4-8/2012. Request for convening DPC for regular promotion to ASP Cadre for all existing and anticipated vacancies during the year-2012 to mimimize the adhoc arrangement.

Brief: At present ad hoc promotion is given to IPs to ASP cadre for 11 months with the arrangement of termination of ad hoc arrangement on completion of 11 months. The practice of giving a break periodically and appointing the same person on an adhoc basis is discouraged in the DOPT OM No.28036/8/87-Estt.(D) dated 30.3.1988. IPs who have been granted GP of Rs.4,600/- in financial up-gradation under MACP are not entitled for further benefit of pay fixation on normal promotion to ASP Cadre. On the other hand the qualifying period for earning an increment is now 6 months on 1st July. Therefore, this Association suggests for continuity of adhoc arrangement in ASP cadre beyond one year by obtaining prior approval of DOPT.

Presently there are two vacancies in ASP Cadre and four more retirement vacancies will arise shortly. This Association requests for convening DPC for regular promotion to ASP Cadre for all existing and anticipated vacancies during the year-2012 to mimimize the adhoc arrangement.  
  
Reply:-As regards para 1 above, proposal will be submitted to Directorate. As regards para 2 actions will be taken.

5-8/2012.Request for relieving  of the Treasures of the Association to join at Circle Head Quarter on transfer.

Brief: Shri Bibhudatta Behera, IP, Ghatgaon Sub-Division under Keonjhar Division of Sambalpur Region has been elected for the first time as the Treasurer of our Association on 15.01.2012 for a two year term. The transfer order of said Shri Behera to the Circle Head Quarter station of our Association i.e. Bhubaneswar has already been issued vide C.O. Memo No. ST/20-13/2011/Ch-II dated 04.04.2012 as per the trade union facilities admissible under the rules. This Association had requested vide letter No.AIAIPASP/Corr-1/4/2012 dated 07.06.2012 for early relief of said Shri Behera from the post of IP, Ghatgaon Sub-Division so that the services of the treasurer can be utilized by the Association.

Now, this Association has been informed vide C.O. letter No. ST/20-13/2011/Ch-II dated 18/6/2012 that SPOs, Keonjhar Division has been asked to instruct Shri Behera to complete the pending work / pwv of Ananandpur MDG fraud case before his relief. In this connection it is to say that the past work verification of a MDG status office may take several months/years. Moreover, Anandpur MDG is not coming under the jurisdiction of Ghatgaon Sub-Division and any other IP/ASP of Sambalpur Region may also be assigned the work of assisting in past work verification of Anandpur MDG.

On the other hand this association had earlier requested vide item No.2-3/2012 for not entrusting the work of IPs to ASPs for a longer period. In reply, it was assured that this aspect will be monitored. Now the post of IP(PG), Bhubaneswar where Shri Behera has been ordered for posting is being managed by the DPM , Bhubaneswar GPO, who is from ASP cadre, since 27-3-2012.  

Therefore, this Association appeals for early relief of said Shri Behera from the post of IP, Ghatgaon Sub-Division for joining at Circle Head Quarter so that the services of the treasurer can be utilized by the Association.

Reply:-This will be examined. Further it has been intimated by PMG, Sambalpur that the official Shri Behera did not complete the following works as assigned by RO, Sambalpur and his relief will be made after completion of the pending work.

i)                    Submission of RPLI proposals.
ii)                  Complete verification of BOs.
iii)                Review of establishment.
iv)                Submission of FN diary for March 2012.
v)                  Submission of EST-2.
vi)                Submission of IRs.
vii)              Implementation of order of appointment of BPMs.

Development regarding relief of the Treasurer from Sambalpur Region to join at Circle Head Quarter:-                 It is learnt that Circle Office vide letter No.ST/20-13/Ch.II dated 16-08.2012 had requested to PMG, Sambalpur to arrange implementation of the said transfer orders dated 04.04.2012 soon. It is also learnt that PMG, Sambalpur region has replied to C.O that Shri Bibhudatta Behera, IP, Ghatgaon Sub-Division has been assigned the work of verification of past work of one Shri B.N. Jena i/c/w the RD/MIS Accounts of Anandpur MDG (under Anandpur Sub-Division) fraud case. The same is under progress and is expected to be completed by 30/9/2012. Said, Shri Behera will be relieved on completion of verification of past work of above fraud case.

Association view:- The relief of the treasurer is being delayed on one pretext or other.

Item No.1-3/2012.      Request for required amenities and civil maintenance of Inspection Rooms in the Circle.

Brief:- Most of the Inspection Rooms in the Circle are in very bad shape and condition without regular maintenance of civil work. In some cases there is even no required furniture like fixed Beds, Mattresses, Sofa, Almirahs, Dining Table, Sofa etc. Case of the IR at Ashoknagar MDG is cited as an example. Most of the fixed beds and mattresses in the IR at Ashoknagar MDG are damaged and is being managed with folding beds. The Association requests for issuing orders for providing the required civil maintenance and amenities/ furniture like fixed Beds, Mattresses, Sofa, Almirahs, Dining Table, Sofa etc in the Inspection Rooms in the Circle.

Reply:-            Suitable instruction is being issued to all concerned to ensure proper civil maintenance of the Inspection Rooms under their control. As regards supply of  Mattresses, sofa, Almirahs, Dining Table etc. to the IR at Ashoknagar MDG the matter is under process.  As regards Sahid Nagar IQ the matter will be examined.

Item No.4-9/2011.Request for repairs/renovation of IQ at Puri.

Brief:-  The IQ at Puri is in very bad shape due to non-maintenance. Some photo shots on 3/7/2011 are attached. The photos themselves will speak about the conditions of the IQ. The condition of the IQ presents the bad image about maintenance of the IQ to the visitors to the tourist place from both inside and outside the Circle. Repairs/ renovations of the IQ with the AC facility is requested.

Reply:-            The AE (Civil), Bhubaneswar has been directed to take up civil maintenance work of IQ at Puri. He has been reminded to report development.

Item No.6-9/2011.Request for writing to Directorate to re-allot all surplus IPs of Odisha Circle working in other Circles.

Brief:-  Odisha Circle has got 9 surplus IPs of 2009 batch from other Circles while  surplus IPs of Odisha Circle belonging to 2008 batch are working in other Circles. It is requested to write to Directorate to re-allot all senior batch IPs of Odisha Circle working in other Circles to Odisha Circles in place of surplus IPs of other Circles allotted of Odisha. 

Reply:-            The ADG(DE) has been requested to allot the surplus IPs of Odisha Circle working in WB and CG Circle vide CO letter No. ST/20-9/2011-Trg dated 04/11/2011 and reminder dated 06/01/2012 and 31.05.2012.
