Department of Posts-Going which way?

The organized Postal Department in India has been in existence since 1854. The Department takes pride that it is reaching out throughout the country and beyond and is discharging the Universal Service Obligations (USO) by providing mail service at the doorstep of the common man. There was time when postal officials were commanding respect from society for belonging to a service organization which was known for its efficiency and integrity.

But what is the position of the Department of Posts now? Is it able to carry the age-old image for which it was known for? If somebody asks this question to himself he will certainly get an emphatic ‘No’ as the answer. So what has gone wrong over the years? If somebody will try to find out a reason for this from the policy makers of the Department it is doubtful if they will give an honest answer for this. If at all they do, they will certainly pass on the blame to lower or grass-root level officials saying that these officials have developed a habit of neglecting their expected duty resulting in the present day situation. If somebody from outside the Department is offered such reason there are chances that the reason may sound appealing. But an insider will definitely have a different view.

These days senior offices often blame grass-root level officials for not living upto the expectation of the members of public in spite of getting ‘high salary’ on implementation of Pay Commissions Reports (particularly V & VI Pay Commission). But what they knowingly avoid to mention is the fact that through they are getting fat salary they are superficially showing concerns for fall in the quality of service provided by the Department and are adept in leaving the blame on operative and supervisory staff. Now the view of most of the senior level officers in the Department is that the operative staff are not sensitive to the needs of public as they are not working efficiently. On such a notion they believe in the carrot and stick policy (with stick dominating all the way) to extract work any how unmindful of the genuine problem the field level staff are facing in their day to day duty. On the other hand they enjoy their power and position, leaving the lower-rung officials to develop fatigue due to overwork and extra-burden. The fact that no less a VIP than the Hon’ble Minister C & IT himself has observed recently that the top management of the Department is not playing any effective role in the operation of the Department is a clear indicator of the present day affairs of the Department. No more argument is necessary to justify this. Needless to mention here that though there is complete ban on new creation of Posts, three new posts of high-ranking officers in the Postal Services Board were created taking the ambiguous observation of the 6th CPC as the pretext.

Among the measure problems that the field level staff face to-day is the fact that the shortage in the working class staff strength is growing steadily. Even though there is substantial growth of population in the country over the years, the number of service outlets has remained almost static for long time now. Several new services have been introduced in an effort to cater to the needs of customers but there has been complete ban on new creation of field level posts. It is known to every one that restriction for filling of posts continued for a long time and it is only now the restriction is lifted, not before leaving a serious impact on the staff strength. In IP cadre downwards there is vacancy ranging between 20% and 40% and the vacancy is growing gradually as the number of staff who exit by way of retirement/resignation/death/promotion is more than the entry through recruitment process which is done erratically.

For any service organization, particularly the one like ours which boasts of vast network, is mainly dependent on manpower. Technological aids only lend supports for efficient discharge of duties. But the Department of Posts in recent years has laid stress on computerisation without taking measures to induct quality manpower to make effective use of technology. Computerisation was started in the Department in mid-nineties but after a period of a decade and and a half, the Department is taking the initiative to supply computers to Inspectorial staff only now.

The Department has the history of observing economy on infrastructure as observed from the fact that in many cases it uses sub-standard accommodation to function Post Offices and Field-level offices. There are POs which are functioning in small huts or even in BPM’s Varandah and the Department loves to save money on this, by paying a meagre sum to BPMs as house-maintenance allowance. One from outside the Department must be thinking that the officers really value observing economy on public expenditure and must be following the same in their own cases. But the fact is just the opposite. While Department saves lot of money on rent by allowing the POs to function in substandard accommodation, its senior officers maintain a luxurious living by spending lakhs of rupees by renovating their Govt. residential accommodation as often as they wish. There are instances that renovation takes place involving lakhs of rupees whenever there is a change of incumbency irrespective of duration. This is not all. There are officers like in the Accounts Wing in Circles who draw salary of more than Rs.60000/- only to deal with 3-4 files a day and finish their duty by writing- "The above note may be approved please’.

