CS writes to CPMG protesting the Deputation of IP and ASP to Bihar Circle in connection with PA/SA Direct Recruitment Examination

Sub:- Deputation of IP and ASP to Bihar Circle in connection with PA/SA Direct Recruitment Examination scheduled to be held on 08-06-2014 (Sunday).   

Respected Sir,

This has a kind reference to C.O. Letter No.RE/6-12/2013/Ch-I dated 04-06-2014 wherein instruction has been issued for deputation of one IP and one ASP from Sundegarh Division, Balasore Division, Mayurbhanj Division, Sambalpur Division and RMS K Division, Jharsuguda to Bihar Circle for assisting in PA/SA Direct Recruitment Examination.

First of all, the Inspector Posts cadre is a circle cadre and, therefore, deputation of IPs/ASPs to perform any duty in another Circle is not coming under normal service condition. This Association had earlier communicated its protest against the deputation of officers from Odisha Circle to Jharkhand Circle for Examination Duty vide Association Letter dated 02-05-2014. 

Secondly, by issuing order at the 11th hour, the concerned IPs/ASPs are put to unnecessary difficulties to make arrangement for their journey as train tickets are not immediately available. Even they are failing in making their reservation of train ticket in Tatkal scheme, and the reason for the same is well known to all. To make their journey for such a long distance in Bus via Ranchi or Tata is definitely tiresome and unthinkable.  When the examination schedule has been fixed much earlier, and if the deputation of IPs/ ASPs from Odisha Circle was a bare necessity on administrative ground, then why the order is not issued before time to allow them to make their travel plan smoothly?

There is a discontent amongst the IPs and ASPs in this matter due to the above facts. It is also to mention that the concerned Circle can manage the work by using the other category of Staff of that Circle as was done by Odisha Circle in PA/SA Direct Recruitment Examination held on 27/04/2014.

I, on behalf of this Association would like to request your good self to take into consideration the above facts to appraise the actual difficulties to the Directorate, and not to depute the IPs/ASPs of Odisha Circle to perform duties in other Circle.

For this time, if the deputation of IPs/ASPs from Odisha Circle to Patna is essential and not avoidable, special permission may kindly be granted to the concerned IPs/ASPs for Air travel and reimbursement thereof.
