Proposed charter of demands for the ensuing strike

The proposed charter of demands posted in the blog of CHQ was examined. Some members have communicated their view on the same. To many, the demands proposed by CHQ are too many which are likely to affect our main demands. 

It is assumed that CHQ has taken Postal JCA into confidence to participate in the strike, because each other's cooperation in the matter is important for achieving the objectives. Demands of both the groups should not clash with each other so that the purpose is not defeated by conflicts. Taking all these factors into consideration and the feed-backs received from members, the AIAIASP Odisha Circle Branch proposes the following four points only to be included in the charter of demands, if CHQ has gathered support of members throughout the country to participate in the strike. Decision in this regard needs to be taken at the earliest.
  1. GP of the IP cadre should be upgraded to Rs.4600/- w.e.f 01.01.2006 on par with GP of Inspectors of CBEC/CBDT 
  2. Cadre restructuring of IPs  should be done to allow more and speedier promotional prospects than what is being given in the existing system. 
  3. Workload of IP cadre should be rationalized. More posts of IP cadre should be created to cope up with nature of new duties added to the IP cadre posts after 1981. 
  4. General line officials promoted through PS Gr.B Examination should be posted in operative offices only.
As regards point number 1, it is for the Govt to decide how to compensate the senior IPs/ ASPs. Association has aleady given its consent to two alernative merger proposals.
It is hoped, all concerned will give due consideration to these suggestions.

Sir,

Why you are dropping the demand of merger of ASP with SP. This will lose the support of many ASPs towards strike. IP/ASP association should not bother the feeling of PS Group-B officers now. Their worries should be taken care of by their association.

So please include the demand of merger of ASP and SP cadre as this will yield more posts for IPs for promotion and with regard to ASP they will get GP 4800 with all financial powers now enjoyed by PS group-B and after four years ASP will get GP 5400 also.

By dropping the above demand you are losing this golden opportunity.

If everybody will be interested in his / her own benefit without accommodating the broader view for mass benefit, only God can help IP cadre. We are nowhere near the prospect of getting the GP of IP upgraded, yet we are busy calculating the loss and profit of juniors and seniors. This will help disintegrate the Association for the amusement of the Administration which will benefit more through the method of divide and rule.

Sir,
You are correct. Already our association is not accommodating the broader view for mass benefit and demanding no cut in the seniority quota for promotion to PS Gp B cadre (Refer pt 2 of charter of demands) which is nothing but a clear disadvantage for those IP/Junior ASPs waiting to appear in LCDE and become a SP at an earlier stage.
This above point is supported by the fact that already there is no vacancy (for LCDE) for PS Gp B as evident from this year vacancy announced and if the quota is again reduced taking in view of Sr PM cadre vacancy, there is absolutely no chance for these IP/ASP to become an SP (not Sr PM)through LCDE (considering the roaster points of Gp B officers which is 162 working strength as on 1-1-2011 against the proposed revised quota of IP line officials for PS Gp(not Sr PM) through LCDE of 62 only). The only chance to become an SP through LCDE will come only after the retirement 100 of those PS Gp officers selected through LCDE. How it is possible????
On the other hand, the dept has revised the pattern of PS Gp Exam to MCQ type taking account the interest of the Sr ASPs (who are not able to write papers for 3 hrs due their age factory even though then knew the answers very much)and it can be beneficial for all including junior/senior ASPs to become an SP/Sr PM by taking LCDE. But it is not at all possible for a junior IP/ASP (having minimum service of 6 yrs) to become an SP immediately but only say after 23 or 24 yrs eventhough he is most intelligence. Comments are invited.

How is my suggestion is termed as individual interest?

IP/ASP association comprises IPs and ASPs only. I have pointed out a suggestion which benefits both IPs and ASPs. we are not taking away any advantages of SPs cadre.
Can you pointed out any demands putforth by the JCA is beneficial to IP cadre or PS Group-B. They are striking for their benefits and career advancements.

Merger of ASP with SP will not any way clashes with demands of JCA. So your contention is wrong.

Are you aware that the All India Conference of our Association held in New Delhi in April 2010 passed a resolution, based on majority opinion after a marathon discussion, to suggest the Department for merger of IP and ASP cadres to facilitate upgradation of GP of IPs? The proposal for merger of ASP and SP cadres was also discussed but was overruled by majority decision as the proposal appeared impractical, because the nature of duties of posts of ASPs and SPs has dissimilarity on a number of points. Going back to the proposal of merger of ASP and SP cadres is against the mandate given to the CHQ in the All India Conference. This is one aspect. Another aspect is - where is the need for any merger proposal? It is for the Department to seek opinion of the Association only when it is serious about upgrading the GP of IPs. When we are arguing about different options among ourselves, the Department has virtually slept on the proposal of upgradation of GP of IPs.

Let me mention here that Association does not run on individual opinion but on majority decision. Individual opinions are, no doubt, taken for discussion. But in this case discussion has already been made and decision already arrived at CHQ level.
You have not even disclosed your identity while giving your opinion. Can CHQ go with the opinion of individuals who even prefer to remain anonymous? You have a right to wish what you think right. But let me say that if wishes were horses beggars can ride. Be sure that divergent opinions without rational thinking will lead us nowhere. That is the state of reality now, whether you accept it or not.
