Sub:- Merger of ASP cadre in to PS Gr. B cadre- Proposal and views
of Directorate thereof.
Dear Shri Ingale Ji,
The talk
of upgrading certain posts to PS Group-B to pave the way for speedier promotion
after having a single level in the cadre is going on since constitution
of a committee under the chairpersonship of Member(P) vide Department’s Office
order No.1/1/2011-SR dated 09-09-2011.
The proposal dated 20/11/2013 for merger of ASP Cadre and
PS Group-B Cadre to the Secretary Posts by up-gradation 1197(1311) ASP Posts to
PS Group-B Posts and down-gradation of 627(679) ASP Posts to IP showing a net
saving of Rs.3 Lac (Rs.
2,39,700/-) per annum to the Government on the basis of
present GP of Rs.4,200/-, Rs.4,600/- and Rs.4,800/- for IPs, ASPs, and PS
Group-B Officers respectively was submitted in response to Directorate’s Letter
No.137-89/2013-SPB-II dated 11th Ocober, 2013.
In Directorate’s Letter No.137-89/2013-SPB-II dated 11th
Ocober, 2013 to the General Secretary, the department has mentioned that “the
Association was already informed that their proposal for grant of Grade Pay
of Rs.4,600/- to Inspector Posts could be considered only if IPs and ASPs cadre
are merged into one cadre and gazette status of ASPs is forgone. The
Association had agreed to submit a revised proposal shortly to be considered by
the Department”.
Now, the reply of the Department with respect to the proposal is in the
anticipated line to a great extent. It is incorrect to say that the
proposal would be beneficial for the senior 1311 ASPs as opined
by the Directorate. It would be correct to say that the proposal would be
beneficial for the senior 1311 IPs. We should not forget the fact that there is inter- Circle anomaly in
promotion of IPs to the post of ASPs, and the promotion to the 75% posts
of PS Group-B cadre is from amongst the Inspector Posts on seniority basis not
from ASPs. That means if one IP has got promotion to ASP Cadre earlier than
his senior in other Circle and became a senior ASP, can’t be beneficial over the senior in other Circle in IP cadre violating the Recruitment Rule. Therefore,
it is a complex issue. Undoubtedly,
the proposal of merger of ASP Cadre and PS Group-B Cadre has diluted the
Grade Pay issue of IPs.
On merger issue we find ourselves at crossroads and CHQ is unable to
decide which course to take, to proceed further. Odisha Circle has a consistent view in favour of accepting
merger of Inspector Posts and Assistant Superintendent of Posts cadre into one
cadre with Head of the Circle as appointing authority for merged cadre to get
the Grade Pay of Rs.4600/- for Inspector Posts as proposed vide Directorate’s
Letter No.137-89/2013-SPB-II dated 11th Ocober, 2013, and to place the demands for creation of new Postal
Sub-Divisions, new Postal Divisions and up-gradation of IP/ASP posts to PS
Group-B Posts for better promotional avenues of IPs in cadre restructuring.

It is very very sad to read proposal of C/S Orissa Circle. There are many notorious SPOs/SSPOs promotees who are always ready to target IPOs/ASPOs. With ASP being Gazetted they are unable to hit them. Gazetted status should be there with ASPOs at any cost.

I don't know from which Circle you belong to. I covey my sincere thanks for following Odisha Circle Blog.
Perhaps, you have not gone through my letter properly. We are suggesting for Chief PMG to be the appointing authority of the merged cadre so that the SPOs/SSPOs would not be the disciplinary authority for merged cadre.

Had we accepted merger of IP & ASP cadres with GP of Rs.4600/- at the initial stage we could have got it from 01.01.2006 long ago and everybody would have benefited from it. Now we are approaching 7th CPC while the Association is giving confusing signal with proposals which have invited queries from Directorate about practicability of their implemenation. In the process, we are going farther and farther from the original demand of GP of Rs.4600/- for IPs with hopes waning away with each passing day.

Thanks for your comment. You are right in your Circle or for those who get ASP promotion from IP late . ASP being Gazetted and losing this status will be painful for almost all. Gazetted status can not be compared with money means Gazetted status can not be purchased by money or by increment or by hike in SALARY. You may not agree with me but fact is fact.
Hope association may persue with DOP for cadre restructuring otherwise Gr. C HSG-I will get higher salary than ASP/SPOs. Take example how Inspector of Income tax/Centra Excise got 6500 basic during the year 2004-2005 and hence they got GP of 4600/- based on this internal/departmental upgradation and our association was quiet or mute spectator during the year 2004-2005 when Income tax /central excise inspectors got 6500 basic pay from 5500. This mistake should not be repeated this time and association should monitor all activities of all associations/Unions of other departments. You are intelligent enough to keep watch on such activities. Hope you will do best for IP/ASPOs

A comprehensive and right suggestion by our Circle Secretary at right time. When most of all the circle secretaries and CHQ bearers are directly or indirectly safeguard the interest of ASP carde as these associations and CHQ have less or negligible representation from IP cadre, our circle secretary has always shown his boldness and daring to express the truth and right suggestion for betterment of association. I apprehend if CHQ will again blunder this suggestion, the association may be broken for safeguard the interest of IP care and the persons who are responsible for the same would be blamed in the history of association .

I am an inspector ( Direct recruit), I have been working as an SDI(P) from the last 3 years. I was very happy that I had been selected for this post. But after coming here I realized what I really lost in my life. I don't blame anyone but the treatment an inspector is given sometimes becomes intolerable. With an ASPs having Gazetted status, generally they are told nothing by the SPOs but being an inspector especially an SDI(P), we are made scapegoat for everything and the situation becomes more terrible when even ASPs support SPOs that we don't do anything. I have been consistently following Orrisa circle blog and I am really thankful to CS that he always has sympathetic view for IPs and he's having a strong view in r/o merger of ASP and IP cadre.
