Brief on Circle Working Committee meeting held at NALCO, Angul on 07/09/2014

Shri Debi Prasad Nayak, President of the Association presided over the meeting. Shri Sanjay Ku. Mohapatra, President, Officers Association, Odisha Circle Branch attended the meeting as an invitee.

Shri Pitabasa Jena, Circle Secretary of the Association in his opening address extended his sincere obligations to the colleagues from Dhenkanal Division for their involvement in making a nice arrangement for the CWC at NALCO, Angul. The Circle Secretary emphasized on focusing on common interests rather than individual interest, to think forward and plan accordingly, to keep moving in the right direction and to work on making the cadre more trustworthy. The Circle Secretary also appealed the cadre members to be generous, honest and just to uplift the morale of the Association.   

The CWC discussed on development of various issues / agendas taken at Circle and Regional level. A significant time was spent on discussing on the Memorandum of the Association submitted to 7th CPC. The Circle Working Committee discussed the merger proposal submitted by the CHQ to Directorate and subsequent development thereof, and unanimously resolved to urge the CHQ not to forget the fact that there is inter- Circle anomaly in promotion of IPs to the post of ASPs, and the promotion to the 75% posts of PS Group-B cadre is from amongst the Inspector Posts on All India seniority basis not from ASPs and, therefore, if the merger is accepted by the Directorate then it should be from the All India seniority in Inspector Posts Cadre only.

All the members expressed their solidarity behind the views of Odisha Circle which is in favour of accepting merger of Inspector Posts and Assistant Superintendent of Posts cadre with Head of the Circle as appointing authority for merged cadre to get the Grade Pay of Rs.4600/- for Inspector Posts and to place the demands for up-gradation of IP/ASP posts to PS Group-B Posts, creation of new Postal Sub-Divisions and new Postal Divisions for better promotional avenues of IPs in cadre restructuring.

The CWC discussed RMS “BG” Division case [Suspension of ASP(HQ) and 4 SAs of NSH (now revoked), reversion of offtg SRM to ASP cadre and issuing of Rule-16 charge sheet to him and AD(Mails), RO, Berhampur due to delay in transmission of two Speed Post articles during the period of cancellation of Hirakhand Express due to landslide and heavy rainfall]. The CWC with one voice opined that the action of the Circle Administration is prejudiced, ill-judged and harsh.

“The CWC took a consensus and collective stance on this issue, and unanimously resolved that the members of the Association in Odisha Circle will wear “Black Badge”  during the Working Hours on 13/10/2014 (Monday)  to protest peacefully against the prejudiced, ill-judged and punitive action of the Circle Administration particularly on making the ASP a scapegoat.”

The CWC meeting concluded with Vote of Thanks by Shri Antaryami Behera, ASP(OD), Dhenkanal Division cum Organizing Secretary of the Association.

The comment of a veteran and judicious leader like Sri BB Mohanty, is praiseworthy, but one point he might have forgotten "RESPECT, RESPONSIBILITY AND ACCOUNTABILITY " ALWAYS GOES SIDE BY SIDE.
Secretary of IP/ASP association has done his best as SECRETARY i.e justice to the post of Secretary. But am sure and hopefully , personally he would never allow the lapses/lack of supervision as in case of the SCAPEGOAT episode.

The Circle Secretary in his opening address also mentioned that "It may not be humanly possible to balance everything at the same time. We must know what is important to us and plan accordingly. We should think forward and try to imagine what we will regret later. We must not live in denial. We must use technology to our advantage.

Being compassionate towards ourselves is the first step to achieve happiness. If we don’t help ourselves nobody will come to help us."
