Agenda for the four-monthly meeting with Chief PMG

1.   Filling up the vacant posts of Inspector Posts and Assistant Superintendent of Posts:- 
         
Brief:-

As on date there are around 40 vacancies in Inspector Posts Cadre in Odisha Postal Circle which comes around 38% of the sanctioned strength.

As a result the available Inspector Posts are burdened with discharging the duties of more than one post. The natural corollary is that IPs/ASPs are incredibly stressed on time front to accomplice the job in a time bound manner. While discharging the duties of more than one post, one is bound to overlook minor things due to variety of tasks which may result in some un-intentional lapses despite all precaution and good intention.  Further, system of making one officer discharge the duties of more than one post should not be resorted to for long periods as it is not conducive to efficiency.

The vacant IP Posts need to be filled up urgently on regular basis. You are aware that the Limited Departmental Competitive Examination (LDCE) Examination for the year – 2015 for promotion to the cadre of Inspector Posts is yet to be conducted by the Department.

Therefore, this Association requests for the followings:-

i)             To take up the matter with the Directorate for early conduct of the Limited Departmental Competitive Examination (LDCE) Examination for the year – 2015 & 2016 for promotion to the cadre of Inspector Posts.
ii)           To make officiating arrangement against all vacant IP Posts urgently till regular appointment is made.  

2.   Request for re-consideration of inter region transfer cases of IPs in deserving cases.

Brief:-

This Association had made a request to the Chief PMG vide letter dated 26-04-2016 to re-consider the representations for inter-region transfer of Inspector Posts favourably in deserving and feasible cases. No favourable action has been taken on this issue and also no reply has been received. This Association understands the difficulties like vacancies in the concerned Regions to consider the cases. However, staff welfare should be given top priority. This Association would like to cite one example of a deserving case which could have been considered. One IP who is a native of other a state, now working in  Berhampur Region and already completed 4 years, has made a request for his inter Region transfer to Sambalpur Region. There are more vacancies in Sambalpur Region than in Berhampur Region, and, therefore, this Association believes that this type of deserving cases should be considered on priority.

This Association requests once again to re-consider the representations for inter-region transfer of Inspector Posts favourably in deserving and feasible cases.

3.   Protest against absurd charges like ‘non-ensuring receipt of office keys from striking employees’ on Sub-Divisional Head (s).

Brief:-

Recently in case of Haldipada Post Office under Balasore Division theft case, the then ASPOs (i/c) has been served memorandum under Rule 16 of  CCS (CC & A) Rules, 1965 vide C.O. No.Inv/10-66/2013-14 (Disc) dated 22-06-2016 and is alleged with one of the absurd charge as reproduced below:-


“As required under contingency plan circulated by Divisional Office as above, there was an instruction issued to all concerned that willing official to work in office should not be prevented from entering to office for which action as per ground reality and local condition to be taken. In the instant case both SPM and PA had opted to go on strike and retained the keys of the office with them (mentioned in charge sheet as “then” instead of “them”) without handing over the same at Divisional office or at his office. Shri B.K. Mohanty as ASP (I/C) of Balasore Sub Division had failed to ensure receipt of the keys from the striking employees in general and PA (mentioned in charge sheet as “DA” instead of “PA”) of Haldipada D.O in particular long before the Strike commenced.”

Nowhere in the instruction issued to all concerned by Balasore Division vide Letter No.B/G-116(Sub)/Ch-III dated 12-02-2013 it is implicitly or explicitly mentioned for ensuring receipt of the Keys by the Sub-Divisional Head.

This Association is shocked on such an absurd charge on the Sub Divisional Head and rejects the act of creative imagination that it is the responsibility of the Sub-Divisional Head to ensure receipt the office keys from the striking employees.

Issuance of such an inappropriate charge on a Sub-Divisional Head non-other than the Chief PMG himself has demoralized the IPs and ASPs and they are also depressed with the System.                  

This Association, therefore, requests the Administration to refrain from imposing inappropriate charges against IPs and ASPs to needlessly harass them
