Orders for different Grades of Postmasters cadre issued by Directorate.
Scanned copies of the orders issued by Directorate are reproduced below. Members are requested to peruse the orders, analyse its implications to IP cadre and offer comments.
1. Again the inspectors ans ASPs have been cheated by the department. The department has taken granted our faithfulness , loyality . The immediate impact of the order will be as under : (a) We will loose all the Posts of HSG I manned by the inspectors line officers . PUNJAB Circle will loose 3 such posts Ropar ,Dasuaya , etc . (b) On creation of the cadre whether 6 % quota of general line will continued in the PSS Group B ? This point need to be seen . (c) Promotion to Postmaster Group B Senior PM)is by promotion whereas inspector Posts again has to appear in Limited departmental examination . What a beautiful jokes done by the Department policy makers. (d) Inspector /ASP will loose 29 more posts from Gp B and large number of post of postmaster manned by inspector/ASP line of HSG I and this mean that the gap of promotion will increase by one more year.
(e) Before issuing the order perhaps none of the representative from our association has been taken into confidence.
In our department large number of posts are being created in name of BD/technology by the for the higher ups but the posts of poor IP /ASP are being snatched and reduced .
This issue calls for immediate action by the CHQ but in my view due to dilly delaying attitude of CHQ will, also leave this issue to be discussed next meeting which is scheduled for Dec 2010 at Ahmedabad.
One of most important suggestion I want make is that please take a decision at Ahmedabad session to constitute a Action Committee comprising of 05 active CSs to take immediate decisions on matters related to IPs/ASPs and GS should abide by its recommendation of committee other wise, I doubt that We world be able to get any fruitful result.
Postmasters will get a special identity and this will add some extra authority which may be helpful in management of a Post Office. Now there are three distinct lines of promotion : Administrative, Accounts and Operative. The real administrator i.e. the IP cadre is neglected one. One IP is not in a position to discharge his duty efficienty when he is equivalent to Gr-II PM. He should have also some extra authority to exercise over the PMs.This is required for efficient management of the administration.
sir, Is it that GR III PMs don,t have to sit in ldce for getting promoted to SR PM cadre? Pl confirm in the blog.If it so it will be a great setback to IP line officials in addition to 6 yrs of QS.
1. If u say that PM Grade III has sit in the examination. Then you should also read the language of the letter in para 5(IV) and V. Do U mean that there is examination for Postmaster Grade I and Grade II also> I think u again has read the whole letter . Please clarify
As per the details released in the Gazette of India as posted in Sahuliyat Site, 25% of posts of PS Gr.B will be filled up by Grade-III PMs with 2 years of service experience 'by promotion'. This rules out any exam for them. This means, it will be by seniority among Gr.III PMs for getting PS GrB PM post.

According to my interpretation, PM Gr.III( with two years experience) have also to sit in LDCE to compete for 25% vacancies in PM Gr. B posts.
