CS writes to PMG, Sambalpur on entrusting of verification of credit particular and posting in premium receipt book i/r/o RPLI cases to Sub-Divisional Heads.

Sub:- Request for not to entrust the work of verification of credit particular and posting in premium receipt book i/r/o RPLI cases at the time of Surrender, Death, Loan and Maturity cases to Sub-Divisional Heads.   

Respected Sir,

A kind reference is invited to RO Sambalpur Letter No. RO/RPLI/Misc/2013 dated 27-07-2015, wherein instruction has been issued to the Divisional Heads under Sambalpur Region to ensure verification of credit particular and posting in premium receipt book i/r/o RPLI cases while submitting proposal to RO to settle Surrender and Death Claim cases.

The insured person or the claimant, as the case may be, submits the premium receipt book, if premia had been paid in cash and loan repayment receipt book, if loan principal/interest is outstanding along with the notice of surrender / claim, in writing. The system of schedule posting is in place from which the credit particulars are to be verified. Now the Kalamazu Ledger Card (KLC) has already been updated for RPLI policies. Therefore, further verification of credit particulars of premia which has already been entered in the Premium Receipt Book and updated in the Ledger Card is inessential. In the present environment, schedule posting, updated KLC and premium receipt book are the foremost compliance verification tool.

But at the backdrop of the RO instruction, Divisional Heads under Sambalpur Region are now forwarding all RPLI cases viz. Surrender, Death, Loan, Maturity etc. to the Sub-Divisional Heads for verification of genuineness of credit particulars. 

The Sub-Divisional Heads are very overworked. Many of them are working extra hard and putting themselves longer hours, leaving them with little time to attend to family and personal matters. We need the workplace to realize that the Sub-Divisional Heads have a life, need time for the family.

Verification of genuineness of credit particulars at the time of Surrender, Death, Loan and Maturity of RPLI cases through Sub-Divisional Heads is not coming under their normal duties and definitely an additional burden on them. The truth is that constantly doing various tasks at once does lead to a dip in productivity.
 If further verification of genuineness of posting in premium receipt book i/r/o RPLI cases is so essential then there are other methods for verification by the Divisional Office for example from the Account Office of concerned Branch Office or from Head Post Office.

I, on behalf of this Association, request you to look into the matter and to issue instruction to the Divisional Heads under Sambalpur Region for not entrusting the work of needless verification of genuineness of credit particulars and posting in premium receipt book i/r/o RPLI cases at the time of Surrender, Death, Loan and Maturity cases to the Sub-Divisional Heads
