Condition of Carrying Identity Card Extended to All Classes of Reserved Train Tickets including Reserved Second Class and Sleeper Class The New Provision will Come into effect from 1st December 2012

The Move AIMS to Facilitate the Travel of Bonafide and Legitimate Passengers and to Reduce the Scope for Misuse of Reserved Ticketing System by Unscrupulous Elements/Middleman 

The List of Prescribed Proofs of Identity has been Expanded to Cover more Variety of Photo Identity Cards for the Convenience of the Passengers



            In a major initiative to further facilitate the travel of bonafide and legitimate passengers and to reduce the scope for misuse of reserved ticketing system by unscrupulous elements/middlemen, the Ministry of Railways has decided to extend the condition of carrying original proof of identity during travel onreserved tickets issued through Passenger Reservation System (PRS) for all reserved classes including ‘Reserved Second Class (2S)’, ‘Sleeper Class (SL)’, ‘III Economy Class (3E)’ and ‘First Class (FC)’.  This change in policy will come into effect from 1st December 2012. 
            Further, the Ministry of Railways has also decided to expand the list of prescribed proofs of identity to include photo identity cards having serial numbers issued by public sector undertakings of State/Central Government, District Administrations, Municipal Administrations and Panchayat Administrations.
The expanded list of the prescribed proofs of identity for undertaking journey on Tatkal ticket and other reserved classes will now be as follows:
1.    Voter Photo identity card issued by Election Commission of India.
2.    Passport.
3.    PAN Card issued by Income Tax Department.
4.    Driving Licence issued by RTO.
5.    Photo identity card having serial number issued by Central/State Government which include the following:
(i)                 Pension Pay Order s(PPO)
(ii)               Ration Card with photographs
(iii)             Senior Citizen cards
(iv)             Below Poverty Line (BPL) cards
(v)               ESI cards (with photograph) issued for taking treatment in ESI dispensaries.
(vi)             CGHS Cards (with photograph) issued to individual family members of Central Govt. employees.
6.    Student Identity Card with photograph issued by recognized School/College for their students.
7.    Nationalized Bank Passbook with photographs.
8.    Credit Cards issued by Banks with laminated photograph.
9.    Unique Identification Card “Aadhaar”.
10.     Photo identity cards having serial number issued by Public Sector Undertakings of State/Central Government, District Administrations, Municipal bodies and Panchayat Administrations.
      In this way,  the new provision to be effective from 1st December, 2012 will be as follows :-
“Any one of the passengers booked on a PNR for undertaking journey in any reserved class has to produce any one of the above mentioned prescribed proofs of identity in original during the journey failing which all the passengers booked on that ticket will be treated as travelling without ticket and charged accordingly.  The existing provision of the Tatkal scheme where the passenger is required to show the same original proof of identity as indicated on the ticket shall continue.”

It may be mentioned that presently only the following categories of passengers travelling in reserved classes have to produce original proof of identity during the journey:-
·         Passengers travelling on e-tickets.
·         Passengers travelling on Tatkal tickets.
·         Passengers undertaking journey in AC classes on the tickets issued through the computerized Passenger Reservation System (PRS) {except in III Economy -3E class}.
            With the new provision, the condition of carrying one of the prescribed identity cards has now been extended additionally to other classes of travel namely - Reserved Second Class(2S), Sleeper Class(SL),  III Economy Class(3E) and First Class(FC).
            The above change in the policy is aimed at facilitating the travel of bonafide and genuine passengers and simultaneously to check the scope for travel on transferred tickets.  It is also considered that the proposed change shall also be useful from the security point of view.

Union Cabinet withdraws draft amendments to RTI Act

The Union Cabinet on Thursday decided to withdraw controversial draft amendments to the Right to Information Act that had sought to restrict disclosure of file notings only to social and developmental issues.

After this, all file notings can be made public except those explicitly exempted, such as the ones related to national security, privacy and protection of commercial interest.

"The Cabinet has decided to withdraw the amendments," said a source privy to the deliberations at the Cabinet meeting chaired by Prime Minister Manmohan Singh.

In 2006, the Cabinet had approved the amendments but they did not make it to the Parliament because of the stiff opposition.

