CS writes on Inter-Circle transfer of surplus Inspector Posts(Male Candidates) of 2008 batch of Odisha Circle

Sub:- Inter-Circle transfer of  surplus Inspector Posts(Male Candidates) of 2008 batch under Rule-38 of Postal Vol. IV.-Reg.  


Respected Sir,

The following surplus IPs(Male candidates) of 2008 batch of Odisha Circle are now working in West Bengal / Chhattisgarh Circle against the unfilled OC vacancies of the said Circles as per the allotment made vide Directorate Letter No. A-3401 3/01 /2009-DE (pt.I) dated 25-6-2010.

On the other hand all the surplus IPs of 2009 batch of Odisha Circle and 6 surplus IPs of 2009 batch of other Circles have been accommodated in the Odisha Circle against the additional vacancies as per the allotment made vide Directorate Letter No. A-34013/01/2009-DE (pt.I) dated 30-6-2011 ignoring the cases of senior batches. In para4(a) of Directorate letter dated 30-6-2011 it was mentioned that “in respect of surplus candidates working in other Circles, it is advised to take up the issue with the SPN Branch of Directorate for considering their transfers under Rule-38”.

This Association is thankful to CPMG, Odisha Circle for taking up the issue with Postal Directorate vide CO letter No. ST/20-9/2011-Trg dated 04/11/2011 and reminder dated 06/01/2012 for re-allotment of the surplus IPs from SL. 1 to 5 above to Odisha Circle considering their requests.

The General Secretary, All India Association of Inspectors and Assistant Superintendents, Posts had also taken up the issue with Directorate. Now, Directorate has forwarded the representation of the General Secretary to the Chief Postmaster General, Odisha Circle vide Directorate letter No.141-5/2012-SPB.II (Misc) dated 4th July, 2012 for favour of further necessary action.

Para.3(c) of Directorate letter No 141-177/2009-SPB-II dated 14th December, 2010 regarding inter-Circle transfer of Inspector Posts under Rule-38 of Postal Vol. IV states that “the requests of male Inspector of Posts candidates for transfer under Rule-38 may be considered in special circumstances by relaxing the condition of 5 years / 3 years for directed recruits and promoted officers, respectively provided they have completed the probation period”.

I, on behalf of this Association, request you to look into the matter and consider the transfer cases of surplus IPs(Male candidates) of 2008 batch of Odisha Circle, now working in West Bengal / Chhattisgarh Circle,  favourably.
