Additional Charge of C & IT Ministry

NEW DELHI: Minister Kabil Sibal was today given the additional charge of the telecom ministry by Prime Minister Manmohan Singh in a development that takes the portfolio away from DMK at least for the time being.
Official sources said Sibal will hold the charge of the Ministry held by A Raja who yesterday resigned facing allegations of scam in 2G spectrum allocation.
The arrangement is seen to be temporary in view of the ongoing Parliament session when issues related to the ministry are to be handled at the senior level, particularly at a time when the ministry is facing allegations of corruption of huge magnitude.
By tradition, a reshuffle of the Council of Ministers is not undertaken during a Parliament session.
Sibal, a renowned lawyer-turned-politician, was a week earlier given the additional charge of Ministries of Science and Technology and Earth Sciences, which fell vacant after incumbent Prithviraj Chavan was made Chief Minister of Maharashtra.
In another decision, V Narayansamy, Minister of State for Parliamentary Affairs, was given additional charge of Department of Personnel and Training (DoPT), which also fell vacant after Chavan's departure.

Orissa is now Odisha, Oriya is Odia

NEW DELHI: The Lok Sabha on Tuesday cleared legislation seeking to rename Orissa as Odisha and the language spoken in the state as Odia from Oriya.

The bill to alter the name of the eastern state was introduced in this year's budget session and was passed on the first day of the month-long winter session by electronic balloting.

MPs overwhelmingly supported the constitutional amendment bill to do away with the legacy of British name given to the state.

The central government had received a proposal from the Orissa government in 2008 after the state assembly moved a bill to change both names in deference to the manner in which the name of the state is pronounced in the local language.

The state is called Udisa in Hindi and Orissa in English, and the language Udiya in Hindi and Oriya in English as per the constitution.

This required an amendment to the constitution and had to be approved by two-thirds majority of the house.

Home Minister P. Chidambaram, who moved the bill, said the house was honouring the wishes of the people of the state by clearing the legislation.

Many Indian cities and states have been renamed after independence, including Kanpur (formerly Cawnpore), Thiruvananthapuram (Trivandrum), Mumbai  (Bombay), Chennai (Madras), Kolkata (Calcutta), Pune (Poona), Kochi (Cochin) and North-East Frontier Agency  (NEFA) to Arunachal Pradesh.

GS writes to DG(Posts) for enhancement of remuneration of invigilation duty

The letter adressed by GS to DG(Posts) is reproduced below for information of members.

To
The Director General
Department of Posts,
Dak Bhawan, New Delhi-110001

No. CHQ/IPASP/011/2010            Dated 01.11.2010

Sub-Revision in rates of remuneration for performing duty as Invigilators in the examinations

Respected Madam,
Your goodself is well aware that Inspector, Posts cadre is having important role in each and every examination conducted by the Department either on working days or Sundays/Holidays. Generally, most of examinations are conducted on Sundays without any compensatory off to our cadre. Work related to examination is an arduous nature of duty and is assigned to one’s own duty/work. At present, IPs/ASPs engaged for examination duties are being paid honorarium of Rs.20/- for single duty and Rs.40/- for full day duty. These rates were fixed by the Department in the year 1972 and a period of more than 38 years has since been elapsed but no revision has been carried out whereas SSC/UPSC are revising these rates periodically. At present, SSC is paying Rs.250/- for single duty & Rs.300/- for full day duty and UPSC is paying Rs.350/- per day to Group B officers.
In view of above facts, it is urged that rates of remuneration may kindly be revised immediately at least at par with the rates being paid by SSC. In the meanwhile, orders may kindly be issued for grant of compensatory off to all IPs/ASPs engaged in upcoming examination for Direct Recruitment to the cadre of PA/SA scheduled to be held on 14-11-2010 throughout India.
An early positive action along with a line in reply will be highly appreciated.

   With regards,
                                                               Yours sincerely,

                                                                 (Roop Chand)
                                                General Secretary
