Sub:- Organizational Restructuring in the Department of Posts-Suggestion of GS on "do away with PS Group ‘B’ Examination".
Dear Shri Ingale Ji,
This
has a reference to your letter dated 4th June,
2012 addressed to Ms.Kalpana Rajsinghot, Director
(Estt. & DE) & Member Secretary of the Committee, Department of Posts on
the above subject. In para-7.a (iv) of the said letter it has been suggested to
do away with the PS Group ‘B’ Examination System. It is not understood how a "complex"
and
"sensitive" issue like dispensing with the PS Group ‘B’ Examination System was suggested by the GS
without consulting the Circle Associations. May be, a few Circle Secretaries
having traditional and narrow thinking might have suggested the GS in this
regard. But, the onus of taking such a decision
does not lie with them and GS.
This Association is not only to protect the promotional
benefits of senior ASPs but also to take care of the aspiration of many young
IPs/ASPs to get promotion to PS Group ‘B’ cadre through LDCE.
Odisha
Circle is totally against the suggestion of GS to do away with
the PS Group ‘B’ Examination System and hope the GS will not
involve himself with such hasty and whimsical decisions in future without
obtaining mandate from the Circle Associations and to concentrate on GP issue
which is unreasonably rejected by the Finance Department.
On
the other hand Odisha Circle is continuously emphasizing on the need of
uniformity throughout the country in getting promotion of IPs to ASPs to uphold
the justice and equality so that the resentment growing in the minds of members
in the Circle due to above disparity in getting promotion to ASP cadre can be
subsided. But, the CHQ is not taking up this genuine issue at the appropriate
level.
I
would, therefore, like to request you once again to take up this issue at
appropriate level.

Thanks a lot for protesting such an important issue.
Thanks,Mr. Pitabasa Jena, CS. You have rightly and timely interfered and protested into such an important and sensitive issue. The GS should NOT have taken such a whimsical and hasty decision without consulting circle branches. Even nation wide debate is necessary to arrive at conclusion into such an issue.

DISGUSTING . RIDICULOUS. the GS CAN'T THRUST HIS BIZARRE IDEAS UPON THE MEMBERS OF THE ASSOCIATION. IT SEEMS THE SUGGESTION OF THE GS TO DISPENSE WITH GR-B EXAM IS ENTIRELY BIASED AND WITH VESTED INTEREST.

Thanks for raising voice in favour of LDCE by rightly pointing out that the association is not only to protect in the interest/benefits of senior members but also the aspiration of many young members.I would like to expect the same action from other circle branches including my own circle branch. ASP from TN.
Sir, This is regarding the questions asked in the LDCE for PS Gp B examination. The department has announced that 25 MCQs questions will be asked in "current affairs" topic. But everyone who appeared in the exam/who came to know the questions will be astonished as there were several questions not come under the definition of current affairs but thee related to constitution of india. (eg Salary of ex officio chairman of Rajya Sabha, Age of Rajya sabha MP etc). Some questions are not at all relevant to current affairs. (eg Who is the founder of Face book, Where the Ranjit sagar dam is situated etc). If this is a situation, how could one prepare for the exam???Also there were two or three correct answers for a question (eg Which of the document should be sent along with appeal) and the same questions are repeated twice ( Retrenchement register ACG-60) and Period of preservation of cash book of DDO) Instead of calling it as current affairs, it may be called as G.K and the aspirant candidates should be aware of this. This lapse should be taken at the Dte level by our association for taking remedial action atleast in the next exam (if held). (NB I am sending this text to every circle branches for information and n/a) ASP from TN.
Mr GS rightly thought an issue and presented it wrongly. First demand for stopping direct recruitment into IP cadre which will benefit both PA as well as promotee IP cadre. PAs will get more promotional avenue, promotee IPs wouldn't die waiting for further promotion. after few years all PSS Gr B and JTS posts will be occupied by direct IPs and the time they vacate a post all promotee IPs may have retired.

It appears that you have a pre conceived thought that the promotee IP is not that much of talent to compete with the direct IP which is not at all correct. All the IPs/ASPs are equal in knowledge and their preparation will be the deciding facotor. ASP from TN.(In your dictionary, promotee IP)

What is the use of examination when on one side iPs /ASPs are waiting for 23-24 yrs to get Group B Promotion. It takes 12-13 yrs to become an ASP wheres is other departments like Income tax/ Central excise the inspector are promoted to
Group B in 10-12 yrs .Suppose if u do not get through any of the exam ,u have to wait for such a long period to get Group B Promotion. Then what will be ur views. Dear Anonymous PSS GP B examination is a lollipop department has given to inspectors
.U See the discrimination. Inspector Post first has to compete for 2-3 vacancies in the circle whereas in case Sr postmaster coming from postmaster grade is to be promoted of seniority cum fitness and yet again the IP/ASP has appear for another litmus test of Group B exam where clear favoritism has remained prevalent in past , present and future also. Is it possible to get 100/100 marks in papers. In present change in pattern of Gp B Exam , the 200 words paragraph /essay writing will source of problem which failure candidates have faced. Our GS has rightly recommended to do away the examination and I strongly appose ur view

Sir,
There is no base in arguing that the LDCE for PS Gp B should not be conducted. On the other side, so many reason are there in favour of conducting the examination. A sample for the above is as under :-
1) Promoting young and energetic IP/ASP as Supdt will be good for the department in the changing environment of IT based work.
2) The most talented IPs would not have to wait for his time say about 23-24 years to become an SP if LDCE is allowed to continue.
3)If a PS Gp B officer aged more tha 50 years is posted to other circle on his promotion it will be difficult for him to adjust himself to the environment. If he is 38-42 years, it is easy for him to adjust to the nature(Since in the recent past there is no vacancy (especially in southern part of India in the home circle for the PS Gp B officers)
