CS writes to CPMG on minimum working experience about Postal / RMS wing

Subject:-     Merger / de-merger of IPO/IRM cadre and minimum working experience about Postal / RMS wing.

          This has a kind reference to Directorate (PE Division) Letter No. 25-02/2001-PE-I dated 9th September 2013, circulated vide C.O. Letter No. EST/1-129/2013 dated 19/9/2013, wherein a compulsory service of minimum of 2 years in RMS side for being eligible for promotion to the cadre of ASP and a compulsory service of minimum of 3 years in RMS side for being eligible for promotion to the cadre of PS Group B for a Postal Assistant qualifying the departmental examination for IP has been prescribed. Similarly, a Sorting Assistant qualifying the departmental promotional examination for IP are to put in at least 2 years of service in Postal field units compulsorily before being considered for promotion in ASP & minimum 3 years of service in Postal field units before being considered for promotion to PS Group ‘B’ grade.
  
          There is huge difference in ratio of posts between the Postal and RMS sides, and particularly it is not practicable to put the IPs/ASPs in RMS side keeping the number from Postal side in view. It is also to mention that this order takes effect from the date of issue of the Memo. Therefore, it should be effective for the Postal Assistants and Sorting Assistants who will be qualifying the departmental promotional examination for IP after issue of this order only.  

          Further, this order is violating the recruitment rules for the post of Assistant Superintendent of Posts and the post of Postal Services Group “B”, and is an unnecessary stipulation over and above the prescribed Recruitment Rules which have already been published in the Gazette of India.

This Association strongly protests against the above mentioned unrealistic stipulation in Directorate (PE Division) Letter No. 25-02/2001-PE-I dated 9th September 2013  and urges for withdrawal of the said order. The central unit of this Association has already taken up the matter with the Secretary (Posts).

I, on behalf this Association request you to consider the views of this Association and to communicate the real difficulties to Directorate.
