Promotion of IPO/IRM/General Line officials to Postal Service Group B through LDCE-Allotment of Circle

Respected Sir, It is found that almost all successful Officers in PS Gr.B Examn.(except 2 or 3 of TN Circle allotted to Dte) have been allotted to their home cirle. But, Sri D.P. Dash of Odisha Circle who is the only man from Odisha Circle to qualify in the PS Gr.B Exam has been allotted to Jharkhand Circle. It is not understood on which basis it has been done. Is it one of the instances of stepmotherly attitude towards Odisha Circle? Or any administrative constraint. If so why it is being happened with Odisha or Odisha related matters not only in Postal Department but also in other fields. Kindly explain.
Yes. even i was surprised to see the list and the postings. And it is presumed that many more like me are there who will see this list with genuine surprise. I wonder what may be the reason. -
