Sub:- Request for making officiating arrangement in
vacant posts of Inspector Posts.

Sir,
As you know a good number of posts of Inspector
Posts are lying vacant and the existing IPs/ASPs are made to bear the burden of
the additional posts for long period.
At times the IPs and ASPs are required to complete the pending
inspection work in a hurry, even complete more than one office in a day towards
the calendar year ending. While working in a hurry one is bound to overlook
minor things. But, exercising the Disciplinary authority on
IPs/ASPs in an oppressive way
identifying them as subsidiary offenders, not taking extenuating circumstances
under which they had performed their duty
and whether the negligence on their part is directly or indirectly
attributable to the fraud committed by the principal offenders is a matter of
concern. This will ultimately have a distressing effect on such IPs/ASPs.
Therefore this Association requests for making officiating
arrangement in all vacant
posts of Inspector Posts in an urgent manner.
It is learnt that some Divisional
Heads have submitted proposals for approval of local officiating arrangement in
certain vacant
posts of Inspector Posts in their Divisions and the same are lying pending
in Circle Office for consideration. It is also understood that Circle Office is
considering for making arrangement in vacant posts of Inspector Posts
for Bhubaneswar HQ Region at Circle level.
I, on behalf this Association welcome the decision and
would like to request for putting the process on fast track and simultaneously to
consider approval of the proposals which have already been submitted by the
Divisional Heads. Putting the proposals of Divisional Heads on hold may not
help.
