Letter of CS, Odisha circle Branch to GS on GP Issue and removal of inter- Circle anomaly on promotion to ASP

Dear Shri Ingale Ji,

          On behalf of all the members of this Association of Odisha Circle Branch, I take the pleasure in congratulating you on your election as the new General Secretary of the Association. You are aware that up-gradation of   Grade Pay of Inspector of Posts from Rs.4200/- to Rs.4600/- is the main issue of our cadre members. You are also aware that majority decision was taken at AIC, Bengaluru in adopting a resolution to the effect that we are against the merger of Inspector of Posts and Assistant Superintendents of Posts cadres, and Inspector of Posts should be granted grade pay of Rs.4600/- w.e.f. 01.01.2006 at par with the Inspectors CBDT/CBEC in tune with the direction of the Hon’ble CAT, Ernakulam Branch. Though Odisha Circle Branch has a view of accepting merger with retention of Gazetted status to the existing ASPs which was not accepted by majority opinion,  Odisha Circle believes in greater flexibility to get the Grade Pay of Rs.4600/- for Inspector of Posts at any cost. Anyway, it is now the time to translate the resolution taken at AIC, Bengaluru into action. Odisha Circle is committed to extending all possible co-operation to the CHQ to get Grade Pay of Rs.4600/- for Inspector of Posts.

          After the decision taken against the merger of Inspector of Posts and Assistant Superintendents of Posts cadre, I take this opportunity to bring to your notice regarding inter- Circle anomaly in promotion of IPs to the post of ASPs. In Circles like Delhi, Kerala, Maharashtra, Tamilnadu and West Bengal, Inspector of Posts are getting their promotion to ASP cadre in 5 to 7 years of service in IP cadre. On the other hand, in Circles like Assam, Bihar, Chhatisgarh, HP, MP, NE, Odisha and Uttarakhand, Inspector of Posts are getting their promotion to ASP cadre in 10 to 14 years of service in IP cadre. At the AIC this particular aspect was not discussed.

          I write to emphasise the need for the CHQ to consider this issue seriously to help remove the above mentioned inter- Circle anomaly so that the time taken by an IP to get promotion to ASP cadre becomes uniform throughout the country. In this connection, I would like to request you to take up this issue at appropriate level, preferably in Cadre Restructuring Committee for up-gradation of  Inspector of Posts to Asst Supdts of Posts in Circles like Assam, Bihar, Chhatisgarh,HP, MP, NE, Odisha and Uttarakhand  at least to get more number of ASP posts  than the posts of IPs existing in these Circles so that the IPs in these Circle  are saved from unfair treatment in getting the promotion to ASPs unlike their counterparts in other Circles.

Dear Punjab Brothers
Please do some thing for GP issue. We IPOs are desperately waiting for GP hike since long. Now despite CAT judgement in favour of 4600 GP for IPOs wef 1.1.2006 nothing is being done by DOP policy makers at Directorate.Every body knows Justice delayed is justice denied. 3 months are already over. Banglore conference is completing one month shortly.Our ex leaders simply issued letters and reminders to DG for GP Issue. What should we expect from new body of IP/ASP Association? Permanandji has already written to new GS about GP hike wef 1.1.2006. There appears no or mute response from GS. If some body takes responsibility of Association and gives lengthy pleasing lecture at conference then what should be result or outcome? 4600/- GP issue is least interested subject matter for some of the senior ASPOs as well as Policy makers or top level officers of DOP. GP issue has become selfish agenda item for many peoples in DOP. No body is bothered about IPOs GP.It is becoming clear day by day.
Active members of Punjab Circle are requested to call news GS and ask him to take prompt action. What has been done in this matter after Banglore conference ? I say nothing.

I appreciate your desire/support for immediate upgradation of GP of 4600 for IPOs wef 1.1.2006.However I feel,it is not fair that Gazetted ASP will remain ASP Gazetted and Inspector will remain ASP Non Gazetted after merger.This means you are thinking that one being ASP Gazetted don't like to loss his Gazetted status and Inspectors will be treated as ASP Non Gazetted forever after merger. This also means the Gazetted ASP will roam every where in POs/RMS offices as a Gazetted and the Gazetted ASP will treat other non Gazetted ASP as inferior or lower class.If your wishes are with upgradation of GP 4600/- for IPOs then every IPOs should either be Inspectors or they should all be ASP Gazetted or Non Gazetted after merger. Why should you cut one ASP into two pieces as ASP Gazetted or ASP Non Gazetted.There will be two disciplinary authority for ASP Gazetted and ASP Non Gazetted if your proposal is taken into consideration. Isn't it a joke? Your proposal for merger appears controversial for person like me. what will happen to those Inspectors who are likely to get promotion in ASP Gazetted?Your proposal will debar them from Gazetted status. Treating present ASP Gazetted as Gaztetted and Inspectors as ASP non Gazetted after merger appears selfish agenda by some Gazetted ASPs who don't like to loss Gazetted status and at the same time they don't like other Inspectors to become ASP Gazetted.

Dear A.K. Singh,
Congratulations for your election as C/S C.G. Circle.Don't believe on false assurances by our Association leaders. We should get 4600 GP wef 1.1.2006. This should be our first priority.Further Orissa C/S opinion dated 21.2.12 wants ASP Gazetted status intact for himself and other like minded ASPs Gazetted and Inspectors as non Gazetted ASP after merger. Is it digestible?No.This will be descrimination. The same ASP Gazetted will treat you lower class as you are non gazetted ASP after merger.

