Sub: Up-gradation of Grade Pay to the cadre of Inspector Posts – regarding.
Ref: Postal Directorate No. 4-12/2009-PCC dated 22-03-2010.
Respected Madam,
This association submitted six representations requesting the Department to upgrade the Grade Pay of Inspector, Posts on par with Inspectors of CBDT/CBEC and Assistants in CSS. Last representation was submitted on 24-06-2010. The Department had detailed discussions with our association on several occasions. Department was good enough having considered our case sympathetically and submitted the file to the Ministry of Finance duly recommended but the Ministry of Finance returned the file with observation that there is post of ASP in between Inspector Posts and PS Group ‘B’ whereas no such promotional post is available in the CBDT/CBEC & CSS and hence the post of Inspector Posts is not comparable with Inspectors, Income Tax/Excise& Customs.
2. We had detailed discussions with the DDG (Estt) on 05-04-2010 and during the discussions, it was agreed to merge the post of Inspector Posts and Assistant Superintendent Posts and make it comparable with the post of Inspector CBDT/CBEC. Now, it is more than 4 months have elapsed but the proposal has not been materialized so for. It has become a burning issue in all our circle conferences and our members are very much dejected and frustrated.
3. In order to keep the post attractive, it is required to upgrade the Grade Pay of Inspector Posts on par with Inspector, CBDT/CBEC. It is further brought to your kind notice that due to implementation of MACP scheme, even the Postman has got the Grade Pay of Rs.4200/- and the Postal /Sorting Assistant has got the Grade Pay of Rs.4600/-. Now, new entrant in the cadre of Inspector Posts is getting less pay than a Postman who is being supervised by the Inspector Posts. It is not a healthy trend to have a defective command and control structure in the Department of Posts.
4. It is urged to take immediate steps to revise Grade Pay of Inspector Posts from Rs.4200/- to Rs.4600/- so that the anomaly created by the 6th CPC be removed to some extent and render justice to our cadre.

Since last one week , all the citizens of the country are watching the happenings the highest pillar of Democracy. My meaning here is about the unprecedented move of the representative of the people which the country men sent to the parliament to make the laws and run the Government of the Country regarding raising the pay of MP from Rs 15000/ - to Rs 50000. /- . The lower house was disrupted many time and even Hon’ble Speaker has to adjourn the house as the member of Loksabha ( MPs including former ministers ) continued to press for their demand of raising the salary and the dead lock came to an end only after the assurance given by the Finance Minister to consider their demand.
2 Hon‘ble MP Shri Lalu Prasad compared the salary of MPs with Lower Division Clerk and placed a demand of Rs 80001/- which is Rs 1/- more than the highest scale in the Govt employees . Though these public servant are amassing incomparable other perks than of Govt servant. But their way for demand to raise the salary was unique.
3, Now I want to come to the point of raising the grade pay of inspector Posts from Rs 4200/- to Rs 4600/-. Since after declaration of Sixth Pay commission we are continuing to submitting representations to the Secretary, Department of Posts and the last letter has been sent in this month The drafting of the representation appears to be very formal . From the representation. it appears that a leader of Association is writing an personal application . Sir, The association has given you vast powers that even one step can shake the department . But it appears that the either our leadership is not interesting in the affairs of the Association or do not want to strain your relations with officers of the department. Please Wake up .It should be kept in mind that this attitude will not yield any favor from the department as the Officers of Department of Posts can never be favorable to the IPs/ASPs as till date none of higher officers went to Ministry of Finance to convince them.
4. Only way left for the IPs /ASPs is the agitation, which has also to be decided by the central leadership . If our MPs can adopt agitational approach to get their justified demands , Why can’t we ?
5. The members of association are not aware about the fate of the file relating to the merger but if it has moved to the Ministry of Finance , Central leadership need to meet with the PS of Shri Pawan Kumar Bansal by giving the reference of Memorandum submitted by Circle Secretary of Punjab Circle in May 2010 .
