Sub: Publicizing the release of my Autobiography- My Journey on the Chariot of Time

Respected Secretary,
I am writing this letter with deep regret and anguish in my heart. During the last three months I have been trying to get the publication of the above book brought to the notice our Inspectors and Asst. Supdt of Post Offices through your good office. I sent the brief about the book and comments made by senior officers of the Department, journalists, national dailies and unionists by e-mail to all the Secretaries including the General Secretary but only CS of Chhatisgarh, Kerala, MP, Orissa and Punjab responded favourably showing extreme enthusiasm and cooperation. Their positive attitude encourages me to address you in writing with request to get the publicity material put on your blog too. If there is no blog please do some publicity by circulars guiding them to visit the blog of Orissa or Punjab Circle to have some information about the book. Ms Madhuri’s comments on the book are comprehensive: it has been put on the Punjab Circle blog under caption’ Wake up Call’.

As observed by Ms Madhuri, Director in our Directorate this is the long awaited book that should be read by all officers of the Department. She even advised me to start writing a history of Postal Department. Comments by S/Shri T B Reddy, Retd PMG, Col Suresh (APS) and Vijay Chitale, Retd CPMG have encouraged me to advise you to read and spread the message of my story to all our departmental brethren. It is a mystery that I am getting orders for the book from PAs/Accts/SPMs/Sr.PMs and junior IPs but a few only from ASPs and SPOs.  I take this liberty to record here that it is not the enquiry report of some lost opportunities: it is a well-written document that will be a companion with you forever. My pain and humiliation as an Inspector still bring shivers in my spinal cord. You too have this pain now. It is only reason for writing this book. Lastly, I request Circle Secretaries to post their comments about the book on the blog and to send copy to my email address. Get some books and present them to your immediate IPS officers. Let them open their eyes.
They are requested to design own publicity material from the information I had sent by e-mail or to copy it from Orissa blog or Punjab blog. Ms Madhuri’s comments will be an added boost. My address and price of the book etc. have already been conveyed or available on the above blog. I hope you will share in my efforts.

JCA gears up to serve strike notice

Talks between JCA and Postal Services Board held on 06.06.2011 and 07.06.2011 on charter of demands have failed. JCA is gearing up to serve strike notice on 14.06.2011 and is going ahead with preparations for the strike w.e.f 05.07.2011.

EXTENSION OF SUPPORT TO THE PROPOSED INDEFINITE STRIKE CALL GIVEN BY POSTAL JOINT COUNCIL OF ACTION FROM 05.07.2011.

Sub: EXTENSION OF SUPPORT TO THE PROPOSED INDEFINITE STRIKE CALL GIVEN BY POSTAL JOINT COUNCIL OF ACTION.


As all of us are well aware the Postal Joint Council of Action comprising NFPE, FNPO and GDS Unions has given a joint call for indefinite strike from July 5th 2011. The Department is going ahead with the Mail Network Optimisation Project recommended by the multinational consultancy called Mckinsey, which will have for-reaching implications. Thousands of Post Offices and RMS Sorting Offices are under the threat of closure. Unfortunately, the Department is not ready to take the employees or their Unions/Associations into confidence while implementing such measures. The other issues raised in the charter of demands are also equally important.


The Inspector, Posts cadre is one of the most neglected cadre in the Department. We are forced to work day and night for achieving targets fixed by the superiors, in addition to our day-to day inspection and other routine work without any extra remuneration. We are doing an excellent work as the middle level managers. Inspite of all this, our genuine demands for up-gradation of Grade Pay and better promotional avenues have not yet been considered positively by the Department. Our minimum demands for up-gradation of Grade Pay for Inspector, Posts and cadre restructuring to ensure better promotional avenues are still pending. We are in dark when these demands will be accepted by the Department for implementation. Our letters and memorandums are not being considered in a positive manner. There is great resentment among the IPs and ASPs working throughout the country against the attitude of the Department.


We are seriously considering the appeal from the Postal JCA to join the strike.Pending decision by our Central Working Committee, we hereby extend our full and whole hearted support to the proposed indefinite strike from July 5th. We like to make it clear that we shall not act as strike breakers. However, it is also made clear that we shall work within the sphere of duties of Inspector, Posts cadre only in the event of the strike.

We would like to discuss following long pending issues agitating the minds of our members with your good self.
i) Up-gradation of Grade Pay from Rs. 4200/- to Rs. 4600/- for Inspector, Posts.

ii) Promotional and examination quota for IP Line officials in PS Gr. “B” cadre as well as Senior Postmaster grade.

It is requested to kindly look into the matter personally and arrange for personal interview to the Association to solve the above long pending issues as these issues are very crucial for our cadre.

'People earning up to Rs 5 lakh need not file IT return'

New Delhi, May 31 (PTI) As many as 85 lakh salaried tax payers with an annual income of up to Rs 5 lakh will not have to file income-tax return from now onwards, a finance ministry official said.

"No income-tax returns would be required for salaried persons earning up to Rs 5 lakh per annum. We would notify this in first week of June," outgoing Chairman of Central Board of Direct Taxes Sudhir Chandra told reporters here.

The scheme would be applicable from assessment year 2011-12 onwards.

This means that the salaried persons eligible under the scheme would not have to file returns for the financial year 2010-11 in 2011-12 (assessment year).

However, such tax payers would have to file return if they want to claim refunds, Chandra said.
