The
issue of joining strike by members of AIAIASP alongside Postal JCA has been
under consideration both at Circle and CHQ level for sometime now. Based on the
feedback received from Circles, CHQ came up with a stated position as per
posting on CHQ blog on 15.06.2011 that due to inadequate support from Circle
Branches no notice for strike was being served and the CHQ would pursue with
Directorate for solution of all outstanding issues through negotiations. Such
position gave the impression that the AIAIASP is not going to join the strike
this season.
The
message was enough to dampen whatever little spirit that had grown slowly but
steadily in favour of the strike. Last year when the strike proposal was mooted
there was hardly any support coming up from Circle Branch units. In contract,
at least 7 Circles (including Odisha) came up with clear support for the strike
this time. Seven more Circles wished to go with the decision of CHQ which was
again an indicator of positive approach towards the strike. Critics’ comments
notwithstanding, the gradual increase of opinion in support of strike
symbolizes the growing dissatisfaction among IP cadre officials with the
present state of affairs. It is for the
leadership at Circle and CHQ level to give vent to such dissatisfaction to the
advantage of the Association for mass benefit.
But the tempo and the spirit that could show preparedness to strike is
nowhere to be seen. From the ‘revised charter of demands’ posted in CHQ blog on
18.06.2011 it appears that confusion still
prevails on the issue of joining strike.
There
is no news from CHQ about the date of submission of the revised charter of
demands or any other development on the score. On the otherhand the date of
commencement of strike by Postal JCA is drawing near while the Postal JCA is
proceeding with the preparation of strike in a structured and systematic
manner. AIAIASP, Odisha Circle Branch is getting queries from members about the
prospect of joining strike and getting comments on ‘the revised charter of
demands’. According to some, the charter of demand does not reflect the main
demands that the members wish to get fulfilled on priority in a realistic
manner. To them, the following three
demands in order of importance would meet the aspirations of majority of
members.
1.
GP
of the IP cadre should be upgraded to Rs.4600/- w.e.f 01.01.2006 on par with GP
of Inspectors of CBEC/CBDT
2.
Cadre
restructuring of IPs should be done to allow more and speedier promotional
prospects than what is being given in the existing system.
3.
Workload
of IP cadre should be rationalized. More posts of IP cadre should be created to
cope up with the nature of new duties added to the IP cadre posts since
1981.
CHQ should give consideration to the fact
that members look forward to Association’s role to take care of their aspirations
without affecting each other’s interest. Another aspect is that support of
Postal JCA and AIAIASP is complementary to each other and the demands should be
framed in such a way that it does not appear that both the groups are working
for cross purposes.
Let CHQ think over the issue
and come to a decision as considered appropriate in the present situation at
the earliest.

Dear Sir,
As I stated earlier,the logic given by CHQ for not going to serve stike notice is contradictory. As mentioned in the CHQ blog,7 circles have supported and 7 other circles have left the decision on CHQ, which clearly means that CHQ may take a decision to serve notice for strike with support of 14 circles. Then how it can be said that majority of the circles are not in the fabvour of strike ? Moreover, if this is the case, why the lenghty charter of demands has been circulated?
Now time has come for some fruitful action. If CHQ is not in a position to go for strike at this stage, atleast one day mass casual leave may be planned early.
In my opinion,there should be only two demands at this stage ;
1. GP of the IP cadre should be upgraded to Rs.4600/- w.e.f 01.01.2006 on par with GP of Inspectors of CBEC/CBDT.
2. Cadre restructuring of IPs should be done to allow more and speedier promotional prospects than what is being given in the existing system.
Other demands, such as workload is related to cadre restructuring. Moreover, other demands may be raised once the main issue is resolved.

Please see the comments of Sh. R Senthilkumar in SA Post blogspot. He himself decided about our association and our cadre member as Spineless union and mostly corrupted. I wish a strong reply to this comment may be given through our CHQ.
CHQ's demand to implement the cadre review done 20 years back, is a ridiculous and retrograde step. This only shows the intellectual bankruptcy in the Association.
This is worse than the 2G spectrum sale done in 2008 at 2001 rates. The world has changed so much in the last 20 years and so is our work profile. Still clinging to a review done 20 years back according to the work profile at that time is highly laughable and shows lack of any interest in the welfare of the cadre.
Demand for merger of ASP & SP is a good move. Let them get it materialised and get the Gr. B exam scrapped and instead get an exam for promotion to Group A.
There is no need to join issue with anybody. Look at the Index of India by Transparency International. Preaching righteousness is not enough. Eradication of corruption will be possible only when everybody practices righteousness. Follow your own method towards a corruption-free society without being provoked by any outside influence.Get your own certificate from within.
