Another occasion to think of Strike issue

The Joint Council of Action (JCA) consisting of NPFE, FNPO, GDS / ED Employees Union has decided to submit a Charter of Demand to the Govt. on 20.04.2011 and go on indefinite strike from 5th July 2011 if the demands are not met.

Last year Postal JCA had given a similar call for indefinite strike from 13.07.2010. The strike was deferred as the Govt. gave indications for considering a number of demands. Last year the idea of joining strike by the AIAIASP with the Postal JCA came up for discussion in a limited manner and no decision could be taken. Later it was found that there are some issues which need consideration / discussion before a broad agreement can be reached for incorporating the demands of AIAIASP in the charter of the JCA.

Now that strike is contemplated by Postal JCA this season, the issue has come to the mind again as to what role the AIAIASP should play on the occasion.

While taking a look at the issues at hand, it is observed that the Department has remained indifferent to the main issue of upgradation of GP of IPs.  The Govt. is simply dragging its feet and has done nothing which could earn confidence of the IP cadre. As per the counter reply to the CAT case filed by 1- 2 IP cadre officials on individual capacity, the Govt. is very much opposed to the proposal of granting upgradation of GP to the IP cadre while all other equivalent cadres in other Ministries / Departments have already got the benefit since long. Nothing restrains the Govt. to do justice to the IP cadre but the Govt. continues to deny justice to IP cadre.

Promotional prospect of IP cadre has been stagnated. Workload has increased manifold but the number of posts has remained the same as it was in 1981. There are a number of vacant posts continuing in IP cadre years together and the Department has imposed extra burden of work on the existing IP line officials without any extra financial benefit. Honorarium for invigilation duty has been continuing without any revision since 1972. Appeals made to the Department to look into the issues confronted by IP cadre have gone in vain. In its letter dated 23.10.2010, CHQ has already informed to the DG (Posts) that the AIAIASP would resort to trade union activities if the GP issue was not considered by 31.01.2011. The Department has ignored the notice.

The IP cadre has now reached a stage where it is realized that prayers and petitions have no effect. Where the normal problem-solving machinery does not work, frustration has its way to manifest itself in the form of strike without which the goals are unreachable. It is too late but it is not unthinkable at this stage to resort to some agitational method to have its own impact in a time-bound manner. The issues faced by the IP cadre can be met in alternative ways. Either we should forget everything as an act of compromise by taking it granted the view that the IP cadre is destined to suffer having no remedy for it or think of some strong agitational programme without which nothing positive for the cadre can happen.

The CS AIAIASP, Odisha Circle Branch had some telephonic discussion on the point with the GS, CHQ, AIAIASP 2-3 days ago. The idea now mentioned herein was put forth before the GS for active consideration with suggestion to consider submitting an individual/separate charter of demands from the side of CHQ of AIAIASP to the Govt. with notice for the strike from the date decided by Postal JCA. This will at least exhibit the strongest moral support to Postal JCA, if it cannot bring about any other positive result.

AIAIASP, Odisha Circle Branch appeals to the CHQ and all Circle Branches of AIAIASP to give a serious thought to the idea discussed herein and to do the needful at the earliest.

This is the first time that we are going on a right direction to fight for our cadre men. Unless we join in the strike organised by JCA alongwith our demands, we will not get justice from Government

Yes. We have to awake. Now we are simply being used as tools for their dictatorship. If we allow the present slavery, we wil not get what we deserve. We pray our Circle secretaries & GS to raise to the level they are placed. You leadership please give command. We wish to be members of a dynamic militant union. Please awake from the pretended sleep. Please respect self esteem of our members. If you GS not taken decision now, you wil be in the situation of the Jew in Jermany, who believed that he was safe when his neighbours were attacked. Finally, when he was targetted, nobody was available to hear his cry. Be part of the strike. Be proud leaders. Make us proud members.

