An Open Letter to General Secretary, AIAIASP, CHQ

Dear Roop Chand Ji,
You may be aware that NFPE, FNPO & GDS Union under the banner of JCA are planning to go on indefinite strike w.e.f 13.07.2010. The proposed charter of demand has been outlined in the blog of the NFPE for everyone to see it. I found that most of the demands which are going to form the basis for the proposed agitation are justified.
Among the most important issues which require attention of the Department is the shortage of working class staff. When I say working class I mean cadres starting from ED (now GDS) to AD or PS Gr.B. You are aware, there has been as many as 5 cadre reviews undertaken by the Department for IPoS officers since 1981. This is in addition to three posts of Members created in Postal Services Board which the Department does not take into account as a cadre review. In 2007 a number of JAG/SAG posts were created by abolishing 47 STS posts. In the process the promotional prospects of IP line officials were squeezed further. The demand of our Association to have cadre review to create more promotional avenue for IP line officials is completely sidelined. The number of posts of IPs and ASPs has remained the same as it was in 1981 with around 20% to 30% vacancy in posts of IPs now (as vacancies for direct recruit IPs is growing). You know, even after getting presidential sanction for creation of 248 posts of PS Gr.B in the year 1989, the Department did not implement it.
Now we have reached a situation where the distinction between general line and IP line officials is obliterated. On implementation of MACP scheme, the ASPs are now getting GP on par with general line officials with 30 years of service. IPs are getting GP less than that of general line officials getting 3rd MACP and equal to GP of general line officials with 2nd MACP. In my opinion MACP Scheme has provided a scope to get all working class together.
As regards IP line, the Department is sitting over the proposal of upgradation of GP to Rs.4600/- while analogous cadres in other Departments have already got the benefit. The prospect of getting the GP of IPs upgraded is fading away with every passing day. A number of new responsibilities have been added to the duty list of the IP line officials without creating more number of posts, without improving promotional prospects  and  without fulfilling the genuine demand of upgrading the GP of IPs to Rs.4600/-. The number of vacancies in IP cadre is increasing on recurring basis and the responsibilities of vacant posts are shared by existing IP line officials without extra remuneration.
IP line officials are now very much a part of the misery experienced by general line officials as the work in the field level cannot be undertaken without co-operation of each other. The Department is totally indifferent to the miseries of both IP line and general line officials. As rightly pointed out by the Class-III unions, the Department is unilaterally taking important decisions without consulting staff side. For example, the orders for placing ASPs in charge of RMS Sets are not acceptable to both operative side and IP line officials. But the Department has forcefully made ASPs to work as operative staff by implementing these orders.
The policy of reverting IP line officials from officiating posts of ASP/PS Gr. B before completion of one year is humiliating. The Department without obtaining approval of DOPT to the officiating arrangement is indulging in exploitative practice of not allowing increment in officiating post. Have you ever heard of any DPS rank officer reverted to SSP post or any PMG rank officer, to DPS post (otherwise than as a punishment measure)? This can happen only to IP line officials whose loyalty to the Department is always taken for granted.
 It is found that the problems faced by general line and IP line officials are common to both. The Department is increasingly ignoring the working class. While there has been substantial increase in the number of senior level officers over the years, the quality of service provided by the Department has gone down. The number of officers to issue orders has increased but the number of workers to execute the orders has decreased substantially. Yet the Department is putting more and more pressure on working class which is becoming increasingly unbearable.
In view of the above, should we not seriously consider joining the ensuing strike proposed by JCA?

I definitely endorse your views and observations without a single percent deviation. I feel, all these years we did not want to hurt the higher administration and hence never showed our anger or anguish. In response, what we got? Only demotion after six pay commission.

Atleast if we can't wake up, unite and start questionning, nobody can save our cadre. We should take this as a do or die spirit.

Kudos to Sri B.B.Mohanthy for being open, bold and practical in approach.

