CS writes to PMG, Berhampur protesting the issuance of transfer orders in middle of scholastic session

Sub:- Protest against the issuance of transfer orders in middle of scholastic session in violation of existing instruction.

Respected Sir,

A kind reference is invited to RO Berhampur Memo No. ST/11-20/2008 dated 16/7/2012 and Memo No.ST/11-62/09 dated 20/7/2012.
Shri Manoj Ku. Behera, who has worked as IP, Aska West Sub-Division for four and half months only, has been transferred to Kesinga Sub-Division without completion of his post tenure.
Transfer order of Shri Gopesh Dash from the post of ASP(I/C), RO, Berhampur to  the post of ASP(I/C), Bhanjanagar has been issued in middle of scholastic session causing problem to the education of his wards. One of his sons is now studying in Class-X. Also the urgency with which he was relieved within few hours of the issuance of the order without giving him time to carry out the transfer is questionable.
It appears to this Association that in both the aforesaid cases of transfer the reason of transfer is not transparent and logical and the administrative authority has been used in a wrong way to cause avoidable harassment to the members of this Association for some unknown reasons.        
This Association is aware that transfer is an incidence of service. But the transfer order to a Government Servant should not be issued in middle of scholastic session to avoid problems of the education of their wards. In this case the principle has not been followed.  
In this connection C.O. Circular No.ST/46-1/Rlg/95-Corr/Ch.I dated 20/01/2005 may kindly be referred to, wherein it is emphasized to complete the entire rotational transfer process by 31st March of every year. Such instruction was issued at the backdrop of change in academic session modified by the Govt. of Odisha.
Therefore, this Association requests you to re-consider the above transfer orders.
