Call drops: Telecom minister to meet CEOs on Nov 1

New Delhi, Oct 28 (PTI) Telecom Minister Manoj Sinha will meet CEOs of telecom companies on November 1 to review the call drop issue and chalk out a road map for future.

"The minister will meet CEOs on call drop issue...we have held one meeting already and this (upcoming) meeting will be for stocktaking and road map for the future," Telecom Secretary JS Deepak said.

He said that according to TRAI, there has been an improvement in the call drop situation.

Earlier this year, telcos had submitted a 100 day action plan on strategy to address call drop issue. They had committed to set up 60,000 base stations as part of this action plan.

"We will review the plan," Deepak added

Civilians to now assist police as 'Police Mitra'


New Delhi, Oct 28 (PTI) Civilians will soon be able to assist police in handling local matters as 'Police Mitra', in an initiative to strengthen the relationship of the security force and the public.


The idea was suggested by Prime Minister Narendra Modi at the Directors General of Police and Inspectors General conference last year where he had stressed that police forces should work on bridging the gap between them and the society.



Delhi Police Commissioner Alok Kumar Verma has issued standing orders to implement the initiative from today.



"The Police Mitra initiative will be implemented from today. Every police station will have civilian volunteers, whose number will depend on the area, and they will help police in crime prevention and establishing a better public- police interface," said Dependra Pathak, Delhi Police spokesperson and Joint Commissioner of Police (Southwest).



The modalities of the programme have also been worked out and those people who have a "good social record" in the area will be enrolled, said the officer.



Their job will be to help police in addressing issues like drug addiction, maintaining communal harmony in the area, he added.



After being chosen, they will undergo an interactive session at the local police stations where they will be posted and will be apprised of their duties, said the officer.

Centre approves 2% DA, to benefit over 1 cr staff, pensioners

New Delhi, Oct 27 (PTI) Ahead of Diwali, the Centre today approved 2 per cent dearness allowance and relief benefiting about 50.68 lakh employees and 54.24 lakh pensioners.

The decision to provide 2 per cent DA on basic pay was taken by the Union Cabinet and will be effective from July 1, 2016.

The 2 per cent DA will result in annual burden of Rs 5,622.10 crore, though for period of 8 months (July-February in 2016-17), it would be Rs 3,748.06 crore.

The central government had increased DA by 6 per cent to 125 per cent in March this year. DA was later merged with the basic pay following the implementation of 7th Pay Commission.

"The Union Cabinet has given its approval to release an installment of DA to Central Government employees and Dearness Relief (DR) to Pensioners from July 1, 2016 representing an increase of 2 per cent of the revised Basic Pay/Pension, to compensate for price rise," a press statement said.

According to statement, the increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs 5,622.10 crore per annum and in the Financial Year 2016-17 for the period of 8 months (i.e. from July 2016 to February 2017), it would be Rs 3,748.06 crore.

BSNL plans to cut thousands of jobs next year

State-owned Bharat Sanchar Nigam Ltd will reduce its workforce by nearly 7% in 2017-18, from the employee-base of 2,09,996 in 2016-17.



BSNL expects total employees as on April 30, 2017, to be 1,96,162, the state-driven telco said in response to an application filed under the Right to Information Act, 2005.



The workforce phase out is part of employees attaining retirement age, which according to the service provider would eventually help in bringing it back into the black in the following year.


"Nearly 10% staff goes off the rolls every year as they achieve retirement. We are not filling up new positions and it could eventually help us in increasing operational profit," BSNL chairman Anupam Shrivastava had earlier told ET. Backed by steady reduction in staff costs, land monetization scheme, tower and spectrum assets sharing, the PSU aims to turn into a profit-making business by 2018-19, according to the top executive.



The VRS (voluntary retirement scheme) proposal aimed at bringing down headcount is however on hold, according to Shrivastava.

Of the 22 telecom circles, Andhra Pradesh has the highest number of 22,000 PSU employees.



BSNL, when compared to private sector competitors, has a mammoth outgo of more than 50% of its annual revenue towards meeting salary expenses of its staff. In 2015-16, the telecom company spent nearly Rs 15,000 crore in salary disbursements.



Rival companies including Sunil Mittal's Bharti Airtel, Aditya Birla group's Idea Cellular and UK-based Vodafone India unit spend a mere 5% to 6% on staff salaries.



Market leader Bharti Airtel has around 20,000 employees across India while the country's second-largest telco Vodafone India has an employee base of little over 13,000.