You have pointed out the right thing. If Officer cadre employees of Banks, BSNL, etc can go on strike stressing their demands, to which the Govt. ultimately buckles in, I think nothing prevents us in striking work pressing for our genuine demands.

Hope, your wise opinions and suggestions are heeded to by the CHQ.

After going deeply through your open letter dated 23.05.2010 addressed to the General Secretary AIAIASP, CHQ, I could not resist myself from giving a comment. Your observations on the problems of the working class as a whole with every boldness and clear fraternal attitude is worth appreciating which broadly justifies “ United we stand, Divided we fall”. The day , the JCA Circular was published in NFPE blog, I, clearly analyzing the gravity of each demand have immediately reacted writing a letter to the Secretary General NFPE and General Secretary AIPEU, Group-C, CHQ to have fruitful negotiations with all other Federations / Unions / Associations to make the strike programme really a successful one. I am quite hopeful, if the leaderships at CHQ irrespective of cadre and wing can just sit for a while with such open-mindedness which you have expressed , no force, no order can restrict us from achieving our common genuine demands.
You have rightly pointed out that the distinction between general line and IP line officials is obliterated and genuinely speaking, the demands like filling up of vacant posts, cadre restructuring, to stop downsizing / out sourcing etc. are common to all cadres. When the whole working class, according to your interpretation from ED to AD is being exploited seriously like bonded labourers , when working beyond normal duty hours has been a practice now a days due the reason of staff shortage on one hand and unilateral introduction of new / additional services and products on the other , when we have experienced that we have not yet gathered 100 percent unanimity irrespective of cadre and wing in any strike programme resulting very unsatisfactory outcome, the need of the hour is to assemble in one platform for indefinite period with no discontinuance in the strike programme and no agreement with the Department till achievement. You have really done a very good job by expressing your positivity.
While congratulating you on behalf of all the members of AIPEU, Gr.-C, Bhubaneswar Divisional branch , I do extend my solidarity and hope that you will pursue the matter with your CHQ since we have sufficient time to discuss and take a final decision.

We should definitely join the strike. Our association office bearers are reluctant to pursue actively the issue of GP hike of IPs. Even after 50 days of submitting the proposal for merger of IP and ASP cadre, the CHQ GS still does not know when the file is going to be submitted to MOF even though he is based at New Delhi! From this it is very clear how the case is being pursued by CHQ. Workload is increasing everyday, IPs are expected to man subdivisions, achieve PLI targets, undertake fraud inquiries etc. But his/her salary is same as that of an operative staff! Will the IPs get any motivation? Inspectors recruited through the same examination like IT/CBEC are getting higher GP but the same is denied to postal inspectors. The association wasted valuable six months pursuing a utopian proposal to increase the GP of Superintendents to 5400 when there is no such analogy in any other department. And now the association is lackadaisically handling the IP GP issue. Many young IPs have already filed a case in CAT and letters have been sent to DG(Post) by the honorable court seeking explanation on why the IPs of postal department will not get GP of 4600 like that of inspectors of IT/CBEC. IPs are really frustrated and losing faith in the association. Its time to take some drastic steps. Its better to leave our inactive association and join a proactive association like PIII. How long will the IPs wait to get justice? Their patience is fast burning out.

Bhubaneswar Divisional Branch for going through the open letter to GS, AIAIASP and offering comments in appreciation of facts mentioned in the open letter. Orissa Circle Branch of AIAIASP is very much thankful to Sri Samal for extending an invitation to me, our Circle and CHQ Presidents to join in their Open Session of last Bi-ennial Conference which was held in a very befitting manner. We had availed ourselves of the courtesy extended to us alongwith functionary of Officers' Association and other sister Associations. The beginning made by Sri Samal for uninty among working class is praiseworthy and must continue in the interest of working class.

I also appreaciate the comments posted in this blog particularly by those from outside the cadre of IP/ASP.

GS AIAIASP has been telephonically requeted by CS Orissa Circle to take up the proposal with the leaders of Class-III Federations for inclusion of some items relating to IP /ASP cadre in the charter of demands which will form basis for the proposed strike, and to activiely consider the proposal for joining strike along with Class-III Federations, in consultation with CHQ functionaries and Circle Secretaries of different Circles.