Within the Department itself, there is uneven distribution of work and responsibility among different cadres and posts. For example, JAO once equal in salary with IPs and later ASPs, have now risen to the rank equivalent to that of Superintendent of Posts even without having a persistent demand for it and without having to follow any formal agitational method. On the other hand IPs who are always considered back-bone of the Department for taking the responsibility to implement the plan and policies of the Department are made to suffer without being paid properly commensurate with their risk and responsibility. The long standing demand of the IP cadre to get salary on par with their counterparts in Income Tax and Central Excise Department was met with the condition that they have to concede 33.33% percent vacancies to outsiders for direct recruitment. IPs thought that their demand is finally recognized. With acceptance of the demand for equality of pay with their counterparts in Income Tax, Central Excise Departments and Central Secretariat Service, the IPs reconciled to the fate of taking extra burden of vacancies which remained unfilled due to time-taking process of recruitment through SSC. The Inspectors in Income Tax Department, Central Excise & Customs Department and Assistants in CSS got their GPs upgraded to Rs.4600/- subsequently but the IPs are left in high and dry. The Secretary (Posts) who was a member of the National Level Anomaly Committee got higher GPs for high level officers of the Department but did nothing to get the GP of IPs upgraded. The present Secretary (Posts) however, showed some sympathy for IP line officials and sent the proposal for upgradation of GP to MOF twice. But on both occasions the proposal was received back with the reported observation of MOF that the IPs are not comparable with their counterparts in Income Tax and Central Excise Departments. This is in spite of the fact that there was a common recruitment examination for all these cadres / posts by SSC. This also nullified all the efforts made previously to bring the pay of IPs fixed on par with Inspectors of Income Tax and Central Excise Departments by accepting the condition of introducing an element of direct recruitment to IP cadre to the extent of 1/3rd of the vacancies which is now a botheration to the IP cadre as the vacancies meant for direct recruitment remain unfilled years together and the existing IPs take the burden of extra workload of the vacant posts. What an irony is this!

After upgradation of GPs of Inspectors of Income Tax, Central Excise & Customs and Assistants in CSS to Rs.4600/- the DOP initially showed some interest in submitting the proposal to the MOF. Immediately after the last All India Conference of IPs & ASPs was over in the first week of April 2010, the Department invited our GS to formulate another proposal for submission to MOF for upgradation of GP of IPs to Rs.4600/- The IPs/ASPs pinned their hopes on the initiatives of the Department. But till now further proposal to MOF has not been submitted. There is a studied silence now as if everything is alright.

After implementation of MACPS, the IPs are now getting GP lower than clerical staff in some cases. In many cases PS Gr.B cadre officers are now placed in a lower GP than the AAOs (previously JAOs) who work under them, under the impact of MACPS. The condition of ASPs is not better either. In fact whatever distinction the IPs and ASPs had prior to implementation of MACP Scheme, that distinction now stands diluted as the ASPs are getting the same GP as by the clerical staff. But the senior officers overlooking these ground realities continue to treat IPs and ASPs as the bonded labourers.

IPs and ASPs known for their loyalty to the Department are treated like lower than Class-III officials although the ASPs by getting a non-functional Gazetted status are made to lose PLB also. Except a nomenclature, ASPs got nothing. Now after implementation of MACPS the GP of a majority number of ASPs is same as that of a good number of clerical staff while responsibility-wise IP line officials shoulder much larger burden. IPs and ASPs are not allowed their legitimate dues so far as GP is concerned. Yet the Department is busy in extracting work through coercive method. IP line officials are responsible for achieving RPLI and BD/FS targets in addition to their traditional work of carrying out inspections /visits, investigating loss and fraud cases, attending to numerous inquiries etc. but in return the Department continues to treat them with step-motherly attitude. The IPs and ASPs also cannot go on leave even if they are ill, otherwise they will get the period of leave treated as Dies-non. It is not known how long the so called back-bone of the Department will remain straight and strong. Poor IP line officials!

The Department has introduced so many new things/schemes most of which have eventually failed to work on the ground due to half-hearted and impractical approach of the plan / policy makers. Public at large are gradually loosing faith in the Department and moving away to Private Service Providers. In last two years the Dept. has taken inititative to put special care for improvement of service and image through modernisation of 1500 important POs under Project Arrow. But it is too little , too late. That too, it does not address the issue of staff shortage. Still the higher management of the Department is sitting pretty unmindful of the gradual degeneration of the Department. It is something like Nero playing Violin when Rome was burning. God save this Department!

I have only one comment on this. Join the indefinite strike called by postal JCA from 13.7.10 onwards based on a charter of demands. The IP/ASP association should try to include our demands also in their charter of demands and participate wholeheartedly in the indefinite strike. There is no other short method except the above.

