Retirement on Superannuation

Certain Tax Reliefs announced for small tax payers and others.

While presenting the General Budget 2016-17 in Lok Sabha here today, the Union Finance Minister Shri Arun Jaitley said that the taxation is a major tool available to Government for removing poverty and inequality and this has to be cautiously exercised. But, he would like to give relief to small tax payers, the Finance Minister added.

Thus the ceiling of tax rebate under Section 87A of IT Act has been proposed to be raised to Rs. 5,000 from Rs. 2,000 for individuals with income less than Rs. 5 lakhs. He said that above 2 crore tax payers would get a relief of Rs. 3,000. The limit of deduction of house rent paid under section 80GG has also been raised to Rs. 60,000 from the existing Rs. 24,000 per annum to give relief to employees who live in rented houses.

Under the presumptive taxation scheme under Section 44AD of the Income tax Act, the limit of turnover or gross receipts has been raised to two crore rupees from the exiting one crore rupees to benefit about 33 lakh small business people. It frees a large number of such assesses in the MSME category from the burden of maintaining detailed books of account and getting audit done.

The presumptive taxation scheme is to be now extended to professionals with gross receipts up to Rs. 50 lakh with the presumption of profit being 50% of the gross receipts.

CHQ News:- Updation of Gradation list of Inspector of Posts – upto the year 2000- regarding.

All are aware that Directorate vide memo No. 9-9/2011-SPG dated 2/12/2015 directed to all circles to send the consolidated information of Inspector Post batch from 1992 to 2000 for updation of seniority list. Reminder was also issued on 28/1/2016, but till date information from Jharkhand and Rajasthan circle is not received at Directorate and therefore one more reminder was also issued on 22/2/2016. Information related to few APS candidate is also required at Directorate. Information from Maharashtra circle is said to be received incomplete. 

Circle Secretaries of Jharkhand / Rajasthan / Karnataka / Kerala / Tamil Nadu / Maharashtra and Uttar Pradesh circle to go through the Directorate letter dated 22/2/2016 and ensure submission of requisite information of their circles to Directorate immediately. The updation of seniority list is being done at Directorate for smooth convening of PS Gr. B DPCs.

Government servant getting retirement benefit from deputation office

Appointment to a post on deputation basis is made for a period normally specified in the Recruitment Rules of the deputation post, unless the period of deputation is extended by the Government in terms of prevailing instructions. After expiry of such deputation period, the Government servant is required to revert back to the parent organization/ office. The Guidelines regulating premature repatriation from Central Deputation also provide for repatriation to parent cadre in certain cases such as to avail benefit of promotion. However, there are no specific instructions which require a Government servant on deputation to be reverted back to the parent organization/ office before retirement only to facilitate fixation of pensionary benefits. 

Rule 33 of Central Civil Services (Pension) Rules prescribes the emoluments to be taken into account for calculating pension. 

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Motilal Vora in the Rajya Sabha today.

Changes in Civil Services Examination

An Expert Committee has been constituted by Union Public Service Commission (UPSC) under the chairmanship of Shri B.S.Baswan to comprehensively examine the various issues, raised from time to time regarding the Civil Service Examination, with respect to the eligibility, syllabus, scheme and pattern of the Examination vide notice dated 12.08.2015. The Committee has been given extension of time till August 2016 to submit its report. 

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Neeraj Shekhar in the Rajya Sabha today.

Three Information Commissioners take over in Central Information Commission today

Shri Bimal Julka, Shri Divya Prakash Sinha and Shri Amitava Bhattacharyya were administered the oath of office of the Information Commissioners, Central Information Commission (CIC) by the Chief Information Commissioner, Shri Radha Krishna Mathur.

With their induction, the total number of Information Commissioners including the Chief Information Commissioner has gone upto 11 in the Central Information Commission.

Shri Bimal Julka, a former IAS officer, before joining the office of Information Commissioner in the Central Information Commission, was holding the post of Secretary, Ministry of Information & Broadcasting in Government of India. His area of eminence includes Administration and Governance.

Shri Divya Prakash Sinha, a former IPS officer, before joining the office of Information Commissioner in Central Information Commission, was holding the charge of Secretary (Security) in the Government of India. His area of eminence includes experience in security.

Shri Amitava Bhattacharyya, a former IAS officer, before joining the office of Information Commissioner in Central Information Commission, was holding the charge of Chairman, Staff Selection Commission. His area of eminence includes Administration and Governance.

Rail Budget 2016: New rule for unreserved train tickets from March 1

An unreserved train ticket for travelling upto 199 km distance will no longer be valid after three hours of purchase of the ticket as railways has formulated a new rule to be effective from March 1, Lok Sabha was told today. 

