Agitational programme on the issue of upgradation of GP of IPs

Members of AIAIASP, Odisha Circle Branch are reminded of the agitational programme to be started from 1st week of February 2011 as per the resolution passed in Circle Working Committee meeting held on 05.12.2010. Heads of the Circle, Regions and Divisions have already been informed of the aigtational programme through the letter/e-mail of the Association on 31.12.2010.

The issue assumes significance as the Govt. is dithering on the action and decision in the matter. The pretext that CAT case is sub judice in the matter is untenable as there is no order from any quarter restraining the Govt. from taking necessary action in the matter.  Further the Association, or for that matter, the entire IP cadre can not be held hostage by the action of one individual IP (who has filed CAT case and who is not even a member of AIAIASP). In fact, the Govt has mentioned in the reply to the additional rejoinder in the CAT case that the proposal of merger of IP & ASP cadres is under the consideration of the Govt. It has also mentioned at the same breath that because the Association has demanded retaining Gazetted status for existing ASPs, the proposal of merger of IPs (Non-Gazetted) and ASPs(Gazetted) is not feasible. While it is mentioned from Applicant’s side about the fact of merger of JAO cadre (which was non-Gazetted) with AAO Cadre (which is Gazetted), the Govt. has consciously  misled judicial forum giving the examples relating to the Grade pay of `5400/- in Pay Band 3 and Pay Band  2. The Govt, very well knows that this example is not relevant to the issue but has mentioned it deliberately to create confusion so that IPs are denied of the due upgradation of GP. When IP cadre justifiably puts forth its argument in the CAT case for upgradtion of GP of IPs to `4600/- at par with their counter parts in other Central Govt. Departments, the Govt. pleads that this is not possible because it will have cascading effect on the ASP and PS Gr.B cadres. But the Govt bothers least about the fact that the Overseers (Postmen on MACP) and IPs are now at the same Grade Pay of `4200/-. It is very much clear from the stand taken by the Govt. in the CAT case that the excersise so far undertaken by the Department relating to the issue of upgradation of GP of IPs is nothing but a mere eyewash and the real intention of the Department is not to facilitate upgradation of GP of IPs but to obstruct it any how.“Skandhah na badhati Rajan taba badhati badhate”.

In such situation we have no other option but to start agitational programme to show our protest and express our resentment, of course, in a democratic and peaceful manner. Let a message expressly go that the IP cadre is very much unhappy the way the Govt. is handling the issue. The Dept. has tested enough patience of IP cadre. Let us make a beginning for demonstrating our resentment. Time has come to reciprocate the action of the Department in appropriate manner. As time passes on, other methods of trade union activities will be decided to be undertaken.

As per the resolution passed in the CWC meeting, members of AIAIASP Odisha Circle Branch will wear black badge in the first week of every month starting from February 2011. We are now very close to the starting time of such agitation.

All members of AIAIASP, Odisha Circle Branch are, therefore, requested to get themselves ready for the agitational programme in the manner it is resolved in the CWC meeting. Office-bearers are requested to coordinate the agitational programme at CO, RO and DO level.
