Today, I visited Postal Directorate and met with the Director (SR) to enquire about the outcome of the meeting held on 11.08.2011. The Director (SR) informed that the minutes of the meeting will be issued in next week and orders for constitution of committee for restructuring of IP Cadre will be issued shortly.

What about the GP issue of Ips. DG told that merger of IP and ASP is the only solution for upgradation of GP to 4600 of IPs at par with CBDT/CBEC inspectors. Association has already sent letters earlier with their consent for merger of IP/ASP cadre. So what is stopping the merger of TP/ASP cadre? The gazatted status issue will be resolved by providing gazatted status once IPs get confirmed after 2 years of service in IP cadre. We should not waste any more time and immediately ask Directorate to merge IP and ASP cadre.
It isn't so easy my dear friend.Our association people and senior cadre members are still in illusion about gazetted status. We are claiming gazetted without publication in official gazette and not-a-single extra facility.I had came across some news either in Kerala or Karnataka circle association blog that some university refused to accept attestaion on a document made by one ASP. I think this is more painful, if the same is true. Are we not made fool? Our association people must explain what steps they had taken for publication of name of all the ASPs in Gazette of India during the last 7 years.What we have got by that status ? Are we not losing genuine claims by creating a strong ladder (non-gazetted IP and gazetted ASP). What will be the loss of senior IP and ASP once the GP of IP is raised to 4600.All are requested to participate in debate in the blog.

If the GP of IP is hiked to Rs.4600/-and both the cadre is merged, it will be beneficial for all our cadre members be it junior IP or senior ASP as explained below :-
(i) If the GP of IP is Rs.4600/- then, those IP/ASP in all circles passed the IPO exam before year 2001 will get GP of 4800 as MACP. Now one IP/ASP will reach the GP of 4800 only after a long service say 20 years or more in IP cadre or 30 years of service in the dept.
(ii) Demanding Gaz status is not worthwhile as far as the present environment is concerned as there is no bonus to ASPs and their attestaion are not even accepted by the universities (today and many by tomorrow). Moreover, demanding Gaz status to some people(whether it is ASP or IP having 2 years service etc) will result not only delay in taking decision by the dept but also invite similar demands from other departments like CBDT/Income tax Inspectors also. The DOPT will clearly forsee this demand and may defer/reject our demand for Gaz status before becoming Supdt/Sr PM.
(iii) If both the cadre are merged in single nomenclature, there will be liquidity in posts and one IP/ASP can work in his home region (Even in Division)for atleast 12 years without shifting his base due to want of vacancy in his division as of now(as there are one or two IP or ASP Sub DIvision in each division.
(iv) The direct IP(SSC IP) can even get GP of 6600 on getting MACP III if the posts are merged with a GP of 4600.
Hence it is clearly advantage for merger of both IP and ASP posts with a GP of Rs.4600/-.