Keep track of your ITR until it’s acknowledged

Most of us have filed our tax returns electronically before the August 31 deadline. However, what many of us didn't realise was that the process would be complete only after the central processing centre (CPC) of the income-tax department sends an email or SMS acknowledging the receipt of the income tax return (ITR).

Every tax payer should send the signed copy of ITR-V to the CPC through speed post or ordinary post within 120 days from the date of filing. Once the CPC receives the ITR, it usually sends an email or an SMS acknowledging the ITR.

"The CPC has put in processes acknowledging the receipt of ITR-V and also to intimate taxpayers for non-receipt for filed e-returns. Generally, the central processing centre sends an email to the taxpayer if ITR-V is not received within a month of e-filing," says Vineet Agarwal, director, KPMG India. The electronic communications from CPC are sent to the email id mentioned in the income tax return (ITR). What should you do if you haven't received the acknowledgement?

CHECK THE PORTAL

The tax payer can download the acknowledgement from the income-tax web portal (www.incometaxindiaefiling.

gov.in/portal/login.do) by logging in through his/ her online account. The same will be available under 'E-filing processing status' under the tab 'My Account'.

"The receipt can also be checked by quoting your PAN and assessment year or by quoting the e-filing acknowledgement number on the 'ITR-V Receipt Status' tab under 'Services' section on the e-fling website," says Vineet Agarwal.

In case, the acknowledgement is not available on the web portal as well, then the reason for non- availability will be displayed as the current status. "Some of the reasons could be: non-receipt of signed Form ITR-V, receipt of damaged signed Form ITR-V etc," says Sonu Iyer, partner & national leader, human capital, Ernst & Young.

TRACKING THE ITR

If you have sent the ITR via speed post, it can be tracked with the tracking number assigned at the time of booking the speed post. Taxpayers can also call the CPC call centre number 080-22546500 or 1800-425-2229 (toll free) and enquire about the status. "Please note that Form ITR-V cannot be sent through registered post. It can only be sent either through ordinary post or speed post," says Sonu Iyer.

Keep track of your ITR until it’s acknowledged


If you do not have a postal acknowledgement or sent the ITR visa ordinary post, then you can track the status of your Form ITR-V by logging on to the incometax web portal. "The same will be available under 'ITR-V Receipt Status' under the tab 'Services'. "The current status of Form ITR-V with CPC will be displayed — whether or not your Form ITR-V is received by CPC. In case the Form ITR-V is received but rejected by CPC, the reason for rejection will also be displayed," says Vaibhav Sankla, director, H&R Block India.

SENDING THE ITR AGAIN

If the form is not received by the CPC or rejected for some reason, you have to resend the ITR to CPC. If the same is not done, the ITR will be deemed invalid. In such a case, ensure that you have filled in all personal information, like PAN, e-mail id, bank account number and MICR code, correctly in the tax return.

DoPT sends memo after slack response of depts on RTI study

Delayed response from several ministries on a study on RTI applications received by them has prompted the Department of Personnel and Training to send a reminder to all departments concerned to send details of their nodal officers for the purpose.

The analysis is aimed at documenting the success and constraints in implementation of RTI Act, identifying the areas which need more attention, addressing the gap areas and suggesting what more needs to be done to help achieve the objectives of the transparency law.

DoPT, which acts as a nodal department for the implementation of the RTI Act, had on September 4 requested the government departments to indicate their willingness to get an analysis of RTI applications received by them through an internship programme.

"Response in this regard is awaited from most of the ministries or departments," it said in its official memorandum.

DOPT has asked the ministries or departments desirous of getting the analysis done to allow interns sponsored by it to analyse a sample of RTI applications received in the last one year.

The expenditure of the internship programme by way of conveyance allowance of the interns would be borne by DoPT. The response in this regard alongwith the details of nodal officers to coordinate with DoPT for this programme should be intimated by November 5, it said.

It has also written to national law universities seeking volunteers to undertake the short-term internships.

The RTI Act, which was enacted in 2005, covers disclosure of information on nearly all matters of governance. The government had recently dropped its proposal to review fight against corruption through a self-evaluation study by independent experts in view of cold response from agencies concerned.

DoPT had in May this year invited expression of interest to undertake a self-evaluation study to assess anti-corruption measures as part of a mandatory obligation after ratification of the UN Convention Against Corruption - an international legal instrument to deal with corruption.

The proposal was later dropped due to slack response.
