Request for correct calculation of the vacancy including chain vacancy.

Sir,
This
has a kind reference to our discussion during the bi-monthly meeting held today
the 3rd February, 2016.
2. As
per Department of Posts (Personnel Division) Letter No.137-15/2014-SPB-II dated
19/05/2015, the
approved select panel for the year 2016-17 is to be kept ready
by 31st March, 2016
and to be utilized as and when the vacancies arise during the course of the
vacancy year to ensure timely promotion of the employees.
Now the required documents in respect of IPs who are coming under zone of
consideration for regular Promotion to ASP Cadre for the year 2016-17 has been
called for. This Association welcomes the step taken towards timely convening
of DPC for promotion to ASP Cadre.
3. As
per DOP & T guidelines issued from time to time, it is essential that the
number of vacancies in respect of which a panel is to be prepared by a DPC
should be estimated as accurately possible taking into account the existing and
clear anticipated vacancies on account of retirement, promotion etc.

As per the guidelines issued vide
Department of Posts (Personnel Division) Letter No.25-10/2014-SPG dated
09/07/2014 circulated vide Circle Office Letter No.ST/26-1/94(Rlg) dated 06-08-2014
a Circle
will take into account the vacancies arising from HAG to PS Group-B Cadre in
that Circle in a vacancy year as chain vacancies for lower cadres in addition
to existing and anticipated vacancies in
the said lower cadre arising in that vacancy year.

From the zone of consideration, the
vacancy estimated by Circle Office appears to be incorrect. As per information
of this Association the estimated vacancy including chain vacancy for
submission to DPC for regular promotion in ASP Cadre for the 2016-17 will be as
below:-
