The proposal for upgradation of GP of IPs has been there
with the Department since November 2009 after analogous posts in other
Departments / Ministries of Govt.of India got their GP upgraded to Rs.4600/-.
The hope of getting the GP of IPs upgraded
has resulted in despair as the MOF reportedly returned the proposal without
accepting it. After the AIC of AIAIASP in New Delhi held in April 2010, the
Department of Posts involved the AIAIASP through a meeting on 05.04.2010 to get
its views on the question of merger of IP & ASP cadre to facilitate the
proposed upgradation of GP. The AIAIASP has already mentioned during the
discussion on the issue on 05.04.2010 with the authorities in the Directorate
that merger of IP & ASP cadres is acceptable in order to get GP of
Rs.4600/- for the merged cadre. AIAIASP was hoping that the Department of Posts
would be doing something soon to get the aspirations of the IPs and ASPs
fulfilled. But time passed by and hopes continued to remain unfulfilled.
Impatience led to filing of a CAT in Ernakulam Bench. Action of the Department
is now stalled reportedly on the ground that the matter is sub judice. The plea is simply
misleading as there is no order from any quarter restraining the Govt to upgrade
the GP of IPs. The Department is observing that the IP and ASPs are suffering
silently but is doing nothing worthwhile to address the issue with required
amount of sincerity and promptitude.
Poor IPs and ASPs are
helplessly waiting for the outcome of the CAT case in Ernakulam Bench which is
filed by individual endeavour. The Department is repeating its old practice of
showing no concern for IPs and ASPs. The cadre could do nothing when it was
placed in equal status in Pay with TBOP officials in IV CPC. The cadre review
was shelved even after getting Presidential sanction in 1989 for creation of
248 Gr. B posts. No cadre review has been done for IP cadre since 1981. There
is no upgradation of GP of IPs so far on par with the analogous posts in other
Departments and Ministries of the Department. Now with implementation of MACPS,
the IPs have been virtually reduced to the status of Overseers of Mails in
terms of GP. Instances of neglecting this cadre are many. On the other hand the
responsibility and workload of IPs and ASPs are increasing day by day. Target
of PLI/ RPLI and other business schemes for them have played havoc. Also in
rise are the warnings and punishments for the cadre members.
The Department knows very
well that there is no problem in getting various work extracted from this cadre
even without conceding anything to them. So the Department treats this cadre
accordingly. Take the case of other cadres, particularly, the Class-III, by
contrast. The Govt. is very much obliged to negotiate with them even when it
feels that it cannot simply meet many of their demands. The courtesy and the
respect with which the Department treats Class-III Union functionaries is no
where to be seen for the IP /ASP Association. All these are happening only because; IPs and
ASPs have no nuisance value. Until and unless IP cadre has no nuisance value the
attitude of the Govt. towards them will not change. Why then the IP cadre lacks
any nuisance value. It is obvious.
There is constant fear of
getting punishments which will hamper their future promotional prospects. But
what is the prospect of promotion left for them these days. An addition of
Rs.200/- in the GP of ASPs for shouldering monumental responsibility of Gr.B
posts. Still then we are obsessed with such promotional prospects.
Going by its past
behaviour the IP cadre will continue to suffer but will not resort to any thing
that has some nuisance value. Has anyone got its share without bargaining power?
Is it possible to acquire bargaining power without nuisance value?
After implementation of
MACPS the IPs are virtually reduced to Overseers status but still it cannot
react in the way the Govt. understands. So, what can be expected in the
circumstances? Let us, therefore, suffer
silently and let the Department exploit this cadre more and more!

The cadre will be benefited only if ASP and IPs are merged into one cadre. All IPs/ASPs are frustated now. Giving IP pay to mail overseers is not at all justified. God only can help us... Not the Department.. IPS officers are very particular about their status only. You should know one thing. The Department's inefficiency is only to the misleading of the Department by IPS Officers. They don't know any thing about the functioning of any software - Repetition of work - Compiling information manually which are available in the Central Server. Stupid Officers.

It is not exactly the fear of promotion that makes us weak it is rather the lubstor character of the cadre members to surpass others.You must hve noticed the anguish of a friend of Maharastra circle in a comment posted earlier.
We are always ready to show ourselves taller by diminishing others.We are virtuallly processing every thing let it be our plight or others delight.
My request to all CS- Have regular meetinngs at circle level, make self analysis prove your unity and then only some one will matter you.

