GS writes to DG(Posts) on GP Issue

General Secretary AIAIASP has written to DG (Posts) on 24.06.2010 on the issue of GP and has handed over the letter to the Director (SR). A copy of the letter so written is reproduced below for information of members. Orissa Circle has advised the GS to meet DG(Posts) in the matter.

Sub: Upgradation of grade pay to the cadre of Inspector Posts-reg.

Ref: Directorate No.4-12/2009-PCC Dated 22.03.2010

Respected Madam,
This Association has submitted five memorandums so far to Directorate requesting upgradation of grade pay of posts of Inspector Posts and Assistant Superintendent Posts on 07.04.2008, 10.10.2008, 16.11.2009, 14.12.2009 and 04.01.2010. Detailed discussions on the above subject was held with the DDG(Est.) on 05.04.2010 and the Association has agreed for merger of posts of Inspector Posts and Assistant Superintendent Posts with the revised grade pay of Rs.4600/- for the merged posts. Our members are very anxious to know the present position of the case. As the Chief Executive of the Association, I have the responsibility to keep all my members informed about this important issue. Since no response is forthcoming from Directorate, our members are very much frustrated. It affects their efficiency and achievements of targets. Hence, I request you to intervene and intimate this Association about the present status of the subject matter.

It should be insured that the CHQ Association should not sleep again after completing the formality by issuing a letter to DG.

Respected Mahanty Sir,
I read Orissa blog regularly.I had also proposed earlier that Mohanty sir is fit for GS post.Your views are always appreciable. Recently GS attended Maharashtra Circle conference at Nagpur on 2/3.7.10 and informed members that file of merger is pending due to case filed by Permanand in CAT.It is a blame game.We should not blame permanand. At least one IP/ASP has shown some guts to to sleeping DOP officers.
I have also seen in Nagpur that some IP/ASP office bears for the want of post raises irrelevant issues in the conference. They attack /raises personal issues in the conference. Association is for all members welfare.Every IP/ASP pays contribution towards association. Association is not a personal property of any IP/ASP. It is not a political party.I was first timer in the Maharashtra Circles conference at Nagpur. I was shocked to see how ASPO/IPOs of Maharashtra Circle fought for the association posts i.e. for Secretary/President etc. It was a shameful act on part of IP[Os/ASPOs. I request Mohanty sir to study such non sense things and educate the all IPOS/ASPOs in India.

Thanks for the compliments to CS, Orissa posted anonymously by a friend from Maharastra Circle. I appreaciate the comment. At the same time I would request all concerned to have faith in the leadership of Mr. Roop Chand who has been elected to the post unanimously. On my part, I will always render my assistance to the GS whenever required from me. I am also advising the GS on different issues from time to time and I will keep doing soin the interest of IPs & ASPs.

It is surprising to see that a letter written by the GS to the DG Posts is not even found in your blogspot but not in any of other Circle's including that of the CHQ! Whether Orissa is the only branch of CHQ?

Dear Shayamsundar Ji,
I had received a hard of the etter written to DG (Posts)from he GS by post.The hard copy was converted to soft copy and posted by me in the blog for information of all concerned. The possible reason for other blogs of AIAIASP not posting letter is due to non-availabibility of soft copy of the letter either through e-mail or through a posting in the blog of CHQ.

Then, Mr. Hariharan, we have perhaps missed a golden chance by not persuading Mr. Mohanty to take the respnsibility of the GS.By next election, he might be placed else where.

Thanks for compliments to me through comments in the blog. But let us not lose faith in the leadrship of Mr. Roop Chand. After all he is our elected leader. Let us extend all possible help and guidance to him from time to time. Cooperation and support to him should come from all Circles/ all quarters. Then only he will feel encouraged to take care of his assigned role.

Sri Roop chand is our GS, hence on paper he has support of all the members. For some visible support, he will have to take some initiative. After all, he is our leader, he should show some leadership quality. Only then, we may support him from our heart. Hope that our GS will get some ispiration from our beloved CS, Orissa ircle.

The first thing expected from GS is that, he should be transparent. He should update the blog regularly with updates of whatsoever small information he has with him. Now we dont know what is there in his mind. Atleast he can remote control the CHQ blog. He is doing nothing and all of us are supporting him by doing nothing too.

Comments in criticism of filing CAT case will no more be posted in this blog. The circumstances in which CAT case is filed is already clarified more than once through comments below blog posting. Despite not being a Association functionary Sri Permanand has taken much interest and pain at his individual level to file the case. The courage and determination is rare. Let us hope for the best of results of CAT. At Association level we should keep trying for upgradation of GP by pursuing the matter at Directorate level.