Dear Mr. Patil and others,
I think you have misunderstood and erred while reading between the lines. The stand of Odisha Circle which remains consistent throughout is that any condition to get GP of Rs.4600/- for IPs is acceptable. As some ASPs are greedy for surrendering Gazetted status, some say that Dte can even consider retaining Gazetted status for existing IPs. That way Odisha Circle Branch has nothing to object because at least we can move for resolving the deadlock. Let me mention it once again that Odisha Circle is agreeable to acceptance of nomenclature as IPs for the merged cadre, provided GP of IPs is immediately upgraded to Rs.4600/- with all consequential benefit w.e.f 01.01.2006. Odisha Circle only pleads that Chief PMG should be made the appointing authority for the merged cadre as in the case of ASPs as present. To get correct information about the stand of Odisha Circle you are once again requested to go through the related previous postings in this blog, particularly the posting titled: "A complete U turn marks the Begaluru Conference". You are requested to go through the postings in its true spirit before making any such comment which is not based on proper assessment. It is worthwhile to mention that the obsession of Gazetted status which is false by all practical measurement is the main obstacle on the way of getting the GP upgraded. The cadre members in Odisha Circle will have no regret in shedding this falsehood if it helps getting GP of IPs upgraded to Rs.4600/-.

Through your comments, your have shown a piece of conservative mind based on rigidity. You are among those persons who are responsible for not resolving the deadlock of the issue of Gazetted status for paving the way for upgradation of GP of IPs. Why are you so obsessed with so-called false Gazetted status of ASPs? Will the heaven fall without the Gazetted status? Who cares your Gazetted status? You still do not understand the stand of Odisha Circle that Gazetted status, be it for existing or future ASPs, is not a necessary condition for proposed merger of two cadres to help getting GP of IPs upgraded. The idea of retaining Gazetted status of existing ASPs was not mooted by Odisha Circle. Odisha Circles merely agrees with such idea.Odisha Circle states that it has no objection to anything to facilitate upgradation of GP of IPs at par with their counterparts in CBDT/CBEC as per the original demand.

I appreciate your say that the idea of retaining Gazetted status of existing ASPs was not mooted by Odisha Circle. I felt pain when you say that Odisha Circle merely agrees with such idea.Every body is supporting GP of 4600 FOR IPOs but with some conditions. We are not above court. Please support court order and respect court order . At the same time whoever has moted the idea of retining the ASP Gazetted status for presnt ASP only is wrong idea.This idea is poisonous.Idea of merging IP/ASP in one entity is correct. I hope you will agree with this.

Please allow comments of all IP/ASPOs. You are only allowing coments which are in favour of your interest i.e. retaining Gazetted Status for existing ASPOs.. Valid views against this may be allowed .

Dear all,
It is not practicable to have 2 officials with 2 different (Gaz & Non Gaz) position in a single cadre. See all the other department be it Income tax or central excise etc. There is only one cadre equivalent to IP and thereafter there exists Gp B cadre (equivalent to our PSS Gp B/SP). If we go for merger we have to be treated as IP only so as to maintain parity among all the Inspectors that will help us to be placed at par with those Inspectors whenever pay commission takes decision without any confusion. In my opinion, the existence of ASP cadre was the main reason for the confusion amongst the members of 6th pay commission while deciding the revised pay structures of our cadre. Let not be the confusion for 7th pay commission members also. Please agree for the merger with the nomenclature "Inspecors"and enjoy the benefits of MACP II(for Direct recruit) and III. ASP from tamilnadu

I agree with ASP TN that the merged post should be either IPOs or ASPOs.There should not be two post i.e. IP or ASP with 4600 GP. ASP TN has correctly pointed out the issue. Similarly the views expressed by Patil that any idea in r/o ASP non Gazetted and ASP Gazetted after merger will be foolish one appears correct as there should not be two posts with different nomenclature.Any way the idea of C/S Orissa Circle is good except support for retaining existing ASPOs with Gazetted status and remaining IPOs non Gazetted after merger.

Now it the time when we should move to form association for inspectors only, as it is pretty clear from the Banglore conf. that inspectors have become merely KARYAKARTA and ASPs are the real NETAs using the current assoication of insp/asp to fulfil their cause. Their selfish attitude is quite clear in the final resolution passed at Banglore.

LETS MOVE FOR SEPERATE ASSOCIATION ONLY FOR Inspectors

We should consider your idea after outcome of result of GP 4600/- from Dte . Today our GS has shown some guts to write to Member(P) . Now we should wait and watch the action of Dte and our GS.If no result comes then Inspectors should consider to form separate Association and merg the Association of Inspectors with Gr.C/P-III as exits in Income Tax deptt.There is Association of Income tax Inspectors with Gr-C that is why they got GP of 4600/- quickly. Also when Basic pay of Income tax Inspectors/Central excise got upgraded from 5500/- to 6500/- during the year 2004 our executive members of Association of IP/ASP were mute spectators .That time also they thought Inspectors will come on identical scale of ASPOs . Similar game is played again after 6th Pay commission.Possibility of GP 4600/- increased only after Permanand ji fought the case single handedly.The CAT order is beneficial for both IP/ASPOs . It is requested to all IPOs/ASPOs to support and fight for GP of 4600/- for IPOs.