Dear Mohanthi Sir,

We have to include atleast the following our genuine demands in the charter of demands

a) Upgrdation of GP of IP and ASP

b) Review of the work load of IP /ASP establishment in each circle and to sanction justified posts

c) The present way of calculating the work load of sub divisional establishment by taking only the number of operative staff working under the sub division is not at all realistic. Moreover it dosn't include the awasome work load connected with business also. So calculation of work load for all sort of work pieces should be taken into account

d) creation of separate team for inspection of post offices and delinking the sub divisional heads and divisional head from the duties of annual inspection of post offices. Their duties should be confined to visiting the post offices (minimum 10 visits in a month as precribed for higher authorities) for investigation/ enquiries etc.

e) creation of separate team for BD work

f) sanction of clerical and Group-D establishment in the sub divisional office

g) cadre restructuring of IP/ASPs to get a promotion ratio of IP/ASP/SP as 40:40:20 (i.e out of total posts 40% IP 40% ASP and 20% SP cadre)


Please take urgent steps in this rgard

Dear friends,
i already had a discussion with the FNPO secretary General Sri D.Thiyagarajan in chennai for joining in the proposed strike. if IP/ASP Association take a decsion to join in the strike, we will also join in the strike.

During 90s(after 4th Pay Commission) we demanded higher pay for IPOs & ASPOs. As in the present, the Department made several dilly dallies and the issue was dragoned for years together. At that time we decided to participate in the strike along with the general line cadre. The steps taken by the leaders of IPO & IRM Association for participating in the strike, turns the minds of officers and recommended higher Pay for IPOs during Vth pay Commission.

Dear friends,
In my opinion, we are only feeling that we, IPs and ASPs are inspecting OFFICERS, but in reality, we are even treated cheaply than any other cadre (including ED) in the Dept by the higher authorities. First let us recognize this very fact.

Regarding strike, if we participate, then only there is at least some chance of resolving our GP issue or any other issue, otherwise, I don't think that our issues will be even examined sincerely.

Please let us don't waste this chance of showing our anger and humiliation to the higher-ups, who are, all these years, taking us granted for everything.

I want to ask one question to those who are advocating for not participating in strike. Whether they can give any assurance that with our present approach, we will succeed?? If your answer is NO, Participation in Strike is the only alternative to us. Let us don't waste this chance....

1. I appreciate your predicament on the issues raised in your open letter to the GS.
2 The issue regarding increase in GP of IP is most important for us as due to dilly delaying attitude of our association and the Department of Post, the issue is dragging since November 2009 by one or other reasons. Our former GS has also complicated the issue by adding issue of merger of IP /ASP which is not at all possible and the detailed discussion held in CWC at New Delhi.

4. The Punjab Circle Association have had a meeting with Hon‘ble Minister of Parliament Affairs on 10-5-2010 in the leadership of our Circle Secretary Shri Harimohan on grade pay issue . The Minister heard us patiently and assured us to take up the matter with Hon’ble Finance Minister the memorandum submitted after meeting. A copy of the memorandum was also sent to General Secretary with the request to have liaison with Sr. PS of the Minister in Delhi. xxxx
5. You have rightly pointed out that strength of IP is decreasing day by day. This is so because even the direct recruit IPs are leaving the department to join income tax and Central Excise because of better prospective there leaving DOP in dilemma. They are making it by again appearing in the same examination from where they were recruited as IPs. As on date in our circle 29 post of IPs out of 53 are lying vacant. In Punjab alone eight direct IPs have resigned during the span of three years to join other department. Is it not brain drain but who bothers. This is one of the reasons for inefficiency in the department.

5. The need of the hours is to mobilize all the Circle Secretaries by interacting each other and pressurize GS to submit notice to the Department for our support to the JCA latest on 23 Jun 2010. This is the high time to get some of our demands settled.
