Only temporary motivation

Homer Rice said, “You can motivate by fear. And you can motivate by reward. But both of these methods are only temporary. The only lasting thing is self-motivation.”

While examining applicability of this observation of Homer Rice in the context of Department of Posts it is observed that the Department is often using the temporary methods of motivation, particularly in respect of IP cadre which is facing discrimination in the matter of upgradation of GP vis-à-vis its counterparts working under CBDT/CBEC and other Departments/ Ministries of Govt. of India. It makes sense to some extent in the plea of the India Post that the Ministry of Finance in not cooperating in the matter. But it cannot be denied the fact that the Department of Posts’ approach to the issue is half-hearted. Till date the Postal Services Board has not taken up the issue for drafting a concrete proposal in appropriate manner. It is not correct on the part of the Department of Posts to blame MOF without doing its own home work properly. It is surprising that the Postal Directorate is sitting over the issue ignoring the aspirations of the entire IP cadre officials. The lasting motivation lies in the effective action of the Directorate in ensuring upgradation of GP of IPs at par with equivalent cadres in other Departments / Ministries of Govt. of India. Till this is not done, all the temporary methods of motivation will eventually fail to achieve its objective.

At the outset i congratulate you for your bold response to the Circle Administration in a carefree manner. The point wise counter is a befitting reply to the dictatorial approach shown by Circle Administration. Hats off to you. I express my solidarity with you in all future agitational programme. Similarly we should protest the recent circular issued by CO regarding keeping the mobile phones on, beyond office hours and on Sundays & Holidays as if we are their bonded labourers and they have purchased us for a mere reimbursement of Rs. 750 /- per month. It is high time to consider if we can boycott tomorrows award ceremony.

The issue whether or not IPs/ASPs should receive the awards in the award giving function being held on 20.05.2011 at Bhubaneswar came up for discussion among limited number of members on 19.05.2011 evening. It was observed that that issue needs discussion in larger forum like CWC or general body meeting before a concrete view can be taken. To arrive at a definite decision, there is no scope to call for CWC meeting / general body meeting immediately. As such it, was decided to leave the issue for the time being for a suitable decision in appropriate forum in future.