BSNL posted an Rs 8,234 crore loss in 2014-15, highest among all public-sector companies for that year, followed by Air India's Rs 5,860 crore loss.

Enhancement of ceiling for calculation of ex-gratia Bonus payable to Gramin Dak Sevaks from Rs. 3500/- to Rs. 7000/- - Regd.

Temporary employee to be paid at par with regular worker: SC

NEW DELHI: In a big relief to lakhs temporary employee who have been hired by government departments and agencies across the country on contractual basis, theSupreme Court on Wednesday held that they are entitled to wages at par with permanent employees and principle of 'equal pay for equal work' must be followed.



A bench of Justices JS Khehar and SA Bobde said the principle of 'equal pay for equal work' constitutes a clear and unambiguous right vested in every employee whether engaged on regular or temporary basis.



"In our considered view, it is fallacious to determine artificial parameters to deny fruits of labour. An employee engaged for the same work, cannot be paid less than another, who performs the same duties and responsibilities. Certainly not, in a welfare state. Such an action besides being demeaning, strikes at the very foundation of human dignity," the bench said.



The bench said the principle had been expounded through a large number of judgments rendered by the apex court and and constitutes law declared by the Supreme Court.



"Any one, who is compelled to work at a lesser wage, does not do so voluntarily. He does so, to provide food and shelter to his family, at the cost of his self respect and dignity, at the cost of his self worth, and at the cost of his integrity. For he knows, that his dependents would suffer immensely, if he does not accept the lesser wage," Justice Khehar, who wrote the judgement, said.


"Any act, of paying less wages, as compared to others similarly situate, constitutes an act of exploitative enslavement, emerging out of a domineering position. Undoubtedly, the action is oppressive, suppressive and coercive, as it compels involuntary subjugation," he said.


The court passed the verdict on a bunch of petition filed by tempoary employee working for state of Punjab seeking wage parity with regular employee. They approached the apex court after Punjab and Haryana High Court held that temporary employees were not entitled to the minimum of the regular pay-scale, merely for reason, that the activities carried on by them and the regular employees were similar.



Setting aside the HC order, the apex court held that the principle of equal pay for equal work must be followed in the country as India was a signatory of International Covenant on Economic, Social and Cultural Rights.



"There can be no doubt, that the principle of equal pay for equal work would be applicable to all the concerned temporary employees, so as to vest in them the right to claim wages, at par with the minimum of the pay-scale of regularly engaged government employees, holding the same post,"it said.


"India is a signatory to the covenant, having ratified the same on April 10, 1979. There is no escape from the above obligation, in view of different provisions of the Constitution and in view of the law declared by this court under Article 141 of the Constitution of India, the principle of 'equal pay for equal work' constitutes a clear and unambiguous right and is vested in every employee - whether engaged on regular or temporary basis,"it said.

Justice Reddy committee on OROP submits report

The one-man judicial committee on One Rank One Pension (OROP) submitted its report to the Defence Minister Shri Manohar Parrikar, here today. The Central Government had appointed the committee under the Chairmanship of Justice L Narasimha Reddy, retired Chief Justice of Patna High Court to look into the anomalies, if any, arising out of implementation of OROP.

The judicial committee had held hearings at around 20 cities/towns across the country and interacted with cross sections of Ex-Servicemen as well as their associations. The committee also received 704 representations from individuals and various Ex-Servicemen associations and had held extensive interactions with all stakeholders before submitting its report.

CHQ News: DPC for PS Gr. B for the year 2016-17 ..... updates

Today,  a group of PS Gr. B officers working in Postal Directorate met Director (Staff) Sri Brijesh Kumarji on the issue of delay in convening of PS Gr. B DPC for the year 2016-17. 

It has been told by him that some reports from Rajasthan, Maharashtra and NE circles are yet awaited. It was also told that clarification is sought from DoPT regarding which bench mark is required for holding of DPC i.e. Good or Very Good. The clarification is said to be awaited from DoPT. 

Director (Staff) Postal Directorate have already talked to DPS (HQ) of the concerned circles for submission of required reports.

You are too anxious about succeeding


Anxiety prevents you from working to your potential. Don't be afraid of making mistakes. The most successful of people have made plenty of mistakes in their careers. But they did not give up, which is why success was theirs.

You are not true to yourself


In this world, one of the biggest challenge is to be yourself. Being part of the crowd brings you acceptability, which is why you give in to it easily, sacrificing your own identity.

How many times have you agreed to something only because the whole group wanted it and you did not want a confrontation by suggesting the opposite? Do not be afraid to stand apart from the crowd. You'd be lonely for a while but you'd be true to yourself.