Whatever you have said is true. But why the association has not taken any step to completely redesign the work profile of IP/ASP, all these years, when this is the case in almost all the Circles. I have only heard from the association about implementing the cadre review done 20 years back, which is of no relevance in today's environment. So who is to blame for this pathetic situation?

SDH being loaded with all the inspection, marketing, verification, investigation, RPLI mela, etc, etc work and expecting everything under him to be fine all the time, is a mindless expectation of the higher officials, what too when there is severe staff shortage.

Why the association has not demanded for separate teams with exclusive office setup and clerical assistance at region level for inspection, investigation, marketing, PLI/RPLI, etc, instead of doing those work as individual SDH, where the work atmosphere will be better and the work will also get done quickly. It will also eliminate any kind of affinity or links between SDH and staff.

The above pattern is followed by Audit parties. So why cant we have the same pattern, where inspection is just an audit of the working of that PO.

Similarly, any investigation by Police is carried out only as a team and not by individual officers. So the same is applicable in our case also. This will help to complete the investigation in shorter time and will be able to approach the case from different angles.

We can also have a separate team to watch the operations in PO in the garb of public, just like intelligence sleuths, so that we can get first hand information about the actual problems faced by PO staff and their behaviour, behaviour and expectations of public, etc, so that the paras in IR have some corroborative material. This kind of setup will also instil a sense of watchfulness in staff to carry out their duties properly.

Similarly other type of work like marketing, technology related, etc can also be carried out as a team, so that each team has a well defined work and ample time to plan and carryout their work in a proper menner. It will also help new IPs to learn a lot from the experienced colleagues and sharing of information within the team will make team members better informed and equipped to do our work.

This type of setup will also help one to become an expert atleast in one area of work, instead of the present "Jack of all, master of none" situation.

I wonder, why the association has not thought of anything in this line and demanded for a change. I believe, ever since the Inspector post was created, we have been doing the same work, whereas the work of clerical and higher officers have become much easier - clerical staff using the power of computers to get their day to day work done, instead of manual calculations / work and higher officers having their cadre strength increased every now and then at the cost of promotee JTS officers, which has helped them to reduce their work load. Instead of 1 PMG managing the entire circle some years ago, now a CPMG is assisted by atleast 6 - 8 PMsG and similar number of DPS, which has brought down the quantum of work for each of them, whereas we are slogging with the same type of work for atleast more than a 100 years, with added workload every year due to introduction of various projects and schemes.

Atleast now let there be an awakening among our cadre men and demand for restructuring our work profile, which makes it easier for us to work taking advantage of advancement in technology, at the same time, ensuring a quality service to public.

Dear Sir,
I have gone through the full content and really admire the way you have been able to focus the much wanting issue in our department. In fact, many amongst us feel the same way as u have written but fear to express the same in the front. I feel that the difficulties mentioned herein truly expresses major concern regarding the existance of our department. Today, much older department have been improvised themselves with adequate manpower and infrastructure, as such they are now in profit. But we, the poor field level employees, though responsible to make the dept profitable but always have been dominated with the destructive policies made by few highest level officers of the dept. by providing us manpower and infrastructure in piece meals. To save the department and make it a profit making organisation, it is high time that all our administration should rise to the occasion, feel the difficulties faced by the field level officials such as GDS, MSE, Postman, PA and IP/ASP level officials practically and solve the inside problems in a must consultation with operative staff. I would like to offer much more, but for time being i would like to thanks sincerely to all concerned with this particular blog and hope the fight against this injustice made by a fewer highest level officer will continue till achievement of
proper justice. Keep up the spirit high always.

i have just cleared ssc exam and selected for,IP presently i m working as devlopment officer in LIC with incentive almost nil, i want to have a bit of advice from you, that should i quit and join as IP or not? because reading here on this blog i find you all gentlemen as suitable you could guide me. plese reply i would be thankful to you.

