Clarification of CS, Odisha Circle Branch on some comments in the posting titled "Letter of CS, Odisha Circle Branch to GS on GP issue and removal of inter-Circle anomaly on promotion to ASPs"

The stand of Odisha Circle which remains consistent throughout is that any condition to get GP of Rs.4600/- for IPs is acceptable. As some ASPs (not from Odisha Circle) are greedy for surrendering Gazetted status, some say that Directorate can even consider retaining Gazetted status for existing ASPs. That way Odisha Circle Branch has nothing to object because at least we can move for resolving the deadlock. Let me mention it once again that Odisha Circle is even agreeable to acceptance of nomenclature as IPs for the merged cadre, provided GP of IPs is immediately upgraded to Rs.4600/- with all consequential benefit w.e.f 01.01.2006. Odisha Circle only pleads that Chief PMG should be made the appointing authority for the merged cadre as in the case of ASPs at present. To get correct information about the stand of Odisha Circle it is once again requested to go through the related previous postings in this blog, particularly the posting titled: "A complete U turn marks the Begaluru Conference".  It is worthwhile to mention that the obsession of Gazetted status which is false by all practical measurement is the main obstacle on the way of getting the GP upgraded. The cadre members in Odisha Circle will have no regret in shedding this falsehood if it helps getting GP of IPs upgraded to Rs.4600/-.

Dear Orissa C/S
The views expressed by me are wrongly interpretted.IPOs shoud get 4600 GP. There is no dispute after court verdict. However some peoples are trying to introduce their own agenda items before implementation of CAT order.

Charging Extra premium on PLI policies taken by physically Challenged persons - High Court Delhi raps Govt.

Complaints of discrimination against the disabled are common in matters of civic amenities, job appointments and admissions to educational institutions. But now one such case has emerged in relation to a life insurance scheme floated by the central government itself.
Slamming the Centre, the Delhi High Court has said it will quash its postal life insurance policy that charges the physically challenged extra premium.
State and central government employees are the beneficiaries of this policy. As per its rules, the assured sum for the disabled is much less while the premium much more than what is applicable to ordinary employees. The discrimination was brought to the notice of the court by a PIL filed by a visually challenged lawyer, Pankaj Sinha.
"Why this discrimination? How can you charge the disabled extra premium? They have the same risk factor as ordinary policyholders. The premium should be linked to various ailments — not disability," a bench headed by acting chief justice AK Sikri told the Centre's counsel.
"Disability is not a disease or a medical problem. We are going to quash the policy," the court said. Sinha told the bench: "While non-handicapped persons are insured for a maximum of Rs 5 lakh, disabled people are insured for a maximum of only Rs 1 lakh. The premium paid by disabled people is also more than the premium for non-disabled people."
The court rejected the Centre's argument that disabled people are more prone to accidental risks as compared to persons without any disability and therefore the premium charged should be marginally different.

My views on above is as under:
I feel our Postal department is handled by many mentally handicapped persons at top level that is why there is lot of problems created by Postal Department for handicapped peoples day by day. One typical example is UPSC Allows and provides reservation for IAS/IFS/IRS examination to disabled persons. Many blind peoples have become IAS/IRS due to facility/reservation provided by Govt say UPSC. Here our Postal department even don't allow disabled employees to appear for Postmaster ,Account officer,Inspector examinations and reservation is distant dream for disabled employees of Department of Posts.I am one of such a victim of Department. Isn't it a discrimination? Disability act of 1995 and UN disability guidelines are clear that every disabled has right to participate and any opportunity should not be denied merely citing disability. Here in Department of Posts some commanders like Taliban are working and rights of not only disabled but also abled are buried under their feet.
