling the limit of tax free gratuity to Rs 20 lakh and empowering the government to fix the ceiling of the retirement benefit through an executive order.



The Rajya Sabha passed the bill, which was approved by the Lok Sabha last week, on March 15. Besides enabling the central government to fix the ceiling of tax free gratuity, the bill will also empower it to fix the period of maternity leave through executive order.


It also notifies the period of maternity leave as part of continuous service and proposes to empower the central government to notify the gratuity ceiling from time to time without amending the law.



Rajya Sabha Chairman M Venkaiah Naidu said in the Upper House that he had met leaders of various parties in the morning and it was decided that the House would take up the crucial Payment of Gratuity (Amendment) Bill as it was of importance to the employees.



Labour Minister Santosh Kumar Gangwar then moved the bill for consideration and passage. It was passed by a voice vote without a debate.



The labour ministry later said in a statement that the Bill also envisages amending the provisions relating to calculation of continuous service for the purpose of gratuity in case of female employees who are on maternity leave from "twelve weeks" to such period as may be notified by the central government from time to time.



Prime Minister Narendra Modi tweeted: "A significant pro-people measure passed in Parliament. Will benefit lakhs of Indians."



After implementation of the 7th Central Pay Commission, the ceiling of tax free gratuity amount for central government employees was increased from Rs 10 lakh to Rs 20 lakh. The unions have been demanding for inclusion of the change in the Act.



At present, formal sector workers with five or more years of service are eligible for Rs 10 lakh tax-free gratuity after leaving job or at time of superannuation.



A senior government official had earlier said that the government wants to provide tax-free gratuity of Rs 20 lakh to organised sector workers at par with the central government.



The Payment of Gratuity Act, 1972, was enacted to provide for gratuity payment to employees engaged in factories, mines, oilfields, plantations, ports, railway companies, shops or other establishments.



The law is applicable to employees, who have completed at least five years of continuous service in an establishment that has 10 or more persons.

The amendment will also allow the central government to notify the maternity leave period for "female employees as deemed to be in continuous service in place of existing twelve weeks".



The proposal comes against the backdrop of the Maternity Benefit (Amendment) Act, 2017 enhancing the maximum maternity leave period to 26 weeks.

Demonetised notes are being shredded, briquetted: RBI

Demonetised Rs 500 and Rs 1,000 notes, which have been counted and processed for genuineness, are shredded and briquetted before being disposed of through a tendering process, the RBI has said.



The central bank had earlier estimated the value of old Rs 500 and Rs 1,000 notes received, as on June 30, 2017, at Rs 15.28 trillion.



"Old currency notes which include demonetised Rs 500 and Rs 1,000 notes are counted and processed in sophisticated currency verification and processing system. The notes processed are shredded and briquetted in the shredding and briquetting system installed in various RBI offices," the RBI said in reply to an RTI query filed by a PTI correspondent.



Once compressed into 'bricks', the shredded notes are disposed of through a tendering process, according to the reply.



"RBI does not recycle such processed notes," the RBI said.



At least 59 sophisticated Currency Verification and Processing (CVPS) machines are in operation in various branches of RBI across the country to process demonetised notes for their arithmetical accuracy and genuineness.

The government had on November 8, 2016 banned the use of Rs 500 and Rs 1,000 notes and allowed the holders of these currency bills to deposit them with banks or use them at certain notified utilities.



In its annual report for 2016-17 released on August 30 last year, the RBI said Rs 15.28 lakh crore, or 99 per cent of the demonetised notes, had returned to the banking system.


The central bank said in the report, for the year ended June 30, 2017, that only Rs 16,050 crore of the Rs 15.44 lakh crore in old high denomination notes had not returned.



As on November 8, 2016, there were 1,716.5 crore pieces of Rs 500 and 685.8 crore pieces of Rs 1,000 notes in circulation, totalling Rs 15.44 lakh crore, it had said.

Over 1,700 card, net banking-related frauds reported in 2017

Over 1,700 cases of fraud related to credit/debit card and Internet banking with the extent of losses touching Rs 71.48 crore were reported in 2017, Parliament was informed today.

A total of 1,785 cases related to credit/debit card and Internet banking for amounts involving Rs 1 lakh and more were reported last year, Minister of State for Electronics and IT K J Alphons said in a written reply to Rajya Sabha.

He added that the extent of losses in these cases totalled Rs 71.48 crore.

In December 2017 alone, 187 cases with losses touching Rs 33.73 crore was reported, the minister said.

"The extent of loss due to fraud in December 2017 appears to be high but as per the data available at RBI website, during the month, the value of card usage at ATMs and Point of Sale (POS) terminals was Rs 3,469.97 billion (Rs 3,46,997 crore)," he explained.

Thus, the extent of losses due to fraud in December 2017 is only 0.009 per cent of the value of transactions, he added.

Alphons said RBI is taking adequate measures for risk mitigation in online payments.

Also, banks and payment system operators have been advised to enhance the security and risk mitigation measures for card transactions (including card-based online transactions), he added.

In response to another question, Alphons said as per information received from RBI, 30,222 incidents of phishing/vishing, OTP compromise, fraud by compromise of user credentials, compromise of mobile phone numbers of customers were reported in October-December 2017.

He added that 16,128 incidents were reported in June 2017 quarter, while the number rose to 20,753 in the following quarter.

"In addition, RBI also received 2 complaints regarding ATM cloning and e-wallet scam involving bank accounts in branches of public and private sector banks," he said.
