Sub:- Request for ceasing  of the irregular practice of writing of confidential report through Sub-Divisional Heads and other IPs/ASPs on RPLI proposals submitted by the Direct Agents.

Respected Sir,

A kind reference is invited to Directorate of Postal Life Insurance Letter No.26-2/2003-LI dated 15-07-2003 and dated 25-08-2003.

There is provision of submission of RPLI proposals procured by Gramin Dak Sewaks (GDSs) to the Sub-Divisional Heads and the Sub-Divisional Heads are submitting the said RPLI proposals to the Divisions with their confidential report for acceptance of the policy. For this 10% incentive of effective business of RPLI paid to the GDSs is being paid to the Sub-Divisional Heads.

But there is no such system in the prescribed ruling of writing confidential reports from the Sub-Divisional Heads or any other IPs/ASPs for the business procured by Direct Agents. As per the clarification issued vide Sl. No.V of Directorate of Postal Life Insurance Letter No.26-2/2003-LI dated 25-08-2003 “The Agent will send the proposal for PLI/RPLI direct to Division”. Presently most of the Divisional Heads are sending the RPLI Proposals procured by Direct Agents to the Sub-Divisional Heads for writing confidential reports by them.

As per understanding of this Association this is in contravention of rules and no incentive is also payable to Sub-Divisional Heads for business secured by Direct Agents.

I, on behalf of this Association, request for kind consideration of issuing necessary instruction to the Unit Heads to cease the irregular practice of writing of confidential report through Sub-Divisional Heads and other IPs/ASPs on RPLI proposals submitted by the Direct Agents.

If the Circle Administration has any contradictory view point on this issue, then this Association would like to request for supply of the specific ruling of writing of confidential reports from the Sub-Divisional Heads or any other IPs/ASPs for the business procured by Direct Agents for the knowledge of this Association.

With profound regards,
Yours sincerely,

(Pitabasa Jena)
Circle Secretary
