CWC Meeting held on 31.07.2011 at Bhubaneswar

The Circle Working Committee of AAIASP, Orissa Circle Branch met at PRC, Bhubaneswar GPO on 31.07.2011 (Sunday). Sri Sreekant Kar, President presided over the meeting. Sri S K Mohapatra, Circle Secretary, Postal Officers' Association graced the meeting as a Guest. 

The CWC reviewed the preparations for the Bi-ennial Circle Conference (which was decided in the last CWC meeting to be held on 27-28 August 2011) taking feedback from the Reception Committee headed by Sri P N Pattanayak and observed that the no worthwhile progress has been made in the preparations for the ensuing Conference. Taking all related factors into consideration, the CWC unanimously decided to reschedule the Bi-ennial Conference to be held on 21-22 January 2012 (when it becomes due in normal course considering the fact that the last Bi-ennial Conference was held on 24.01.2010).

The CWC reviewed the financial position of the Association and decided to pursue with members for clearance of pending dues.

The Circle Secretary tendered his resignation which was not accepted by the CWC.

The CWC censured Sri Suresh Kumar Mishra, CWC Member & ASP(OD), Cuttack North Division who admitted to have done wrong by writing to Head of the Circle against the Circle Secretary on Association matters without taking up the things in the CWC meeting, without verifying the facts from the Association and without having a direct channel of communication with Head of the Circle. Sri Mishra was present in the CWC meeting.

It is really unfortunate that no discussion is held on any of the burning issues like GP enhancement, transfer of ASP cadre PM posts to general line, cadre review, non-holding of regular DPC for promotion to ASP cadre in Orissa Circle,Surplus IP policy why dropped etc.

There was no time for it. All these issues relate to CHQ. Discussion without matching action has no meaning. The CWC took most of its time in discussing about indisciplined behaviour of a CWC member. Without discipline and unity nothing can happen. When senior members indulge in activity prejucial to the interest of the Association how can the Association proceed in a direction to achieve its objective?
