Time is running out

It seems, the issue of upgradation of GP of IPs is slowly vanishing into oblivion. There was a time when the issue acquired centre stage of discussion at every forum. All India Conference held in New Delhi in April 2010 saw a special debate on the issue with the hope that merger of IP and ASP cadre will facilitate upgradation of the GP. This was immediately followed by a meeting in Directorate. Hopes ran high. But there was no sign of any development in the sight. Then came OA in Hon’ble CAT Ernakulam Bench in May 2010 filed by two young and enthusiastic cadre members having a number of like minded followers. Counter affidavits and rejoinders from both sides followed spiritedly. But result is still awaited as adjournments have held up the final hearing.

The Association weighed pros and cons whether to be or not to be a part of indefinite strike called by JCA. No unanimity was reached even for considering service of a separate notice alongwith charter of demands exclusive to IP cadre, with GP issue acquiring prominence. There have been enough prayers and petitions in the past. This time it was expected that some visible agitational measures would bring some repercussions while JCA’s platform will prove beneficial. But there is eerie silence everywhere as if everything is going alright. Hope is pinned after the CAT case which appears as the last resort. It appears, the issue will die down slowly as the time passes on to reach the setting up of the next Pay Commission. Everything will be forgotten then. Pay Commission will find it hard to believe that at one point of time the combined recruitment examination conducted by SSC had equal pay structure for Inspectors of CBDT/CBEC and IPs. And the result will be obvious.

Without appropriate agitational programme, time is certainly running out for IP cadre on GP upgradation issue. Going by the present position it will not be surprising to find sometime later that the issue of upgradation of GP of IPs has got a decent burial.

What is the stand of the Association in this matter at present and what the national office bearers are doing?

This kind of apathy by the people of same cadre is disgusting. When the GP of IP is increased, ASPs and SPs are also going to be benefited - with or without merger. Then why there is this kind of lethargy and apathy?

With this kind of people at helm, all we can do is, pray the God for a miracle.

Sir,
I have also offered comment in Punjab Blog.Kindly see the blog. We should consider seriously to merge our association with P-III Unions and participate in strike of 5.7.2011. Without support of P-III Union IPOs/ASPOs will always be blackmailed and harassed by CPMGs/PMsG/DPS/SSPOs etc.

Our central leadership is inactive and apathetic to the GP issue of Ips. What are they doing sitting at Delhi? They should give up their post if they cannot do anything. The GS does have the guts to even give a strike call.He is not able to apply any pressure on the Directorate even though he is posted at Delhi. Its better to join P-III rather be part of such an association

I agree with above comment .It is better to contribute monthly subscription to P-III or P-IV Union.What is use of CHQ? CHQ powers should be delegated entirely to C/S Punjab/Orissa Circle.