You crib too much about work


We all love a good cribbing session over a few beers with friends after work, but whining about your work life all the time impacts your performance negatively without you even realizing it. How we feel, speak and think affects our state of mind. Happy thoughts bring about positive outputs. If cribbing is all you do, you will subconsciously start hating your job, your life, your boss.


You are not listening to your heart


There are often times when we keep doing things not because we like doing them but because it's probably the right thing to do, the in-trend thing to do. That's when we enter the herd. And you know what they say about the herd? That it kills creativity and makes you mediocre.


You constantly compare yourself to others


Getting demotivated comes close on heels with anxiety. You look at others, smarter, sharper, fitter and happier than you and you instantly feel bogged down by all that glitter around you. If you focus too much on other runners, you are probably going to trip and fall in the race yourself. Don't compare and berate yourself all the time. A little healthy competition is good but jealousy will take you nowhere.


You don't have a plan


While it's okay to be spontaneous and take life as it comes, it's absolutely necessary to plan your career. Not in a 'By-40-I-want-to-be-CEO' kind of way, but in a 'I-need-to-master-this-skill-in-the-next-year' kind of way. You love your job but you are moving ahead aimlessly. You are not tracking your personal growth.


There's lot of negativity around you


Does your family respect the work you do? Do any of your friends criticize your work in an unconstructive way? Steer clear. When others around you make you feel bad about the work you do or the person you are, it not only affects your confidence but your productivity too. The lack of faith and positivity can subconsciously prevent you from giving your work your best.


You waste the first half of your day


Oh yes, mom was right. The early bird takes the worm. Sleeping in late, eating brunch instead of breakfast, skipping exercise (of course, because you are late) and starting your work day late is not good for your success graph. Some of you might argue you are an evening person and the morning just doesn't agree with you.

If you can't work or study in the morning, then don't, but don't waste the first half of the day doing nothing. Schedule tasks that require the least of your effort in the morning. And keep brainstorming for the evenings!


You are low on energy


In the hustle of everyday life, one thing that takes the most beating is health. From skipping breakfast to beginning on junk food in office to those endless cups of tea and coffee, we leave no stone unturned in ruining our health.

Don't think one hour of intense gyming will undo all the harm done by those 5 cups of coffee and smoke breaks you take in the day. We might not realize but most of us are low on nutrition and deficient in vitamins. That headache you get after driving back home is not because of the traffic; that's our body telling you something's wrong.


You are not selling yourself well


This one's a bitter truth to gulp down. Despite being talented and hard-working, you somehow keep falling short. You fail to get recognition for your efforts and appreciation for your talent. Been there? You've been selling yourself short. It's not enough to just be talented and hard-working; you need to believe in your worth so strongly that the world starts believing in it too.

Salaried taxpayers to get SMS alerts on TDS deductions

NEW DELHI: As many as 2.5 crore salaried tax payers will now receive SMS alerts from the Income Tax department regarding their quarterly TDS deductions. 

Finance Minister Arun Jaitley today launched the SMS alert service for Tax Deducted at Source (TDS) for salaried class and the CBDT will soon offer this facility on a monthly basis. 

Briefing reporters about the facility, Jaitley said salaried class cannot afford to pay tax twice or indulge in litigations and hence they should be kept updated about their TDS deductions. 

"Hence tax payers will benefit if they receive information through use of technology. So they can match the office salary slip and the SMS and at the end of the fiscal he will be clear about any possible tax dues," Jaitley said. 

He asked the CBDT to work towards making the grievance redressal system for TDS mismatch online so that there is no interface between the tax payer and the tax department. 

Jaitley said e-Nivaran is working well for tax payers and the CBDT is taking several tax payer friendly initiatiave. 

The CBDT will soon extend this SMS facility to another 4.4 crore non-salaried tax payers. 

"The frequency of SMS alerts will be increased, once the process for filing TDS returns is stremlined to receive such information on a real time basis," the CBDT said. 

CBDT Chairperson Rani Singh Nair said the tax department is encouraging people to register their mobile number on the e-filing website. 

She said tax payer will initially receive a welcome message from the CBDT informing him about the facility and after that each assessee would be sent messages informing them about their respective TDS deductions. 

The new step is an effort by the I-T department to directly communicate deposit of tax deducted through SMS alerts to salaried tax payers. In case of a mismatch, they can contact their deductor for necessary correction. 

Besides, SMS alerts will also be sent to deductors who have either failed to deposit taxes deducted ot to e-file their TDS returns by the due date.
