Dear Sir,
Kindly
recall the deliberation we had during the Central Working Committee meeting at
Trivandrum on 25th July, 2015 regarding repatriation of Postal
Service Group ‘B’ Officers from Odisha Circle working in Assam and
North-Eastern Circle.
In
the recent years a trend has been set where the IPs from Odisha Circle getting promotion to PS Group-B cadre
are being posted in North Eastern and Assam Circle even though these Circles are
not immediate neighbouring Circles to Odisha Circle. This is also forcing some
of them to decline their promotion.
On
the other hand there are certain special concessions such as Tenure and service benefits admissible to officers
transferred and posted to the North-Eastern Region which includes North Eastern
and Assam Circle due extreme climatic conditions.
I do
strongly believe that there should be certain special concessions such as completion of one year criteria as mentioned in Para 2(iii) of Department of Posts
(Personnel Division) Letter No.9-23/2014-SPG dated 15-09-2014 for the Postal
Service Group ‘B’ Officers from other Circles posted in North Eastern and Assam Circles. Now there is clear
vacancy in Odisha Circle but the officers are working in North Eastern and
Assam Circle due to above stipulation.
Therefore,
I write to emphasise
the need for the CHQ to consider this issue seriously for taking up the matter
with the Directorate to help the Postal Service Group ‘B’ Officers from other
Circles working in North Eastern and Assam
Circles in extreme climatic conditions.