Unreserved tickets for distances upto 199 km, the journey has to be started from the originating station within three hours of the issue of tickets or upto the departure of first train for the destination whichever is later, Minister of State for Railways Manoj Sinha said in a written reply. 

He said the return journey facility for distance upto 199 km for unreserved tickets has been withdrawn. 

Sinha said the facility for issuing paperless platform tickets through mobile phones is already available on 29 stations.

India Post rides high as villagers shop online

With his rickety bicycle and sackcloth mail bag, 62-year-old Indian postman Chet Ram does not look like a worker at the vanguard of an e-commerce revolution delivering everything from mobile phones to cow manure.



He pedals miles each day in rural Rajasthan state, ferrying packages to villages and takes payments in cash because most of his customers do not have bank accounts, let alone credit cards. While in the United States online giant Amazon and its ilk experiment with futuristic drones and one-hour deliveries, in rural India e-commerce retains a distinctly old-fashioned feel.



Yet the dawn of online shopping is changing the lives of people in rural areas -- and is breathing new life into India Post, the ailing state-run postal network, which has struggled with a huge deficit for years. In the past two years the 160-year-old postal giant has tied up with 400 e-commerce companies including Amazon and Indian giant Flipkart to deliver a diverse range of goods.

It deploys its vast network of about 460,000 employees across 155,000 post offices to take goods to customers in remote areas, often hundreds of kilometres (miles) from the nearest town. Government clerk Surinder Singh Yadav from rural Ula Hedi village in Neemrana district says the dawn of e-commerce has transformed shopping for his family, who now nudge him to order products they see advertised on television.



"These companies give us a variety we don't get in our local markets, quality at competitive rates and a doorstep delivery," said Yadav, as he accepted a delivery of a spray paint machine. The absence of reliable private delivery companies outside the big cities led India Post to step in to fill the gap.



"Until recently, people in these rural areas had aspirations but no means to access the market," Kavery Banerjee, secretary of India Post, told AFP.



"Now we are delivering women's clothes and latest electronic gadgets even in the remote regions of country like Leh and Ladakh," she added. It has been a huge success, with parcel deliveries increasing 15-fold to 75,000 daily deliveries in the past two years. But India's vast areas of rural terrain, where roads can be poor and infrastructure patchy, pose challenges to the digital revolution.

Most small post offices, like the one in Neemrana, depend on unreliable public transport to collect parcels from region's bigger post offices. Postal workers use bicycles and old cloth mail bags which make it difficult to transport bigger or multiple parcels. Many rural Indians are still new to the Internet -- up to a billion people are not yet online in the country -- and are wary of e-commerce sites, preferring to hand over money only after receiving the goods.

Part of the firms' success has been driven by giving customers the chance to pay cash on delivery -- although it takes up to two days to find out if a parcel was accepted by a distant recipient.



"It has given a sense of empowerment to customers who are not confident about e-commerce shopping," said K.C Verma, an assistant superintendent at a post office in Behror, a town close to Neemrana.



One such customer is Sudesh Yadav, a farmer's wife in Daulat Singh Pura village in Neemrana who refused to accept her parcel of a car cleaning kit. "The company has sent the order almost a week late," she told the postman who had cycled to her home on a cold January morning to deliver the goods.

"We have already purchased it from a nearby town. Take it back," she said.



India Post, which was founded under colonial rule in 1854, hopes the huge growth of e-commerce will enable it to reverse its ailing financial situation. The value of cash-on-delivery parcels handled by the postal department is expected to register a 300% increase by the end of financial 2015 compared with last year, India Post said.



It hopes to slash its $800 million average annual deficit and improve profitability at its 140,000 rural post offices.



Communication and Information Technology Minister Ravi Shankar Prasad told reporters last month that the Indian postal department had the potential to become the "world's leading e-commerce delivery platform".

Public Investment Board(PIB) clears India Post's Rs 800 crore proposal for payments bank

The Public Investment Board has approved the Rs 800-crore proposal from India Post for setting up a payments bank and it will be placed before the Cabinet within a month for final approval. 


PIB, under the Finance Ministry, whets the investment proposals by state-run entities. 



"The PIB meeting has been held on January 19 and the proposal has been approved. The recommendations of PIB will now be placed before the Cabinet for final approval," a senior official of Department of Post (DoP) told PTI. 



The department is also in the process of finalising selection of a consultant for setting up of the India Post payments bank. 



It had shortlisted six consultants but only three of them submitted the bids. 



The India Post payments bank will primarily target unbanked and under-banked customers in rural, semi-rural and remote areas, with a focus on providing simple deposit products and money remittance services. 