I admire the daring shown of the CS Orissa Circle, publishing his views openly. However, almost all blogs of the Association (Circles and CHQ) are keeping silence over the Grade Pay issue, as if every thing is all right now or they are not concerned about our problems. All are being annoyed very much. We may take a decision to desert the All India Association of ASPOs and IPOs. The proposal for Grade Pay upgradation was submitted by the Association to the Dept. on 05.04.2010. Is the job of the Association was to submit the proposal only, and not to monitor the progress. Even the GS of the Association is not aware of the reason for non submission of the file to MOF or the proposed period for submission.
If the NFPE and FNPO unions may give the Strike notice fron 13th July,2010, why we are keeping silence over the Grade pay issue. Can we not show some protest ?
In our view, the Association is not in favour of Upgradation of Grade Pay of Inspectors and they are simply befooling the young Inspectors pretending some action from their side. Support from the members should not be taken as granted.
In Kerala Circle, Sri Permanand kumar has already resigned from the working committee of the Kerala Cirle and also from the primary membership of the Association. He filed a CAT Case No.381/2010 at Ernakulam Bench and notices have been issued to the Respondents. Many members have not given their acceptance letter for their membership. After the membership verification process, the number of members has gone down drastically. Hence, The purpose of the Association to keep their members as mute spectators will not fulfill in any way. Some strong action against the Association may be expected by the members throughout India, soon.

It's high time for the Association to show it's activeness.

Mr Anonymous,
your advise to construct team like audit officials to do each and every work (now being done by a single SDH)by a separate team is not practicable one. If formed, where will be the team function? Accomadation/HQs of the each and every team should be clearly defined. Who will control the team? Then think about the TA/DA expenditure on the part of the department as well as the travelling distance involved on the part of team members. Would anyone wish to go to remote village at a distance of 100 Kms)from the Metropoliton city to carry out an annual inspetion of BO? That too daily. (bcas he belongs to the inspection team>>>>) If anything goes wrong in the inspection, who will(amongst the team members) take the responsibility. Similarly, to investigate successfully, one has to be master not only in the rules but also in many other items like surroundings of the place, day today activities of the culprit before and after committing fraud etc, his subordinates. This is easy for a SDH rather than the team. You have also quoted the police team for investigation. But the crime which are investigated by the police authorities is not comparable with the frauds occured in our POs. If the idea of team for every field will happen, then the freedom of being SDH (in all like work hours etc) will go vanish to all our men. DO u really want this????. I suspect it is those IP/ASP who are working at HQs (not independent like Sub Division Head) will only support the team idea. Other will never. Also feel good to do the same work for several years (becas the work now can be performed with closed eye even as there is no new paras in the IR etc). The supply of laptop to all SDH will do good only for the newcomers. The very old ASPs/IPs are still relying upon their own hands to do everythingggggg. (includes writing IRs)The only need of the hour is that the clear cut definition of duties of IP and ASP. The ASP, being the promotional post should not do the same thing what the IP is doing (which is not happen now) In any other cadre/department, one after getting promotion will not do the same thing what he used to do before promotion. But in our cadre??????. Please demand for restructuring our work profile separate for IP and ASP without disturbing the existing one.

Parvinder, I just now read ur comments, asking advice whether to join as IP leaving Dev.officer job in LIC.

I would like to suggest not to join the IP cadre in Postal dept. Perhaps try another attempt of SSC to upgrade the merit or continue with LIC. Otherwise you will sing a famous song through out your life, 'Bana ke kyu bigade re, Bigade re naseeba, upar wale, upar wale.

Sir, I am completely agree on your opinion, I congratulate you for writing such eye opening and ground reality blog.The situation is too bad for IPs and ASPs.The higher officials are neglecting their duties and blaming the downgrade officers. The schemes introduced by the Department are having no vision at all. Everyone is thinking Sab chalta Hai. Only God can save this Department , if this attitude of the Senior officers will continue.

the primary and very important work of the department lies with the operative staff. the revenue generated by the department is dependent on the operative staff. therefore primary focus should be imposed on the factor. vacancies in operative cadre should be filled up. non remunerative offices should be abolished. offices where work load is heavy should be properly manned. effecient staff should be remunerated and lazy officials should be dealt with properly. similarly carrier oportunity should be created within the operative work. the current wide gap between operative and administration should be bridged. operative people have RESPONSIBILITY the administration has only POWER & PREVILIGE. reasult of any effort can not be realised if responsibility is fixed without deligating any power.

The CS has covered very heart touching issues, national and local.
Any plan or programme of the Department is executed through the IP/ASPs and ex-IP/ASPs(PS Group-B). They really control the work force in the field and they are the real leaders Their attitude and personality matters in execution of plans/programmes.Their attitude and personality is bound to be affected by the ill tratment meted out to them which ultimately creates bad leaders. And in many cases it happens.If these things go on we will find the circular path i.e.no progress Zone very soon.