Irrespective of cadre and wing, we are all postal employees and we all have experienced the attitude of the Govt. to listen to the just and genuine problems. Not only the Group-C or the GDS employees are exploited but each and every cadre is seen working with undue pressure . The Govt. is trying to convert all the employees in to Multi Tasking Staff which will not only be unproductive but also affect our health and safety along with our relationships from nearest to newest. We have been trading away accuracy for speed which will have a disastrous consequence. At this critical juncture, the positive attitude shown by the AIAIASP, Orissa Circle branch to join the strike programme, may it be in a different manner is certainly praiseworthy which will go a long way in bringing all the employees of postal family under one umbrella. Hope, all other unions / associations will realize your sentiments for the occasion and come forward to make the strike programme successful.

i fully agree with u . our GS should also think over it immediately and we should also be a part of this strike with our main and only GP agenda and can get the sucess unitedly. If our GS is afraid of all CS should join the strike.

Sir,
This is with reference to your comment on achievement of RPLI business targets by IP/ASP fellow members.The pet on our back given by ourselves runs contrary to our pledge that we will not be collecting business till our demand is met.when the fear factor is shown to the gallery we have no option but to behave and act like a pet dog .We are out to satisfy our masters at our own cost.I wsh better sense prevails among all our fellow members and ones again let us come together and fight for our cause in unison.

The comments made by an anonymous person in this blog on 13.04.2011, in its wholesome, is a fact, no doubt. But comment on the point of making a comparison with a 'pet dog'is unfair. This type of uncharitable comment decreases the confidence level among ourself and helps diminish our own image, though expression of the level frustration of not achieving our goal is understandable . Now, at least we are showing some reaction to injustice. This was not there previously. The stage at which we can show our strength to do a black-mail kind of thing has not yet come. It is also not in sight in near future. At present we are doing a lot of thinkings and have not yet done anything to ensure full-fledged unity among ourselves.

Heaven will not fall if one Circle does not meet the RPLI target. It needs an all India approach through a united action. On the positive side, the performance has reinforced the ability of IP cadre and increased self-confidence to do anything when there is a call. In the long run this will bring some kind of unity among cadre members.

When we have not yet overcome the fear of serving a strike notice to the Govt (not to speak of resorting to strike practically)the cadre will not be awake to get justice for itself through some strong agitational measures. On GP issue, Odisha Circle was a lone protestor (by wearing black badge). Attempting to do a black-mail kind of thing without ensuring unity is certainly a foolish act. The performance on RPLI has given chance to gauge the scope of unity when a call is given to do something. No one should expect that the so-called pet dog will become a lion overnight. Foundation need to grow gradually through awareness and awakening drive carried out persistently. We have a number of steps to climb to achieve the desired success.

Appeal has been always made in this blog that the persons making the comment should disclose his / her identity. In this case the person has not disclosed his / her identity for whatever reasons. It is not fair on the part of the person in making a sweeping comment when he / she fears disclosing his / her own identity. This is certainly not the way of showing support to the leadership. Comments of criticism nature is also welcome and the blog administrator has no hesitation in publishing the same for information of all concerned however bitter the comment is, if such comment helps in some kind of awakening among the members. But every member, not just in Odisha but everywhere in the country, should do something beyond criticism to ensure unity first, before thinking of any idea of dealing with the Dept/Govt. on terms of bargaining.

This is with reference to your comments dt. 14.4.2011.My comment on comparing ourselves to a pet dog was misunderstood.What I meant to say is that we are showing our loyalty to our bosses in a way a that is totally uncalled for.Even a dog will feel ashamed for having lesser loyalty to his master.It was not all my intention to put a question mark on our leader.Rather we are proud of having you as our leader.In my career no CS has ever shown the kind of courage and leadership you have shown.I sincerely apologise if my comment has hurt you personnally.My expressinon was only reflecting the frustration among our fellow members and I wonder if we will ever gather courage to fight the injustice being afflicated on us.

I appreciate the concern for the sufferings of IP cadre communicated in the comments. Thanks for raising the concern at least. This will show a new way to deal with the situation.