The pilot for the payments bank is set to start from January 2017 and the full-fledged operations may start by March. 



As many as 40 international financial conglomerates including World Bank and Barclays have shown interest to partner the postal department for setting up the bank. 



The Reserve Bank has granted payments bank permit to the department, which is already into providing financial services and has 1.55 lakh branches across the country. 



As per the RBI guidelines, a payments bank can offer limited services such as demand deposits and remittances. 



They will not be allowed to undertake lending activities and will initially be restricted to holding a maximum balance of Rs 1 lakh per individual customer. 



They will be allowed to issue ATM or debit cards as other prepaid payment instruments but not credit cards.

Centre likely to hike dearness allowance to 125% from existing 119%

The Centre is likely to hike dearness allowance (DA) to 125 per cent from existing 119 per cent, which would benefit its over 10 million employees and pensioners. 

"Average rate of Consumer Price Index-Industrial Labour from January to December, 2015 was 6.73 per cent. Thus, the Centre will increase dearness allowance by six percentage points to 125 per cent from existing 119 per cent as per accepted formula for calculation," Confederation of Central Government Employees and Workers President K K N Kutty told. 


The new rate of DA will be implemented from January 1, 2016, which will be applicable for 4.8 million central government employees and 5.5 million pensioners. DA is paid as a proportion of basic pay of employees. 

The proposal to hike DA is moved by the Finance Ministry on the basis of accepted formula for calculation. The Union Cabinet approves the DA hike for its employees. 

However, dissatisfied over the meagre hike in DA in the backdrop of high cost of living, Kutty said, "The real inflation ranges between 220-240 per cent, but we will get only 125 per cent." 

The Centre revised DA twice in a year on the basis of one year average of retail inflation for industrial workers as per the accepted formula. 

Earlier in September last year, DA was increased to 119 per cent from 113 per cent which was effective from July 1, 2015. 

In April last year, the government had hiked DA by 6 percentage points to 113 per cent of their basic pay with effect from January 1, 2015.

CHQ News:- GS writes to Secretary (Posts) for convening supplementary DPC of PS Group B cadre for the year 2015-16

Subject:  Request for convening supplementary DPC of PS Group B cadre for the year 2015-16.

Respected Madam,

      Your kind attention is invited to Association’s letter No. CHQ/AIAIASP/PS Gr. B/DPC-AP/2014 dated 11.1.2016 (copy enclosed) vide which it was requested to convene review / supplementary DPC for promotion to the cadre of PS Gr. B for the year 2015-16.  But nothing has been heard in this regard so far.

It is to bring to your kind notice that DPC for promotion to the cadre of JTS Gr. A for the year 2015-16 was convened prior to holding of DPC for the promotion to the cadre of PS Gr. B for the year 2015-16. Resultantly, 36 officers of PS Gr. B cadre were promoted to JTS Gr A vide memo No. 4-2/2015-SPG dated 31/12/2015.  Mean while 7 officers declined their promotion in PS Gr B cadre and Directorate accepted their declination vide memo. No. 9-03/2016-SPG dated 28/1/2016. Thus, 43 residual vacancies are available for convening supplementary DPC in PS Gr. B cadre for the year 2015-16. It is worthwhile to mention here that last year also such type of orders were issued followed by supplementary DPC for the promotion to the cadre of PS Gr.B. Consequently, 34 posts of PS Gr B cadre was filled vide Memo No.9-25/2014-SPG dated 14/7/2015.

          It is significant to mention that out of 122 officers promoted vide memo dated 10.11.2015, 31 officers promoted to PS Gr. B for the year 2014-15/supplementary DPC for the year 2013-14 and declined their regular promotion shall also have been selected against the vacancy year 2015-16. These 31 officers will be promoted only after the expiry of their debarment period. Willingness / un-willingness of such officers have not been obtained by Directorate till date.

Supplementary DPC of the left out vacancies from the extended zone of consideration is a part of main DPC and should be convened immediate after completion of one month against left out vacancies so as the officers in the extended zone may not be deprived of their legitimate right and benefits. It is also the settled law that if the consideration for promotion gets delayed for no fault of the employee who is otherwise found fit for promotion in that vacancy year itself, then natural justice would require grant of the benefit of promotion with retrospective effect from the date of occurrence of the vacancy. Even now, no action to convene supplementary DPC has been initiated.

In view of the above, your honour is requested to convene the supplementary DPC for the vacancies 2015-16 only after 31 officers whose debarment period is over or after receipt of declination of promotion if any from them.

          We hope that an early action will be taken in this issue.
