Message from Circle Secretary




Dear friends,



I am privileged to have been a part of the All India Association of Inspector of Posts and Assistant Superintendent of Posts of Odisha Circle Branch for over six years and feel honoured to have been given the responsibility to lead this Association as Circle Secretary about a year before.

I would like to acknowledge the contribution of my immediate predecessor, Shri B. B. Mohanty for his commitment to the cause of the Association and thank him for his guidance and support he has provided during the period.

I would also like to convey my open thanks to all the members of the Association for their support and assistance they are providing to me.   

I covey my sincere thanks to all of you, irrespective of cadre, for your well wishes, prayers and kind words for my speed recovery after my brain surgery (Burr Hole Evacuation) suffering from chronic subdural hematoma.  A subdural hematoma develops when the tiny veins that run between the dura (outermost covering) and surface of the brain (bridging veins) tear and leak blood. This is usually the result of a mild head injury.

Now, I would like to share some of my views / suggestions as the Circle Secretary of the Association.

Up-gradation of Grade Pay is the most important issue for all the IPs and ASPs across the country. The stand of Odisha Circle on merger and surrendering of Gazetted Status is known to all, and there is no need to reiterate it.

There is nothing wrong to say that we have failed to take a collective decision centrally at appropriate time, and by doing so, almost we have lost the prospect for up-gradation of Grade Pay of IPs from Rs.4,200/- to Rs.4,600/-.

As you know, it was decided in the last CWC at Shirdi taking into consideration the majority opinion that Association is against the merger of IP/ASP cadre and support to Mr. Permanand financially to file another OA in Hon’ble CAT Ernakulam bench jointly. Respecting to the decision taken in the CWC, Odisha Circle has already contributed Rs.10,000/- for the purpose. The General Secretary has now sent the draft OA to Circle Secretaries to suggest any changes, if any required. The same has been forwarded to the e-mail of the members whose ID is available.

          In Circles like Delhi, Kerala, Maharashtra, Tamilnadu and West Bengal, Inspector of Posts are getting their promotion to ASP cadre in 5 to 7 years of service in IP cadre. On the other hand, in Circles like Assam, Bihar, Chhatisgarh, HP, MP, NE, Odisha and Uttarakhand, Inspector of Posts are getting their promotion to ASP cadre in 10 to 14 years of service in IP cadre.

          After the decision taken against the merger of Inspector of Posts and Assistant Superintendents of Posts cadre, Odisha Circle is continuously emphasizing the need for the CHQ to consider this issue seriously to help remove the above mentioned inter- Circle anomaly so that the time taken by an IP to get promotion to ASP cadre becomes uniform throughout the country. Apparently the CHQ is not interested on this issue for obvious reasons. Odisha Circle will continue to raise this issue in every CWC / AICC.

People who are averse to changing their minds, no matter what, suffer because they fail to introspect and keep open minds in a constantly changing and evolving world. What seemed impossible earlier may change over time and we are then within our rights to change our minds about it.

The time has now come, we should seriously consider to going on strike on issues like Grade Pay, Cadre restructuring, Rationalization of work load of IPs etc. with an individual/separate charter of demands coinciding with the proposed date of strike by Postal JCA. I would like to appeal to the CHQ and all Circle Branches of AIAIASP to give a serious thought on the issue of going on strike in future to fulfill our genuine demands. Without the dark, we'd never see the stars.

We all know corruption is an evil. We cannot allow the Association to be ashamed by the greed of a few. In the jungle, there is no notion of fairness or unfairness. Animals struggle to survive. In the quest to survive, the predator kills prey and prey seeks to outrun the predator. No animal is good or bad. Ideas of good and bad, right and wrong, exist only amongst humans. Animals stop eating once their stomachs are full.

Human have the capacity to be worse than animals (greedy) and better than animals (generous). Being the Circle Secretary of the Association, I feel it is extremely necessary to appeal my cadre members to be better than Animals (generous), honest and just to uplift the moral of the Association. At all levels of Indian bureaucracy corruption has seemingly taken its toll, but I will be happy if it is at least unplugged from my house (cadre).

There are a very few Officer of higher rank, who at times pass derogatory remark on IPs / ASPs, even go to the extent of comparing with other cadre and suggest to learn from them. Learning is a process of acquiring new or modifying existing knowledge. There is nothing to be ashamed in learning from subordinates. We often used to learn from our own children. But, comparing the ignorant person of one cadre with the intelligent person of another cadre is not fair and it is a deliberate attempt of demoralization. I am sure there is no deficit of knowledge and intelligence in IP & ASP Cadre. Please have courage to resist such attempts in the future and on the spot.
Achieving targets, knocking down KPIs are the biggest challenges before us. Recently, one of our colleague has posted one comment in the blog as anonymous expressing his concern over the target fixed for opening the number of SB Accounts. We need to see the challenges as stepping-stones - opportunities that we have encountered along the way for us to use, to "step on" so that we can achieve more, develop further and ultimately actualize more of our goals.  If the target is unrealistic and could not be achieved in spite of all efforts then there is nothing to worry or fear.
There is essence of critics in democracy. Every issue has more than one aspect to it and can be equally argued from contradictory viewpoints. I would like to welcome the suggestions / inputs / criticisms which will help to safeguard and promote the common service Interests, rights, and privileges of the members of the Association.

Dear CS,
You have chosen the right occsion to enlighten your fellow members about their duties and rights to survive with dignity.I can understand few(Odisha specific) issues that has agitiated you. What I understand, if I'm not wrong, that there is lack of self confidence and communication ability put thir points firmly in most of us. Nature of job is not conducive to develop this quality. Frequent interactive sessions can help to develop this quality. Think of to suggest administration for such programmes or to oganise such programmes at asociation level at least once in a quarter.

Thank you sir for your kind and effective words. Sir, here I do not want or try to support corruption or wrong practices in our cadre or any other cadre in our department and even in our society. Rather, I would like to extend my cooperation for eradication of corruption from all spheres. But, when you raised a point regarding passing of derogatory /demoralizing remarks on IP/ASP cadre by some of the officers of higher rank in our department, I have to remind that even high ranked officers of our department (may not be all) are also not free from corruption e.g. in the recent past one officer of CPMG cadre was by the CBI for allegedly taking a bribe of Rs. 2 crore for transferring a piece of government land to private parties. Hence, such high rank officers should keep this in mind before passing any remark against our cadre. The character/behavior differs from person to person. Some high ranked officers and some members of IP/ASP cadre might have been studied in the same school/college/university. They might have obtained good conduct certificate from the same headmaster/principal. But, now sitting in a higher position, they are passing adverse remark against another cadre of their own department. This is very unfortunate. One high ranked officer of our Circle had gone to the extent of criticizing us in front of the members of the other cadres (subordinate) in our own conference.

Lastly I would like to request everyone in our department to join hands together to eradicate corruption from our department.

Sir, do not hesitate to publish the above reality in this blog.

Well thought-out expression indeed; beautifully presented before everybody. Hope, members will wake to reality and realise the truth just in everything they think of and act upon.

Don't worry.Just I like to know what prompted you to revise the issue after more than a year? Did anything happen afresh? Remaining quiet on that day can be construed that we accepted the remark on our cadre whole heartedly.No use of repenting now. May I request you to put a full-stop to the issue.However,our association can post a befitting reply, if care is taken to expose the ongoing corruption in high place of which many are well aware.
