Post Office as Window to the World for Aam Aadmi

As per the plan envisioned by the Hon'ble MOS, Communications & IT, the following ten post offices in Orissa Circle will be fully computerised and modernised with a fresh new look within next three months to enable them to work as IT hubs in rural area.

Some more post office has been added to the list later.
There is also proposal to change the logo according to group-wise products. The proposal is being worked out with full speed to implement in a time-bound manner.

Delay in joining of new CPMG

The new CPMG has reportedly proceeded on leave for 15 days form the date of his relief (on the date of issue of his transfer orders from Haryana Circle). Hence, there is delay in his joining as CPMG Orissa. No information has been received yet as to when he would join.It is being discussed that the PMG, Sambalpur may hold current charge of CPMG till the regular CPMG joins.

DPC for Promotion to PS Gr.B Cadre

Directorate in its letter No.9-31/2008-SPG dated 23.04.2008 has called for ACRs and Vigilance clearance in respect of following officers by 15.05.2008.

Inter-Region Transfer of ASPs & IPs

The Association had written to CPMG to re-consider the cases of inter-region transfers of IPs/ASPs who have applied for it. But it is learnt that the CPMG did not agree to order any inter-region transfer of IPs/ASPs at this stage on the ground that there is no scope this year as the Regions have already issued orders of transfers and postings.

ACP- Wait does not end

Though everything is ready, the DPC is yet to sit. The CPMG is to remain physically present to in the DPC to be held for this purpose. As the CPMG Kolkata did not come no DPC was held. It is expected that new CPMG who is expected to join soon will decide the matter. Let us wait for his joining.

Postings in PS Gr.B Cadre

The file sent to Kolkata for consideration has been received back reportedly with decision that the postings will be made by new CPMG. The new CPMG has reportedly been relieved on the very date of issue of his transfer orders. No information has been received as to his date of joining in Orissa

Postings have been given to PS Gr.B officers who have been promoted to IPoS Gr.A Cadre as follows as per CO, Bhubaneswar Memo. No.ST/2-34(I)/2003 dated 28.04.2008.

Promotion of IPoS Officers to the rank of PMG and related transfers

Sri S K Kamila, DPS Sambalpur being promoted to PMG rank has joined as PMG Berhampur on 21.04.2008 in place of Sri A N Nanda who has been transfered as PMG, Muzaffarpur in Bihar Circle.
Sri B N Tripathy, DPS Raipur has been promoted and posted as PMG Ajmer in Rajasthan Circle.
Sri V Pati has been promoted and posted as PMG, BD & Technology in Delhi Circle.
Sri P K Bisoi currently on deputation to the Ministry of Information and Broadcasting has also been promoted to the rank of PMG. His posting in the Department of Posts has not been shown as he continues to be on deputation outside the Department of Posts
The CS has congratulated Sri S K Kamila personally on 17.04.2008 while he was at Bhubaneswar. A greeting card has also been posted to him on 21.04.2008 on behalf of the Association. The Circle Secretary also met Sri A N Nanda at Bhubaneswar Rly Station while he was returning from Berhampur after relinquishing his charge of PMG, Berhampur, and presented him a bouquet and a Farewell Card on behalf of the Association.

Circle Secretary writes to CPMG on the transfers and postings in ASP Cadre

It is understood that the transfers and postings of ASPs in HQ Region issued on 16.04.2008, have created resentment among some ASPs as their choice of postings have been ignored despite there being a scope for accommodating it. Further, none of the cases of inter-region transfer has been considred this year. On these points the Circle Secretary has written two letters to the CPMG on 17.04.2008. Copies of these letters are furnished below for information of our members. These letters have been faxed to CPMG at Kolkata to No.033-22120811 at 12.07 Hrs on 17.04.2008. Hard copies of the letters have also been submitted in the CO, Bhubaneswar on 17.04.2008.

Sub: Transfers and postings in the cadre of ASPs
Respected Sir,
After waiting for a reasonably longer than usual time the concerned officials of the cadre of ASPs got their orders of tenure transfers and postings this year vide CO, Bhubaneswar Memo. No. ST/24-15(2)/2004/Ch.I dated 16.04.2008. While the guidelines of tenure transfer emphasize on completing the process of transfers and postings by 31.03.2008 so as to not to put the concerned officials into avoidable hardships connected with their shifting , it took time till third week of April 2008 only to issue the orders of transfers and postings. As it was already late in issuing the transfers and postings, the concerned officials were expecting that they would be posted against the places of their choice as communicated with reference to the option called for from them. But they are surprised to find that in majority of cases, they have got the postings outside their choice. In otherwords, the option though called for as a mere formality, has been ignored in such cases despite having the clear scope to accommodate the same in majority of cases.

Thus, the said orders of transfers and postings will definitely put the concerned officials into hardships which were very much avoidable. Further, when there was scope of restricting the transfers and postings to the same station in which vacancies occurred, postings have been ordered to other stations at a great distance which will involve a lot of expenditure in shape of transfer entitlements which were also avoidable as per current transfer guidelines. For example, Sri S K Mishra presently working as Postmaster, Puri HO has been transferred to Balasore which is at a distance of more than 270 Kms away from Puri while the post of ASP(OD) at the same station has been kept vacant. It is understood that the transfer in such case is guided by a one-sided report whose veracity was not verified. On the otherhand the official has done a commendable job for successful run of the office in a fully computerized atmosphere.

In nutshell, it can be said that the transfers and postings as per the aforesaid orders have been issued without taking into consideration the current transfer guidelines and factual position, and in effect, such orders have the potential of creating resentment among those who are going to be affected unreasonably.
May I, therefore, request your goodself to be kind enough to review the transfer orders issued on 16.04.2008 in light of the points mentioned above and to revise the orders suitably to give justice to concerned officials?

Sub: Transfers and postings in the cadre of ASPs
Respected Sir,
This year some officials of the cadre of ASPs and IPs had submitted their representations for inter-region transfers. The representations of three ASPs of Berhampur Region and one IP each from Berhampur and Sambalpur Regions are cases in point. The concerned officials were anxiously waiting for favourable consideration of their cases with a great hope that the inter-region transfer would bring some solutions to their problems which would ultimately help them get better output in their official work. But those officials are disheartened to find that not a single case of inter-region transfer has been considered this year so far.

May I, therefore, request your goodself to be kind enough to have a sympathetic consideration of all those cases so that the hope of the concerned officials could become a reality? If these cases are linked to ad hoc promotion of IPs to ASPs, more number of officials could get the benefit.