Dear Friends,
Mr Samal rightly said about our nature. I feel the problem is there with the Dept, with the members and most importantly with our leaders. The leaders should be effective in nature and all the members cannot be expected to have aggressive/ effective nature. It is the duty of the leaders to be pro-active and influence all the members and that is lacking in our association in majority of the cases (except some rarest cases like Orissa CS).
With such lethargic leaders, we cannot expect any aggressive nature. Our leaders are not even able to decide (either side) on the issue of participation in strike.
Ours is not an Association of employees. We will only beg the things and whatever the officer's throws, we will take. Even begger's association is much better than us. They will shout atleast. Is there any use of our association then, except for name sake?
I feel it is time to outsource our leaders posts so that we will get some leaders who really leads us
Filing a case in CAT is a blunder on the part of the member of IP&ASP Assn.I do not know that any cadre has been upgraded by the orders of a CAT. Is there any ?

Dear Mr. Nayak,
Due to CAT Case we have some hope to get the higher grade Pay. For your knowlwdge, I would like to inform you that Section officers in other Departmentsd got the parity with the CSS after the Sixth CPC from Principal CAT bench, New Delhi.
The option of CAT Case was resortes as a last option, as nothing came out for more than six months. If U feel,this was a blunder, I would like to know from you regarding the suitable course of action knowing the fact that Association is not ready for protest of any kind. 1. I appreciate the hard work being done by you by posting your views , The majority of the IP/ASPs of all circles favour you.
2. The leadership of our association is repeating the blunders and have not taken any lesson from past mistakes . Our circle secretary Sh Harimohan has requested to Former GS to associate with agitation call of Income tax inspectors but our leadership did not bother . Second opportunity was of 13 Jul 2010 and your call for immediate decision. Our leadership did not even to decide the further course of action.Instead We are writing letters to Secretary Posts from the day Sixth Pay Commission was declared . In my views , creating nuisance is the matter far away .
3. I think that the responsibility of the association has been entrusted to the week/lethargic inefficient/indecisive/inactive and irresponsible body. The President/GS/AGSs do not even review the comments posted on all the blogs . If they are doing this the response of the members must have been understood . But alas..............Our leadership has become ........
4. In case the CAT decide the case filed by Shri Parmanand ,will the office bearers of the association be able to show their faces to Shri Permanand who is fighting alone.
5 You are working like a comrade and we require such office- bearers as you are trying to keep the members of of your circle as well as other circles to adopt the additional way to get our legitimate rights. My kudos to you. So carry on continuing this approach . GOD bless U .

Mr.Nayak, Its easy to critisize others, but to act is very difficult. Many IP/ASP in the country dont have the guds to fight like permanand did. He is to be appreciated. Sad that we didnt support him properly. Imagine, If he wins the case and Dept. implements the orders of the CAT, then, will u not ask for GP of 4600Citing his case??? The assn is to be blamed for all the mess. Had the assn. moved properly, we would have got the grade pay by now. But some of the office bearers of this assn.,who were not to be benefitted by the orders of GP hike, twisted the matter completely. Mainly because, they reached the GP of Rs.4800, after about 25yrs as IP, how can they tolerate a fresh IP getting Rs.4600? This assn. could have very well filed the case in the Delhi CAT and fight with good lawyers, with so much of resource pouring in for the assn., the expenses towards CAT case would be nothing. But they will never do that. Because all the subscription collected are only for their use and not for welfare of the members. That is why they beg, borrow or steal the office bearers post.Untill a rival assn. is born, our assn will be like this only......

An employee joins the union due to his belief that it is an effective way to secure adequate protection from various types of vulnerability put forth by the administration but I can not make out why our central leadership is so coward that it cannot take any decision to chalk out plan/ action for cadre’s betterment. The threat of a strike even without strike by a union is a powerful tool that often causes the administration to accept the genuine demands of the workers.As such our leadership should also think of it because it was right time for bargaining and to create nuisance value. But Mohantyji forget before writing these commanding words that our central leadership even does not have the courage to face the administration what to talk of bargain/nuisance or srike. Forget strike forever. Shame on our part.
